1 ALBURY BASKETBALL ASSOCIATION Competition BY-LAWS Revised April 2014 Risk Warning You should be aware that there are risks of injury associated with playing basketball, as there are with most sports. Risks will arise in the context of the activities of running, catching, throwing, sliding and guarding opposing players. While we aim to minimise risks, it is not possible to eliminate them all. All competitions shall be run according to the F.I.B.A. playing regulations endorsed by Basketball Australia, Basketball NSW and the by laws of the Albury Basketball Association, except where modifications are required for local situations. The following by laws shall be administered by the Board of Alb.ury Basketball Association. These by laws can be altered provided a written notice of motion is presented to the Board members at least 10 days prior to a special general meeting. (Refer to item 20) The motion presented would be carried on the majority vote of members present at the special general meeting. The new or altered by law must then be attached to the notice board & circulated in writing to all member clubs, within seven (7) days of the meeting. Competitions Committee; The competitions Committee will consist of the following members; One (1) representative from each of the registered clubs / schools. The Chairman, appointed by the board, the chairs of, The Referees, Representative, Coaching & player development committees. Each to have one vote, in the case of a tie the Chairman may have a casting vote. 1. Ladders are to be posted weekly by the administrator during any competition. 1. Score Sheets. a. Must be filled in prior to the commencement of the game, if for some reason they have not been computer generated. Coaches name may be added. Coach is required to add playing numbers for the team. Late start penalty shall be applied by the controlling official for any delay caused by teams. Penalty will be as per clause 6(a). b. F.I.B.A. approved score sheet shall be used in a computer generated format with players names included. c. Any player injuries, Reports, Protests must first be written on the back of the score sheet covering the relevant details & signed by the game Referees. d. Score sheets will be available no less than 15 minutes prior to game time at the basketball office.
2 2. Competition Points. a. Points allocated for games shall be; Win 3; Draw 2; Loss 1; Forfeit 0 b. A Bye shall count as a win 3 points. C. Positions on the competition ladder shall firstly be decided by points.where teams are equal on points, then percentage (points for / points against x 100/1) over all games played by the respective teams for the season shall decide the final positions. 3. Timing a. Competition games shall consist of two halves of 20 minutes; with a 3 minute break for half time. The clock shall stop for all whistle blows in the last minute of the first half and the last 3 minutes of the second half. a.1. All Under 10 games will use the following times; 1 st half of time allotted to games is to be used for skills coaching. 2 nd half to be divided into two halves of 10 minutes each to play games. a.2 In all under 12,14, 16,18 Division 1 games. a. The timing will be four x 10 minute quarters. b. Two time outs per team per half. c. Clock will stop for all time outs. d. Clock will stop for all whistles in the last minute of the Second & Final quarter. a.3 In all under 12, 14, 16, & 18 Division 2 & 3 games; The time will be two x 20 minute halves. One time out per team per half. Clock will stop for all time outs. Clock will stop for all whistles in last 3 minutes of the second half. These timings may be modified for Finals or Semi Finals at the discretion of the Competitions Committee. If so changed the new timing rules shall be posted on the score bench, notice board & must be indicated on the finals draw distributed to each club / team prior to the finals. 4. Officials a. Referees shall be appointed to games by the Referees Coordinator or a representative. Any complaints or questions concerning a referee can be made to the coordinator during or after a game or in writing to the Referees coordinator after the game. If the need arises complaints may be further made in writing to the Referees Director. b. Each team in a game must have a representative on the score bench. No dispute or protest will be entered into by the Competitions Committee if the protesting team was not represented on the score bench or did not seek representation on the bench via the referees during the game.
3 c. Referees of UN notified forfeits /late game starts will receive their full match fee. In the case of either notified or UN notified forfeits referees are required to referee a scratch match at all costs. 5. Forfeits. a. Forfeits should be avoided by playing players from within the same club, but from a lower age group or division. b. If the ABA administrator receives more than 24 hours notice of an impending forfeit then it will be a loss for the forfeiting team, with the normal forfeit penalty applied. c. A team must have four (4) registered players to commence a game. d. Teams winning by forfeit shall be credited with 20 points for & 0 against & 4 points for a win. Forfeiting team will receive 0 points. if notified, if UN notified the score will be -4 points. e.forfeits may incur a penalty as the Competition Committee decides. Any team forfeiting for a third consecutive game in a season will be asked to show cause as to why the team should not be withdrawn from the competition. f. Teams should be encouraged to play an eligible, but not unregistered player to avoid a forfeit. 6. Late Start a. A team is penalised 2 game points for every minute they are late, after the referee has started the game clock. After 10 minute has expired the game is declared a forfeit (UN notified). b. All players in attendance & marked on the score sheet at the time of a forfeit will be credited with that game. 7. Game Deferment. a. No round games can be deferred. b. Semi Finals or Grand Finals may be changed by mutual consent of both coaches; the Competitions Committee must be notified in writing prior to game. c. The changed Final must be played in the gazetted week of competition. (i.e... on one of the finals nights within that week. 8. Team Player / Registration & Grading. a. The Competitions Committee reserves the right to re grade teams / players and have clubs make adjustments to meet the needs of the competition. These adjustments may be made during the course of the season competition. If a club or a team within a club wishes to change the playing status of their team then they must submit to the Competitions Committee a form / letter requesting that a team or player play in a specific division or team.
4 b. Each player must be registered with Basketball NSW & the Albury Basketball Association by filling in the appropriate form personally, and paying the fee on Sporting Pulse. This registration is valid for twelve months. Under no circumstances can a player take the court unless registered. c. Any team found to be playing an unregistered player /s shall lose 4 competition points per game played. c. Teams must be nominated on the correct forms by clubs or individuals on the advertised nomination date prior to the commencement of competition. d. Players must only be nominated on one nomination form. e. Nomination forms will only be accepted by the Competitions Committee with a minimum of 7 registered players, with all their relevant details. Forms must contain the name & contact details of the team coach. f. Teams will play an agreed designated number of rounds of the competition to allow the Competition Committee to re-grade teams if necessary. If there are insufficient teams in a division, clubs will be requested to review those teams with a view of re-grading. This is at the discretion of the Competition Committee. g. Normally a team/player will be accepted into the age group & division nominated for, with the following provisions. 1. If a team wins a competition in a lower division they may be moved to a higher division. 2. Clubs must nominate their best players in the highest division available. 3. Division Two & Three competitions are for new players or those with a lower level of skills, not for representative standard players, or those currently playing rep. 4. All junior players are entitled to play in their age division unless identified by the Competition Committee as being ineligible for specific grades. 5. Clubs may be asked by the Competition Committee to split nominated teams with a view to balancing the competition. 6. In the interests of competition balance, player s nominating after competition has commenced, may have their choice of team restricted. 7. Any team being regraded will retain points already gained. 8. All Division 1 representative players can play in their nominated age group or in the next highest division 1 age group. 9. If a player is playing division 2 representative basketball they may play in Division 2 domestic. This is at the discretion of the Competition Committee. 10. Any player may play in an age group or division above the one they have nominated in, to play an extra game per week or to help a club team avoid a forfeit. However a player cannot come down an age division.(i.e. Under 14 Div. 1 player cannot play in under 14 Div. 2. That player could play Under 16 Div. 1 or Div. 2.
5 11. Players must play a minimum of 30% of their teams available games to qualify for finals in the nominated team. If the 30% is not a whole number, i.e. (30.4) then the next lower whole number will be used. If a player does not play enough games to qualify for finals the Competition Committee at their discretion can allow a player to play if it is found to be in the best interests of basketball. 12. For a Bye to count as a game played a player must play either side of the Bye. 13. Players in a team forfeited to will be credited with the game not played. 14. Representative players who do not play in their club game on the day/night of departure for a rep trip will be credited with having played that game. 15. Applications for exemptions from any of the above player restrictions will only be received in writing from clubs to the Competition Committee. 16. The Competition Committee has the right to request a player to show proof of identity. If found to be playing under a false name, the player will take no further part in any game and the team will have the game recorded as a 20 0 loss. 17. Representative teams nominated in domestic competitions are not eligible to play finals 18. The junior basketball competition will have an 18 & under competition in season 1 and in season Transfers; a. If a player wishes to change clubs at the end of a season, it must be done by filling in the appropriate form, which goes to the club the player is leaving & to the club they are moving to. A verbal clearance is not an acceptable clearance & the club may protest the loss of a player to another club if they have not received the correct clearance form, 1 week prior to the commencement of the playing season. b. A player cannot change clubs during a season. c. A transfer may be dis allowed if the player still owes, either money,uniform or other property to the club they intend to leave. d. The club from which a player is transferring has 7 days from receipt of the transfer to forward it to the AB Administrator for ratification. 10. Uniform; a. All Players in a team must have a singlet / top of uniform design & colour. b. The following numbers are the only permissible numbers, and must be on the back, front of the playing top, 4 15, 20 25, 30 35, 40 45, Tape is not permitted to act as a number.
6 c. Players must wear sports shorts of uniform colour, trim & without pockets. For insurance reasons shorts are not permitted to have pockets. Lack of a motif or a manufacturers motif will not be reason to prevent a player taking the court. d. Players have until the completion of round 5 to be in correct uniform. At the commencement of round 6 all players must be in the same uniform, otherwise players may not be allowed to take the court. e. Players who are filling in for a team that is short of players are permitted to wear the uniform from that team provided it is of similar colour,otherwise that team are required to wear Bibs. Fill in players may play in No 00. f. Players in the finals of any grade must be wearing the correct uniform to be eligible to play. g. In the case of a clash of uniform colours, the team names first in the draw shall wear the association bibs over their tops. Referees will make these available via the court coordinator. 11. Jewellery & Hair Accessories; a. All items that can be removed must be removed from both players & officials. With the exception of medical bracelets. b. No hair accessories to be worn except plain hair tie & bobby pins. c. Long hair to be worn in pony tail or bun. d. No false fingernails. e. Long nails are to be manicured. f. No tape on jewellery or nails. 12. Playing Rules; a. Players should have reached their 7 th birthday prior to joining the competition. b. In the lowest division of under 10s competition it is permissible for coaches to be on the court during the game. c. Man to man defence is encouraged in all age groups and divisions from U10 to U 14. d. In all under 10 games the defensive team will go back over half way after they have scored. The defensive team must allow the offensive team to make one pass in their offensive half. e. In all under 10 games player should have no more than 5 dribbles (grant some leeway) prior to distributing the ball.halfway violations will not be called. f. Three point baskets in both under 10 & 12s are not permitted. g. Free throws in under 10s will be taken from the broken line, inside the normal free throw line. Under 12 players will take the free throws from the midpoint between the broken line & the free throw line.
7 h. A player or coach receiving 1st technical foul will give away 2 free throws & possession of the ball to the opposing team at the half line. i. A player or coach receiving a disqualifying foul or 2 unsportsmanlike fouls will give away two free shots and possession of the ball to the opposing team. They will be disqualified for the remainder of the game & asked to leave the playing area (F.I.B.A. rules). The player may be replaced. There will be an automatic 1 week suspension for player or coach, from all basketball activities. The suspension is to be recorded by the game officials on the back of the scoresheet.player or coach are to be notified by the association administrator of the suspension within 48 hours of the suspension. The coach or player may appeal the decision within 2 working days of the notification by the administrator. Any appeal will be handled through the association tribunal process. j. Mercy Rule; When a team reaches 20 points in front of the opposition they must play half court man to man defence.the team leading by more than 20 points must allow the opposing team to bring the ball over half court line. k. A player may only play for their nominated club. 13. Referee Requirements; a. Referees must be in correct uniform to officiate in any game of the competition. b. If a referee is unable to officiate a game it is their responsibility to notify the responsible person in sufficient time to allow a replacement to be found.failure to comply will result in loss of half of the next game payment. c. Referees must complete the game score sheet correctly, signed, added together with the match ball & given to the administrator at the conclusion of the game. Loss of match fee may result in failure to complete duties satisfactorily. d. Games should not be held up with the clock running if there is a dispute between Coaches & game officials. In such cases the clock should be stopped & the Administrator called immediately to have the game restarted. 14. Coaches; a. All coaches must sign the coach s code of conduct at the commencement of a new season. b. All coaches will be reasonably expected to complete a level 0 or level 1 coaching accreditation course. ABA will make courses available throughout the year at the normal course fee.
8 15. Representative Coach /Manager Appointments. a. Nomination & application forms for the above positions will be available from the representative committee within 1 month of the final junior representative event for the year. b. Applications will be open for a 3 week period after which the representative committee will meet to make recommendations positions to the Board. The Board will make decisions at its next available meeting. c. Selected team coaches will be able to nominate their respective team managers. d. All nominations must be approved by the board. 16. Committee; a. Any Committees required to run the affairs of ABA junior competitions will be appoint by the Board as required. b. Normal committee rules apply to any & all committees constructed by the board. 17. Manager of the year Mark Clarkson Award; Nominated & voted on by the Representative Committee). 18. Referee of the year; Nominated by the referees committee & voted on by the Competitions committee. 19. Junior Club Person; Mary Jane Grazules Award, nominated by clubs & voted on by Wildcats Committee. All awards to be ratified by the Board. 20. Extraordinary Circumstance; By laws may be changed during the season upon the calling of an extraordinary meeting by the Board.
