1 Day Services Review Survey of Service Users/Carers, Staff and interested parties Conducted by the Corporate Research Team, Borough of Poole, on behalf of Adult Social Care: Commissioning and Improvement 1. Purpose of the Report This report summarises the findings of a survey of Adult Social Care day service users and staff conducted in September and October This survey was part of the Adult Social Care Day Services Strategic Business case. It aimed to learn more about the views of service users to develop a new service model in response to the ongoing Vision for Adult Social Care that places individuals at the centre, exercising choice and control over the type of day service they wish to use. 2. Summary of Findings Most respondents felt that day services provided the benefit of social contact in a friendly environment (92%), followed by preventing isolation (70%) and providing respite for carers (61%). Most respondents said that the types of activities provided by day services should be: therapeutic activities (78%), organised day trips (72%) followed by social events (71%) and taking part in community/interest groups (46%). The majority of respondents answered that day services should be provided at larger building facilities such as a day centre (76%). Most respondents answered that day services should be available to anyone entitled to Adult Social Care support (54%). Day services should be available during the daytime on weekdays (97%). 82% of respondents said that day services should be provided by the Borough of Poole followed by the Voluntary and Community Sector (37%) in a distant second. 84% of respondents felt that day services should be funded by the Borough of Poole. 3. Method The aim of the consultation was to answer the following main research questions: 1. What are the perceived benefits of day services? 2. What type of activities should be provided by day services? 3. Where should day services be provided? 4. Who should day services be available for? 5. When should day services be available? 6. Who should be providing this service? 7. Who should be funding this service? 1

2 In order to answer these questions, a questionnaire was produced to enable people to give feedback in a structured way based on the aims of the consultation. There was also a section for people to write any further comments that they had. The questionnaire was posted to 581 users of day services in the Borough of Poole who were unable to attend the service user and staff workshops held in August and September 2012 by Adult Social Care. This questionnaire was also available to be completed on-line on the Council website at A press release for the consultation on day services was sent out on the 2nd October 2012 to give all interested parties the opportunity to express their opinions. The deadline for the Day Services Users Survey was the 19 th October All data from the returned questionnaires was then entered into the on-line eform to be analysed. 4. Survey Respondents 258 people completed the Day Service Users Survey. Of the 258 people, 230 were service users, carers and staff. The breakdown of these groups is as follows: 100 current service users, 91 carers of current service users, 5 possible service users, 32 Borough of Poole staff 2 representatives of the Voluntary and Community Sector. 581 service users and staff were given the opportunity to respond to the consultation, giving a response rate of 44% amongst service users and staff. A further 28 people responded to the consultation online following the press release of the consultation. 2

3 5. Analysis of Day Services Questions Question 1. Are you responding as a: The majority of respondents to the Day Service Users Survey described the capacity in which they were responding as being a current user of day services (39%). These were followed by those who described themselves as a carer/or family member with a relative/friend who receives day services (38%). 16% of respondents answered other. This category was used to describe members of the public who were not a current user of day services, carer/ or family member with a relative/friend who received day services, were not interested in becoming a user of day services and didn t represent a voluntary or community organisation. The definition of other differs slight from the definition in the Poole Opinion Panel Survey report because it includes Borough of Poole staff within this category. 4 Question 2. What do you see as the benefits of day services? ( The majority of respondents felt that day services provided the benefit of social contact in a friendly environment (92%). The other main benefits that respondents felt day services provided were that they helped prevent isolation (70%), provided respite for carers (61%). Provided reassurance and support (60%) and helped to build confidence (60%). Respondents were less likely to say that access to other services (22%) or access to employment opportunities (21%) were a benefit of day services. Figure 4: Benefits of day services: Base: 257 Source: Borough of Poole, Day Services Review Consultation Other comments 32 people made comments under Other. 12 people commented about the environment of day services saying it is secure and it is a place where there is acceptance of each other regardless of ability or disability. People feel happy there and it gives an opportunity to get out of the house to meet and speak to other people. 5 people commented about activities held at day services including football, occupational therapy, music and dancing. People felt it gave them something to do and provided mental stimulation. 4

5 Statistically Significant Differences amongst respondents Respondents who described themselves as other or as a carer/or family member with a relative/friend who receives day services respondents were more likely to see respite for carers as a benefit of day services (93% and 73% respectively). Current users of day services were less likely to see becoming more active in the community (28%), respite for carers (37%), and reassurance and support (52%) as benefits of day services. Respondents that were members of a voluntary/community organisation were more likely to see reassurance and support (86%) and becoming more active in the community (64%) as benefits of day services than any other group of respondents. Question 3. What types of activities should be provided at day services? Respondents said that the types of activities that should be provided by day services were: therapeutic activities (78%), organised day trips (72%) followed by social events (71%) and taking part in community/interest groups (46%). Respondents were less likely to say that day services should be providing a nutrition group (8%), well-being group (6%) or a sewing group (4%). 6 Other comments 52 people made comments under Other. 23 people made comments about organised trips to the theatre, concerts, church, lunch clubs, sport events, shopping, galleries etc. 5 people made comments about film or music activities such as learning to play instruments or singing and music therapy groups. Statistically Significant Differences amongst respondents Respondents that were members of a voluntary/community organisation were more likely to say that the types of activities provided at day services should be taking part in community/interest groups (86%) and access to computers and e-learning (86%) than any other group of respondents. Current service users were less likely to suggest taking part in community/interest groups (29%) or access to computers and e-learning (21%) as activities that should be provided at day services. Question 4. Where do you think day services should be provided? The majority of respondents answered that day services should be provided at larger building facilities such as a day centre (76%). The next popular answer was smaller building facilities such as such as community centres, sports halls or church halls (49%). Fewer people suggested they should be provided by voluntary/community groups (28%) or that day services should be provided in their own home (13%). 7 Other comments 14 people made comments under Other. 8 people commented that days services should make use of facilities that are available in the community. Suggestions included: cafes, libraries, civic centre, cinemas and the facilities available in sheltered accommodation such as large day rooms. 3 people commented that day services should be a combination of all available options in question 4. Statistically Significant Differences amongst respondents Respondents who described themselves as other (76%) or as a member of a voluntary/community organisation (86%) were significantly more likely to say that day services should be provided at smaller building facilities such as community centres, sports halls etc. Current services were less likely to suggest smaller building facilities (31%). Question 5. Who should day services be available to? Most respondents answered that day services should be available to anyone entitled to Adult Social Care support (54%). 8 Other comments 14 people made comments under Other. 4 people commented that day services should be available to anyone with a need or are isolated. 3 people commented that day services should be available to anyone who is willing to pay for it. Statistically Significant Differences amongst respondents There were no statistically differences amongst respondents for this question. Question 6. When would you prefer day services to be available? Most respondents answered that day services should be available during the daytime. Both daytime weekday (97%) and daytime weekends (44%) were popular with respondents. Respondents were least likely to answer during the evenings for both weekdays (29%) and weekends (18%). Current services users were less likely to suggest that they prefer day services to be available during daytime weekends (29%). 8

9 Question 7. Who should be providing this service? Most respondents said that day services should be provided by the Borough of Poole (82%) followed by the Voluntary and Community Sector (37%) in a distant second. Fewer respondents suggested the private sector (25%) or said that it doesn t matter (22%) who provided the service. Carers/or family members with a relative/friend who receives day services (29%) or current service users (30%) were less likely to say the voluntary and community sector should be providing day services. 9

Who do you think should be funding this service? 84% of respondents thought that day services should be funded by the Borough of Poole whilst 44% felt that day service users should contribute something to the costs of providing this service. 12% of respondents answered that they didn t know who should be funding this service. Carers/or family members with a relative/friend who receives day services (35%) or current service users (28%) were less likely to say that day service users should contribute to the funding of this service. 10

11 Question 9. Do you have any further comments, suggestions or concerns that you would like to make about the review of Day Services? 73 people gave comments about whether they had any further suggestions or concerns to make about the review of day services. The main theme that people commented on was that day services should be provided by a mixture of service providers including the Council, voluntary and community sector and the private sector (11 comments). Respondents commented about how happy they were with the service that either they or their relative had received from day services (7). Also there were a number of comments that spoke about how it should be a combination of the Borough of Poole and day service users that fund day services (7) and how there should be more activities on offer along with more choice or variety (7). Other comments included suggestions that service users should be means tested to determine whether they should contribute to the cost of their service (6), how day services provided a valuable respite for carers and how much they appreciated the help it gives to their lives (6). It was commented that the Borough of Poole should continue to provide day services (5). All of the comments received for this question can be viewed in appendix a. 11

I've answered based on my elderly mother, but if I was thinking about what a young disabled person might need my answers would have been different. Very poor research I think in the future day services should be for those in most need i.e. complex care etc I think it is important for day services to be available for people from the Council. I feel the need for this section of services to be reviewed is important. With the recent changes to day care including cost, facilities and where they can hold them being changed and other factors, this has had a big impact on social involvement for people. I think that Borough of Poole should be running all services Local authority have the responsibility to provide this care. As much support as possible from the private sector and voluntary sector is very welcome (but must be monitored by the LA) + ultimately funding comes from the tax-payers via National Gov to LA. Q.7 Overall responsibility to BOP Subsidised by the BOP. BOP should run this service so as to have complete control. I would like to see day services becoming more integrated into the community, rather than staying as they are which is creating social exclusion. Disabled people should be able to access services alongside the general public, but with support- rather than in isolated centres. For example, running sessions in libraries or leisure centres. Or, day centres should become more like community centres with members of the public coming in to and paying to access services. Encouragement from the day centre into the community helps people become more confident & independent to join with other social activities outside the centre Q.5 Should become a community facility, like a 'village hall' feel. I think that if COAST voluntary groups go out to private sector groups there is a risk with keeping safe (safe guarding) with private concerns. Prices of day centres run by the Council need to be competitive with the private sector, at the moment it's more expensive. Q.8 A lot of service users do not have the money to pay, but seems unfair if they are not supported to join groups. These should be affordable to all. Costs have driven clients away. Income could be generated by offering training facilities for manual handling & hoisting to private care agencies in day centres, at present they all do their own to their own standards.

How can service users pay when they don't have the money for it? well not without funding provided in the form of a direct payment The COAST people are all trained and have CRB's and our young people all know them, and they don't like change If service provided by private sector firm contracted could go bust and leave us all in the lurch! Don't close this services. Too many services are many being closed for the elderly nowadays. I found this a little difficult as I was not sure whether to look it from a personal perspective in regard to my mother who I care for, or whether I should be thinking of everyone else as well Drop in centre, other than Go Forum and as well as (daytime) If it is a drop in centre/club during the day at a day centre. Maybe have some more drop-in type places in local high streets for people to use Then an entrance fee can be charged this would be cheaper than a private sector day centre on project which can cost. Thank you all I have found the day centre service excellent, and cannot imagine how I would manage without it's support. I think Poole Day Centre is great. The staff are wonderful people, very caring and are aware of people with special needs. I go to quiz group and I think is run by a very special lady she is literate and very amusing she really makes my day! My mother has dementia. She benefits from going to the day centre, because they have activities which she enjoys. My mother needs to be in one day centre that is familiar to her. She does not like anything different, and can become difficult and upset with change. She would not like going to more than one place. My mother would benefit from an extra day. It would help me as her carer. Q.5 Anyone with a long standing illness. I feel the BOP has always provided an excellent day service for me & other people with disabilities and care needs. The staff are all lovely people very caring & patient As a nation we are all living longer, so these things are important for individuals with special needs, as rights to life & fulfilment. The day service is very important to me If there were less restrictions on who could attend activities, it may increase community engagement as a whole. Also there are many people that do not qualify for social care support but are nevertheless isolated and need encouragement and support to take part in activities. More promotion of what exists locally already would help. There are many isolated individuals who should be offered the opportunity to attend day centres. Q.6 weekends possibly to avoid isolation for those not in families. Q.5 Anyone with a learning disability where there is no likelihood of work due to their disability. Perhaps we could pay more income tax, even 2.00 extra each month would help to fund this vital service. Being disabled is difficult enough there are very few services to support them. Day centres are sometimes the only contact disabled people have. Funding through local taxes and those who are able to pay. I feel that day services should be paid for by the service user if they are in a position to pay. Access should be means tested with a sliding scale of contributions based on ability to pay. I am in a wheelchair and cannot walk after having a stroke nearly 3yrs ago. We belong to the Parkstone Stroke Club and would welcome Poole day services to help us get out into the community more. Hope this suggestion will help There should be more activity such as morning exercise. What to do if you fall! such as rest & wait, get up on knees crawl. How to get up and sit on chair. I was a bit disappointed that as a carer of three clients with learning disabilities, who utilise day services, I was not invited to attend the meeting at Sea view Centre with one of them. Form filling seems impersonal to such an important issue. At the moment over 70 per day is NOT good value for money for service users. Very little if any follow up from any reviews other than reading it at the next review. Very little if any feedback ever comes home. Yes, create a modern, value for money day service but keep the hub at Sea view & in safe hands of a 'not for profit' organisation Day services should always be available outside the homes to give both carers and users time to do what they wish with this leisure. Feel a lot of mild learning disability clients are being isolated in their own homes Day provision should also focus on preventing or delaying the point where users need domiciliary care Exercises/dances - key to ageing well - more should be done early to encourage fitness rather than reaching a point where it is too late Perhaps more emphasis could be put on ideas for the production & marketing of simple but saleable items (e.g. garden planters made of recycled wood) With budget pressures and increasing demand it is important that social services takes its share of the pain and either reduces services or applies a suitable charge for using them. As a facility that gives me some respite from 24/7 caring which I urgently need, its a lifeline and is the intermediate phase before committing a loved one into residential care at considerable more cost to both the Borough and myself. As a wife/carer of my husband with dementia 24/7 the Day Centre is a sanity saver to me, as well as time to go out & shop. Otherwise I am isolated as well

A full time carer of working age can result in social isolation for both the carer and the service user. My life would be very miserable without the respite it gives me. Grateful thanks to all staff and BOP Provides essential Respite service for carers. I have answered this on behalf of my son, I am his main carer. He has learning difficulties, but is very active, willing & able. But gets bored very quickly. I am his main carer & activities & involvement in various things for him is my only respite, and individual time & space for myself. I would like to see better management of the current day centres; to include more social enterprise projects which encourage people of all abilities to develop skills that are relevant to employment. I see many people in the day centres who would be capable of achieving more in life, but the day service is not facilitating this. Whether these are opportunities relating to work, or simply reaching the limit of their capabilities. I think this is largely due to other pressures on staff time. Maybe BOP can find a way to work with those who care for them in community, as many of these staff are paid and they could come into the centre each day with their client to provide one-to-one support. BOP staff could work with those service users whose carers are receiving respite. Providing more one-to-one or smaller group sessions would also facilitate this. I also think better management of the centres would enable staff to do their jobs better. I see a lack of structure at present, although there are timetabled activities- personal care often removes people from these sessions. This should be structured between sessions, so people can get the most out of activities. Your clients would benefit from a better structure to their day. In general, staff do not seem to be given clear direction on their responsibilities and could support people better. More training is needed. However you do have a few members of exceptional staff who support people excellently. Have you considered employing Occupational Therapists to run your centres? They have the exact mix of training required to provide an excellent service, meeting peoples needs across all areas to achieve a balance of daily activities. I also believe that day services need to extend their opening times, to reflect more accurately daily life opening earlier in the morning and into the evening and at weekends etc. The health services is moving this way and people need care 24/7 365 days a year. This would also facilitate social inclusion. Limited manual handling equipment and experience of carers at Garland Road Day Centre, limited space to hoist clients. This limits the clients with manual handling needs from attending. Day centres need to be staffed by experienced, supported, and professional people It is nice that people can get together. It can get depressing just sitting at home. The meal is very good, very pleasant girls to help you. Nothing seems to be too much trouble! Always someone to talk to and a laugh at times. Day services is the only social interaction my daughter and many others like her get, as she doesn't have 'friends' to do things with, or the capability to go out and about.
