2 SIMBIOTIC 8/ EGRD 47/2013 Call for quotation for the production (scripting, filming, editing, voice over and music) of 1 spot - by 30 seconds advert 1.0 Background 1.1 The ecogozo Regional Development Directorate within the Ministry for Gozo requires the production of a 1 spot 30seconds advert to raise awareness on the SIMBIOTIC project. This is an environmental restoration project aiming at enhancing the ecological connectivity of the SE Sicily-Gozo transboundary migratory route through ecological restoration, improved area management, integrated environmental planning and policy and enhanced local environmental consciousness in the Comune di Pachino (Sicily) and the island of Gozo (Malta). 1.2 Visuals showing a diverse audience (from youngsters 4 years old upwards, adults and senior citizens). 2.0 Proposal 2.1 Production (scripting, filming, editing, voice over and music) of 1 spot by 30 seconds advert. 3.0 Objective 3.1 To inform the general public about the SIMBIOTIC project and the various afforestation projects held in Gozo. These visuals can be used for various purposes including: TV, online and used in organised events and activities.

3 4.0 Terms & Conditions 4.1 Persons interested in producing this advert are to put forward their proposal and provide a general outline of past experiences and a list of existing or past clients. 4.2 EcoGozo Regional Development Directorate reserves the right to ask for amendments or changes to visuals, should it deem fit to do so. 4.3 EcoGozo Regional Development Directorate retains copyright on all footage taken and final works produced. 4.4 Copy of Raw Footage is to be provided to EecoGozo Regional Development Directorate on DVD and Beta or in data format. 4.5 Final works to be provided in BETA format on DVD and as data files. 4.6 EcoGozo Regional Development Directorate reserves the right to accept or reject any or all the offers, even the most advantageous. 5.0 Specifications 5.1 All material produced for the Ministry for Gozo shall be considered to become property of this Ministry. 5.2 The company chosen shall be accessible at all times through , telephone and in person during normal office hours. The bidder should be available even to meet Ministry representatives in both the respective offices and in other places as may be required. 5.3 The Contractor shall treat all documents and information received in connection with the contract as private and confidential. He/she shall not publish or disclose any particulars of the agreement or the information sent related to the job assigned without the prior consent of the Directorate. Failure to respect this clause will result in the automatic termination of this contract. 5.4 By submitting their quote, bidders accept that in certain circumstances, they will be required to produce work under very tight deadlines. Bidders also accept that failure to respect a deadline given by the Directorate will result in an automatic termination of this contract. 5.5 The format of the material sent for proof should be saved in a readable format for normal office computers available to the Public Service. 5.6 The opening hours of the company are to be stated. The company must be available during Public Service normal office hours. Contact with staff of the Directorate is expected to be made during the official working hours of the Public Service of Malta.

4 Should the winning bidder not prove to be available during the quoted hours, or provide untruthful information, this contract will be terminated. 5.7 The format of the material sent for approval shall be as agreed with the Directorate, according to the exigencies of the assignment and approval by senior management. 5.8 The company must send the final production to the officer in charge and to other recipients as and where directed. 5.9 The company shall present a selection of related work produced. Work can include adverts and other material deemed relevant to this call. 6 Communications 6.1 Communications between interested parties and the Directorate shall ideally be conducted in writing. 6.2 No quotation may be altered after the closing date. 6.3 No clarification meeting will be held before the closing date but any query shall be addressed only to ecogozo@gov.mt 7.0 Submission, closing date, opening of submissions and adjudication 7.1 Bidders are to present their offers on the prescribed form at Annex 1 below. Only quotations submitted in the stipulated format will be considered. A portfolio of similar assignments must be submitted together with the bid. The Portfolio must include work that shows various engagements with different companies during the last three years. These assignments can be saved either on a CD/DVD or any other format deemed necessary. The portfolio may also include letters of recommendation. 7.2 The closing date is 10am of Friday 9 August Bids are to be deposited in the Tender Box, Treasury Section, Ministry for Gozo, St Francis Square, Victoria, Gozo. It is the responsibility of the bidder to ensure that submissions are deposited in the Tender Box ahead of the closing date and time. 7.4 The Ministry for Gozo reserves the right to refuse even the most advantageous offers made, or to withdraw this call as may be deemed in Government s best interest. 7.5 Selection criteria will be based on the cheapest compliant bidder.
