1 Wayne Motley, Mayor Maria M. LaCour, City Clerk Dr. John Schwab, Treasurer The Council of the City of Waukegan met in regular session on Monday, February 2, 2015, at 7:00 P.M. In the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue, Mayor Wayne Motley, City Clerk, Maria LaCour, Treasurer, John Schwab, and Corporation Counsel, Steve Martin were present. ROLL CALL: Aldermen Koncan, Moisio, Beadling, Newsome, TenPas, May, Valko, and Cunningham INVOCATION: Bishop Coburn led a prayer and the Pledge of Allegiance. MAYORS COMMENTS: 1. Port District- Randy Rogers introduced as the new General Manager. He mentioned his excitement working with the port district and named some new things that should be coming to the port to attract more people. He then mentioned their intent on bringing back commercial shipping to the port. 2. Overview of anticipated road improvements- Bonds for $31 million are expected to be issued for road repairs. I m keeping my campaign promise to improve the city streets. It is anticipated that the.25% sales tax increase we passed last spring it is anticipated 2.5 million in revenue which is specifically for the road improvements. Alderman Moisio spoke about the road repairs and mentioned there are 240 miles of road in Waukegan. The average life of the roads is years and we cannot put of the road repairs any longer. The roads have been patched over the years, but that is no longer working. The city should ve been spending five million dollars per year on road repairs, but the money just wasn t there. With this upcoming road improvement, 40% of Waukegan roads will be redone. 3. The mayor thanked Tom Hagerty and the public works staff for their wonderful job plowing the snow 4. July Scoop will return. Jerry Cook and Lou Moore will partner to hopefully make it even better than last year. AUDIENCE TIME: JANE FERRY 531 RUTH AVE 5. February 6, National Wear Red Day as a reminder of Heart Disease in women. She thanked Representative Rita Mayfield for hosting an event to help raise awareness. Invited everyone to attend Mardi Gras February 7 at Glen Flora Country Club in Waukegan. She then discussed upcoming events in Waukegan and encouraged everyone to visit waukeganmainstreet.org for more information.

He then mentioned the upcoming Straight Talk Forum hosted by Alderman Cunningham and is happy he decided to put that together. 7. Reminder of Black History Month and read an excerpt regarding his grandfather s right to vote years ago. He then mentioned Black History Beyond Black History Month, taking place April 3 at the Puerto Rican Society. 8. Discussed Scoop and their plans to make it even better this year. They plan to focus more on scoop vs. the car show. MINUTES: 9. Appoint David Balthazor to the Waukegan Library Board HELDOVER BY ALDERMAN CUNNINGHAM COMMITTEE REPORTS / MOTIONS JUDICIARY COMMITTEE REPORT CO-CHAIRMAN ALDERMAN VALKO: CALENDAR #2440, PETITIONER COLLEGE OF LAKE COUNTY 15-O Motion by Alderman Valko, seconded by Alderman TenPas to adopt as presented Ordinance approving Zoning Calendar #2440, Petitioner College of Lake County, Text Amendment to Section 8.5-4, Conditional Uses, allowing colleges and universities as a Conditional Use Permit for a Public college. College of Lake County presented their plan to make CLC a full degree program college in order to attract more students to the downtown campus. Detailed plans for the college to provide more street activation, and make it look more inviting. They will incorporate more glass, to provide 360 degree views and lakefront views. The plan also includes a rooftop terrace and an outdoor student lounge. The college is also negotiating buying the parking garage adjacent to the campus and updating it to make it look more appealing for the overall campus.

3 3 JUDICIARY COMMITTEE REPORT cont.: CALENDAR #2441, PETITIONER COLLEGE OF LAKE COUNTY 15-O Motion by Alderman Valko, seconded by Alderman TenPas to adopt as presented an Ordinance approving Zoning Calendar #2441, Petitioner College of Lake County, located at 122, 126, 128 W. Madison Street and 34 N. Sheridan Road, Conditional Use Permit for a Public College. CALENDAR #2442, PETITONER PANDA EXPRESS 15-O Motion by Alderman Valko, seconded by Alderman TenPas to adopt as presented an Ordinance approving Zoning Calendar #2442, Petitioner Panda Express, located at 960 S. Waukegan Road, Site Plan approval for Panda Express per the Western Gateway Redevelopment Overlay District. Presentation detailing the architecture of the restaurant. Projected to start breaking ground in April or May of this year. CALENDAR #2443, PETITIONER PANDA EXPRESS 15-O Motion by Alderman Valko, seconded by Alderman TenPas to adopt as presented an Ordinance approving Zoning Calendar #2443, Petitioner Panda Express, located at 960 S. Waukegan Road, Conditional Use Permit for a Restaurant with Drive-Thru per the Western Gateway Redevelopment Overlay District.

4 4 JUDICIARY COMMITTEE cont.: AMENDING CHAPTER 6 OF THE CITY CODE 15-O Motion by Alderman Valko, seconded by Alderman TenPas to adopt as presented an Ordinance amending Chapter 6 of the City Code concerning non-structural demolition. PUBLIC SAFETY COMMITTEE REPORT CHAIRMAN ALDERMAN KONCAN: AUTHORIZE TO ACCEPT THE LOW QUALIFIED BID FROM SAE CUSTOMS FOR SQUAD CAR OUTFITTING 16. Motion by Alderman Koncan, seconded by Alderman Beadling to authorize to accept the low qualified bid from SAE Customs for squad car outfitting for an amount of $9, per vehicle as needed for a 3 year term. ABSENT: None NEW BUSINESS: APPROVE PAYROLL DATED JANUARY 9, 2015 AND JANUARY 23, Motion by Alderman Valko, seconded by Alderman Newsome to approve Payroll dated January 9, 2015, in the amount of $1,399, and Final Payout in the amount of $ and Payroll dated January 23, 2015, in the amount of $1,390,960.08, and Holiday Buyout in the amount of $39, ALDERMAN BEADLING MOTION TO REMOVE A PAYMENT FROM BILL APPROVEL LACK OF A SECOND, MOTION FIALS 18. Motion by Alderman Beadling to remove the payment made to Mainstreet in the amount of $ from the bill approval. This $ was expended as a donation by the Mayor s Office to purchase a table at the Mainstreet Mardi Gras. There being no seconded to the motion, the motion fails.

Motion by Alderman TenPas, seconded by Alderman May to approve a Raffle Sale Application for Waukegan Area USBC WBA. Thanked public works for a great job with snow removal. Be careful and cautious in this weather. 21. Thanked public works for the snow removal. 22. Thanked public works for the snow removal. Thinks the police should enforce the tow ordinance for cars that are parked on the snow route. He then disputed a donation paid by the city to Waukegan Main Street that he felt should ve been paid out of the mayor s expense account. 23. No comment. 24. Don t park your cars on the street because it disrupts the snow plowing. The city needs to enforce the city ordinance regarding towing when snow is over two inches. He then went on to mention that the proper procedures were taken regarding an objection to a petitioner in the 6 th ward. 25. Expressed gratitude to the former neighborhood police and the success they had. She then discussed her respect for the mayor s decision although it was difficult to accept. 26. Proud of the council and the upcoming projects throughout the city regarding road repairs, College of Lake County, and Panda Express. 27. Thanked public works for the snow removal. He also asked that residents stop parking on the street, and for towing to be enforced. He then mentioned the objection process regarding a 6 th Ward candidate and felt attacked regarding the process. He then went on to say that it s a very difficult and tedious process mandated by the state and he also experienced an objection filed against him when he first ran for office years ago. He wanted to make it clear that the process is mandated by the state and the mayor, city clerk, and senior alderman execute the process.
