2 Penny James, Chief Executive for West Somerset and Taunton Deane Borough Council Penny James was appointed Chief Executive of Taunton Deane Borough Council in In October 2013 she took up the post of heading up both Taunton Deane and West Somerset Councils. Before 2003 she was Taunton Deane s Director of Community Services. Penny has extensive experience in most areas of local government, and has completed several leadership programmes. As Chief Executive, she leads delivery of the corporate management and operational responsibilities of the Councils, and her statutory obligations are Head of Paid Service, Returning Officer and Electoral Registration Officer. 3 Shirlene Adam, Director - Operations Shirlene Adam joined Taunton Deane Borough Council in 2000 and held several roles before becoming a Strategic Director in She has experience of the wider public sector having previously worked in the NHS, the Registered Social Landlord Sector and other local authorities. As Director of Operations, she leads the delivery of Operations (covering front line services with the exception of Planning, Housing, and Economic Development), Corporate Services and all Financial and Revenue related services. Her statutory obligations are the Deputy Head of Paid Service, and the Chief Finance Officer. 4 James Barrah, Director - Housing & Communities James Barrah, Director of Housing and Communities, joined Taunton Deane Borough Council in He previously worked for Bristol City Council in Environmental Health roles, and moved to Taunton as Chief Environmental Health Officer. Subsequently he became responsible for a wider range of services including the Councils retained housing function and Deane Helpline, a 24/7 care line service. James is responsible for all aspects of Taunton Deane s housing stock of 6000 homes along with strategic housing and community development for both Councils. He is responsible for all of both Councils assets with responsibility for a wide ranging property and development service including new build housing developments and housing enabling. 5 Brendan Cleere, Director - Growth & Development Brendan Cleere joined Taunton Deane Borough Council in He has undertaken a number of roles starting in environmental management, moving into community development followed by several corporate policy and management roles, before becoming a director at TDBC in In his director role in the joint management team, Brendan is responsible for leading both Councils challenging ambitions for growth and development. Key priorities include the Hinkley Point nuclear new build and the delivery of Taunton s growth and regeneration plans. Brendan has overall responsibility for the planning and economic development services. 6 Bruce Lang, Assistant Chief Executive & Monitoring Officer Bruce Lang, Assistant Chief Executive and Monitoring Officer, joined West Somerset Council in 1980 and undertook a range of roles covering central administration before becoming Committee Services Manager in 1993, and economic development, becoming Enterprise and Development Manager in In 2002 Bruce joined the Corporate Management Team as Chief Regeneration and Development Officer and was designated as the Council s statutory Monitoring Officer and in 2009 became Corporate Director including being the Council s Returning Officer, Electoral Registration Officer and Proper Officer. 7 Richard Sealy, Assistant Director - Corporate Services Richard Sealy, Assistant Director Corporate Services, joined Taunton Deane in Richard initially worked in Revenues and was involved in the implementation of the Council Tax (and its short-lived predecessor the Poll Tax) before becoming Revenues Manager in In 2007 Richard joined the cross Authority Improving Services in Somerset (ISiS) project team, which procured the Southwest One contract. In 2009 Richard took on the role of Corporate & Client Services Manager and joined the Corporate Management Team. This role included the Clienting of all of the Council s key partnerships together with the overall responsibility for Civil Contingencies and the Retained Parking, Finance, HR and ICT functions. 8 Paul Fitzgerald, Assistant Director - Resources Paul Fitzgerald, Assistant Director Resources, joined Southwest One in 2009, undertaking the role of Financial Services Manager for Taunton Deane Borough Council through the partnership arrangement. Paul has extensive public sector and commercial experience, having previously worked for Somerset County Council in a variety of finance roles, for Capita delivering financial services to Mendip District Council. Paul is taking up the new role of Assistant Director Resources. As well as acting formally as the Deputy S151 Officer he will be responsible for leading the Revenues & Benefits and Finance services, and fraud prevention and detection arrangements for both Councils. 9 Chris Hall, Assistant Director - Operational Delivery Chris Hall, Assistant Director - Operational Delivery started working with Taunton Deane Borough Council in 2006 as a Management Trainee in the Highways and Cleansing service. Throughout the years his roles have changed to cover all of the DLO services as well as other delivery services. His biggest challenge to date had been the successful delivery of the DLO transformation project. This modernised the way these services are delivered to tenants and the public as well as making significant savings for the Authority. Alongside his work with the Council Chris has been a retained fire fighter in Taunton for the past 15 years and supported much of their community safety work in Home Fire Safety and delivering first aid courses to the community though a partnership with the British Heart Foundation. In his new role Chris will be responsible for front line delivery services to both Councils including aspects such as environmental health, licensing, food safety, building control, building services, open spaces, community leisure, waste partnership, parking services, business continuity, and civil contingencies. 11 Simon Lewis, Assistant Director - Housing & Community Development Simon Lewis, Assistant Director Housing and Communities, joined Taunton Deane Borough Council in 1998 as an internal auditor. Since this time he has held a number of roles in the organisation including Best Value Officer, Scrutiny and Performance Manager, and Strategy Manager which included responsibility for Housing Strategy, Community Leadership, Health and Wellbeing and Planning Policy. 12 Kene Ibezi, Assistant Director Property & Development Kene Ibezi joined Taunton Deane Borough and West Somerset Councils in He is a Chartered Surveyor with extensive experience in property management, facilities management, and housing management and development, in both the public and private sectors. He is a Fellow of both the Royal Institution of Chartered Surveyors and the Chartered Institute of Housing. Prior to taking up the role of Assistant Director, Property & Development, with TDBC and West Somerset Councils, Kene most recently worked in a leading role with an international affordable housing development company. Before this, he worked in a senior capacity with the second largest public landlord in North America, based in Toronto. In his current role, Kene is the Councils' key advisor on asset and property matters and is responsible for the delivery of property services, asset management, development and housing enabling. 13 Tim Burton, Assistant Director - Planning & Environment Tim Burton, Assistant Director Planning and Environment, joined Taunton Deane in 2000 having previously worked in the Planning Department of two other Somerset Councils (Mendip and Sedgemoor). He started his Taunton Deane career as an Area Planning Officer dealing with planning applications in the Taunton area before taking on responsibility for managing the Planning Application service. More recently he has led the wider Planning team including the Planning Policy and Housing Enabling functions. In his new role he retains the position of Chief Planning Officer, whilst also taking responsibility for major regeneration schemes and infrastructure strategy and delivery. 14 Ian Timms, Assistant Director - Business Development Ian Timms, Assistant Director Business Development, joined West Somerset Council in He initially started in private sector housing and over the next five years acquired the range of functions covering Environmental Health, Licensing, Health and Safety and Emergency Planning. In 2006 he took on the role of Customer Standards Zone Coordinator acting as a key member of the council s change team. This role included in addition to the previous functional responsibilities leading the Strategic Housing functions and associated partnerships. In 2009 Ian became a member of West Somerset Council's Corporate Management Team taking on responsibility for Housing, Welfare and Economy. This role was specifically accountable for all aspects of service delivery in: Strategic Housing, Private Sector Housing, Affordable Housing delivery, Environmental Health and Licensing, Planning Policy, Economic Development and Tourism, Revenues and Benefits. The role also had corporate responsibility for Health and Safety, Civil Contingencies, Health and Wellbeing, Troubled Families, Planning Obligations, Safeguarding and acting as Deputy monitoring officer. Ian was heavily involved in West Somerset Council's work to address the challenges and opportunities relating to the development of Hinkley Point C.
