2 5.1 Interpretation of game statistics All-star teams and awards Nomination process All-star teams and individual awards All-star teams voting process Conference call Awards communication and presentation Host institution s responsibilities Guidelines for video recording of games Medical services GAME RULES Competitions shall be governed by FIBA and Canadian interuniversity Sports (CIS), with the exception of the following: Team bench set-up: RSEQ facilities do not allow for team benches to be set-up in the exact locations as illustrated in Art Diagram 1. As well, the team bench will allow for more than 14 seats referred to in Art and will be set-up to accommodate the teams. Team bench assignment: Assignment of the home team bench is based on tradition and/or location of team rooms. Art. 9.4 is therefore not application. The home team will not have to sit to the left of the scoring table facing the court. Team bench assignments will be at the discretion of the host school. Warm up periods: Warm up periods are not subject to FIBA pre-game or half time protocols. During a doubleheader, men s teams will have access to the court only when both women s teams will have left the premises. Position of the scoring table: RSEQ facilities do not allow for the scoring table to be set-up as illustrated in Art. 2.3 diagram 4. The scoring table will not be placed on a platform. The statisticians and announcer will be included on the scoring table with the assigned location for all minor officials being at the discretion of the host school. Commissioner : Art. 2.3 and Art. 45 refers to a Commissioner who must be seated between the timer and scorer. The Event Managers at each school oversee the entire basketball event. He/she will fulfill the duties of the Commissioner but will not be required to always be seated at the scoring table. Protests: Art. 6.2 and Appendix C refer to FIBA protest procedures. RSEQ protest rules and procedures will take precedent over FIBA s procedures. RSEQ University Basketball Specific rules - 2/8

3 Team complement: Art limits a team complement to 12 players, a coach, an assistant coach and five additional followers. For RSEQ conference games a team will be allowed more than 12 players (14 in uniform) and will not have a limit of 7 coaches, assistant coaches or additional followers. However, a maximum of 12 players can be on the scoresheet and only those 12 are allowed to play. Pre-Game procedures : The game time is tip-off time. Games have to start on time otherwise they might be subjet to a fine. Any presentation should be done as per appendix 1 of the administrative rules of the RSEQ university sector: Standard pre-game protocol: - Ceremony not over 5 minutes in length; - Ceremony must end 3 minutes before tip-off time; - Pre-game protocol must be sent to visiting team 4 days prior to game day; If ceremony lasts more than five (5) minutes: - Scenario of ceremony must be approved by RSEQ coordinator - Scenario must be sent to RSEQ coordinator 7 days prior to game day - Ceremony must not exceed 10 minutes - Ceremony must end 3 minutes before tip-off time - The RSEQ will send the protocol to the visiting team 4 days prior to game day - The RSEQ or coordinator must advise the officials of said scenario 4 days prior to game day For the second game of the double header - 20 minutes will be allowed for warm up once both women s team have left the court - 2 minutes will be allowed for team introductions. RSEQ University basketball Stats: It is required to give each team the game stats at half-time and at the end of the game. It should be noted that it is optional to issue stats between the first and second quarters, the third and fourth quarters and any overtime period. If stats are made available, they should be provided to both teams. Game ball: The RSEQ University Basketball League will use the same game ball as the CIS championship, the Wilson B0511X (size 6) for women and the Wilson B0510X (size 7) for men. 4 2. ELIGIBILITY Eligibility rules in use are those of Canadian Interuniversity Sport (CIS) and the RSEQ University sector, most recent editions. 3. COMPETITION 3.1 Regular season All teams will play four (4) regular season games (two (2) home and two (2) away) against each team in the league for a total of 16-games. 3.2 Tie-Breaker The FIBA tie-breaker rules are applied (as outlined in pages 71-74). 3.3 Playoffs Playoffs take place in the form of a Final 4 tournament held in one location. The matchups for men and women are as follows: - Semi-final 1: 4th place vs 1st place - Semi-final 2: 3rd place vs 2nd place - Final : Winner semi-final reseeded 2 vs winner semi-final reseeded Non-conference games and scrimmages (modified May 2016) Each university team can play a maximum of two (2) scrimmages per season. The maximum number of non-conference games stays unlimited. 4. OFFICIALS 4.1 Certification and assignment: Game officials must be certified and assigned by the C.P.A. as outlined in the agreement between the Quebec Basketball Federation and the RSEQ for university basketball. 4.2 Number of officials: Three (3) officials are to be used in each game. During the RSEQ Championships, a fourth official will be present at all games to act as table supervisor. The fourth official must be present on the court following FIBA rules and procedures (20 minutes prior to tip-off). 4.3 Officials room A private room must be made available for the use of officials no less than one (1) hour prior to the start of the game. 5 room for female officials. The host institution is responsible to provide water and a minimum of 3 towels for the officials for each game being played (including pre-season tournaments). 5. TRANSMISSION OF RESULTS/STATISTICS The host institution must comply with the adopted procedure as described in the document to that effect. 5.1 Interpretation of game statistics Assist: A pass to a teammate that leads directly to a basket. Blocked shot: Is awarded when a defensive player uses their hand(s) to stop the progression of a ball towards the basket. The ball must be moving in an up-wards motion towards the goal. Steal: A defensive action that causes the attacking player to lose possession of the ball. The action must directly lead to the defensive team gaining possession of the ball while it remains within the field of play. ALL-STAR TEAMS AND AWARDS 6.1 Nomination Process All-star teams and individual awards (Modified May 2016) The nomination process for the selection of all-star teams and individual award is supervised by the commissioner. Below are the steps required by this process and its timeline will follow the CIS nomination procedures. A. The commissioner sends the timeline and candidacy forms to coaches and coordinator; B. Coaches fill-out and send their candidacy forms to the commissioner; C. The commissioner sends voting ballots to coaches; D. The Commissioner, sub-commissioner and coaches engage in a conference call; E. Coaches fill-out their ballots and send them to the commissioner; F. The commissioner reveals under embargo all choices and voting results to the subcommissioner and coaches G. If requested by a coach, the commissioner, sub-commissioner and coaches participate in a conference call to finalize the selection of recipients; H. The commissioner confirms, under embargo, the recipients to coordinators, communication agents, coaches to the sub-commissioner. Coaches must submit a candidacy for all the following awards - Athlete of the year - Rookie of the year (Must be 21 years old or younger on September 1 st of the actual university year and in his 1 st year of eligibility in the CIS) - Defensive player of the year - Leadership and social engagement (Ken Shields H and Sylvia Sweeney W) - Courage, perseverance and determination (Tracy Macleod W only) - All-start teams (3 to 5 candidates including the Athlete of the year) - All rookie team (3 candidates including the Rookie of the year) - Coach of the year 6.2 Votes and compilation process (Modified May 2016) There is a vote dedicated for the two all-star teams. The five players with the most cumulative votes will form the 1 st All-star team. The five following will form the 2 nd All-star team. There is a vote dedicated for the All-rookie team. The five players with the most cumulative votes will form the All-rookie team. All individual award recipients are determined by a specific vote. Votes will be compiled following the weighing below: - 1st choice = 10 points - 2nd choice = 8 points - 3rd choice = 5 points - 4th choice = 4 points - 5th choice = 3 points - 6th choice = 2.5 points - 7th choice = 2 points - 8th choice = 1.5 point RSEQ University Basketball Specific rules - 6/8

7 - 9th choice = 1 point 6.3 Conference call A representative from each university must take part in the coaches conference call. Sanctions will be imposed if a university isn t represented at the conference call. 6.4 Awards communication and presentation The commissioner will announce the RSEQ 1 st All-star team following the vote compilations in time for the selection of both CIS All-star teams. The member institutions will be informed of the final results (under embargo). A press conference will take place the day before semi-finals at the location of the Final 4. The press conference will be organized to give out the All-star and individual awards and to honor the recipients. All head coaches and recipients of individual awards must be in attendance. 7. HOST INSTITUTION S RESPONSIBILITIES - The host institution must provide to the visiting team sixteen (16) soft drinks or juices at the end of each game; - The host institution will provide, upon deposit or guarantee, sixteen (16) towels to the visiting team at the end of each game; - The host institution will provide five towels for the visitor s bench. These towels are to be placed on the bench prior to the start of the game; - The host institution must provide to the visiting team twelve (12) official CIS game balls of equal or superior quality to those of the home team for the pre-game and half-time warm-up periods during all regular season and playoff games; - The host institution is responsible and must assure that the gymnasium is clean and functional for proper game use no later than one (1) hour prior to the start of the first game; - The host institution is responsible to have a container of water at the visitor s bench for the duration of the event. 8. GUIDELINES FOR VIDEO RECORDING OF GAMES (Modification may 2016) SYNERGIE is the official RSEQ basketball video exchange software. Game files must be transferred in VLC format. The host institution will have access to all other game films as soon as they will grant access to their film to the other teams. The camera operator will be responsible to: Frame the video so that the offensive and defensive teams are on the screen; - Record the scoreboard including time remaining and score on each dead ball, after each quarter, at half time and at the end of the game; - Not film the pre-game warm-up, pre-game ceremonies and presentations nor the half-time break. The host team will upload the game video within two (2) hours of the end of the game. If a problem occurs with the upload, an must be sent to coaches and RSEQ coordinator no later than three (3) hours after the conclusion of the game. RSEQ University Basketball Specific rules - 7/8

8 9. MEDICAL SERVICES It is mandatory to have someone capable of performing first aid on site during all RSEQ University basketball competitions. RSEQ University Basketball Specific rules - 8/8
