2 PROSPECTUS FOR ADMISSION TO MEDICAL POST GRADUATE DEGREE/DIPLOMA COURSES, 2016 (Approved by Government as per G.O (Rt) No. 3978/2015/H&FWD dated ) (No.B2/25854/2015/DME.) (Prospectus issued for previous years are not valid) 1. Preface The Director of Medical Education, Kerala State conducts Post Graduate Courses in various disciplines. A total of 527 seats in P.G. Degree courses and 157 seats in Diploma Courses are available in the Government Medical Colleges of the State. The Commissioner for Entrance Examinations (CEE) is the authority for the selection and allotment in the State Quota of 267 seats in P.G. Degree courses and 79 seats in P.G. Diploma courses. The selection of the candidates will be made from the Rank list prepared by the Commissioner for Entrance Examinations, on the basis of the PG Medical Entrance Examination-2016(PGM-2016) conducted by the Commissioner for Entrance Examinations, Government of Kerala seats in P.G. Degree courses and 78 seats in P.G. Diploma courses are set apart for All India Quota. Selection and allotment to these seats will be conducted by the Director General of Health Services, Government of India, New Delhi. All conditions mentioned in the prospectus for the year are applicable to All India Quota candidates also. In addition to the above, allotment to the 50% seats in the Self Financing/Co-operative Medical Colleges will also be made from the Rank list prepared by the Commissioner for Entrance Examinations, on the basis of the PG Medical Entrance Examination-2016(PGM- 2016) conducted by the Commissioner for Entrance Examinations, Government of Kerala. The candidates are requested to visit the MCI website for information regarding the status of seats (whether recognized or permitted) before taking admission 2. Duration of the Course The duration of the course including University Examination is 3 years in the case of Degree Courses and 2 years in the case of Diploma Courses. There shall be an exemption of one year in the duration of PG degree courses in respect of candidates who have done P.G. Diploma course of two years and awarded Diploma in the same subject. The candidates must have acquired the P.G. Diploma pass certificate on or before 30th April 2016 for being eligible for reduction in the duration of the course. No other reduction in the duration of the course shall be granted. The date of commencement of the Course and the last date of completion of admission 2

3 process will be as per the time schedule fixed by the Government of India/Medical Council of India/Supreme Court of India. 3. Fee Structure 3-1 The fee structure given is applicable only for Government Medical Colleges. Sl. No. Fees Degree courses Diploma courses 1 Annual tuition Fees 2 Annual miscellaneous Fees 3 Rs. 50,000/- Rs. 45,000/- Rs.10,000/- Rs. 10,000/- Caution deposit (refundable) {for recovery towards loss or breakage of Rs.5,000/- Rs. 5,000/- laboratory equipments, books etc.} 4 University Fees As applicable As applicable 3-2 Allotment of seats from the rank list for all courses in Self Financing Colleges will be made in accordance with the orders of the Hon ble Supreme Court of India/ Hon ble High Court of Kerala or the orders of the Government of Kerala/Government of India as per the law in existence at the time of the Centralised Allotment Process (CAP). 3-3 The Fee structure for the Post Graduate Medical Degree/Diploma seats of Self Financing Medical Colleges will be issued separately before Centralised Allotment Process. 3-4 The University Fees will be collected from the Candidates and remitted through the Principals concerned. 3-5 Tuition Fees will have to be remitted to the CEE Account in specified branches of Bank as notified by CEE. Other fees remitted in one college will be refunded/transferred to the last station where the candidates fix their allotment through higher options. The Fee for document verification will not be refunded / transferred. 3.6 Claims for fee concession Claim for fee concession to SC/ST and OEC Candidates: Candidates belonging to Scheduled Caste/Scheduled Tribe communities allotted against merit seats or against the seats reserved for them are exempted from payment of fees. Candidates belonging to Other Eligible Communities OEC) admitted against merit seats or against Government seats through SEBC reservation are also exempted from payment of fees.[g.o (P) No. 50/2009/SCSTDD dated 02/07/2009.]They should furnish Non-Creamy layer certificate obtained from the Village officer concerned in the prescribed format along with the printout of the application as per GO(P) No.1/2015/BCDD dated 1/01/2015. The List of OEC Communities is given in Annexure XIV Claim for fee concession to candidates belonging to communities in Annexure XV Candidates belonging to the communities listed in Annexure XV, whose family income is up to 3

4 Rs.6 lakhs are eligible for educational concession as per GO(Rt) No.2319/15/H&FWD dated 21/07/2015 They should provide community and income certificates (financial year ) from the village officer in the prescribed format along with the printout of the application. Note: Income from salary: In the case of candidates whose parents are employed, the Basic Pay and Dearness Allowance of the employee(s) are to be taken into account for the purpose of calculating total annual family income. Inclusion of Interim relief in the annual income will be as per the orders of Revenue Department. HRA, Special pay, Deputation pay, TA, PTA, honorarium etc. need not be counted for calculating the annual family income. 4 Eligibility for Admission 4-1 Academic: Those candidates who are in possession of MBBS degree or provisional MBBS pass certificate recognized by MCI with MBBS qualification registered permanently or provisionally with MCI or State Medical Council and who have completed one year of internship or likely to complete it on or before 31st March 2016 are eligible to apply for PGM Admission to such candidates will be given only after obtaining registration of T.C. Medical Council. 4-2 Nativity: Applicants should have satisfied any of the following conditions Indian Citizens of Kerala origin. Persons of Indian Origin (PIO)/Overseas Citizens of India (OCI) will also traded at par with Indian Citizens for the limited purpose of admission, provided they execute a bond to serve as Senior Resident for 3 years as envisaged in Clause 13.1.(c) of the prospectus. However POI/OCI candidates will not be eligible for any kind of reservation Candidates who are sons/daughters of Non-Keralite parents, who have obtained MBBS Degree from any of the Medical Colleges in the State of Kerala. But they will not be eligible for Communal/Special/PD reservation benefits. 4-3 Age: There is no Upper age limit for General Quota candidates Under ordinary circumstances(i.e. for those service quota candidates, whose retirement age is 56 years) the upper age limit for getting admission will be 48 years for Post graduate Degree Courses and 49 for Post Graduate Diploma Courses as on , for Health Services candidates and Municipal Service candidates. But for those candidates in the service of DHS, who submit a bond (Rs.100/- non judicial stamp paper) at the time of admission, that they shall serve the Government of Kerala in any capacity which the Government deems fit after their retirement, up to the age of 60 years (the retirement age in MES and IMS),as per the terms and conditions prescribed by the Government and that they will not take up employment elsewhere during this period if 4

5 the government has requisitioned their services, the upper age limit of such service candidates drawn from DHS will be 52 years for PG Degree courses and 53 years for PG Diploma courses For those candidates who possess Diploma and are eligible for 1 year reduction in the duration of course, the upper age limit for the admission to PG Medical Degree Courses will be 49 years and 53 years as in the case For MESQ and IMS candidates, upper age limit will be 52 years for PG Degree courses and 53 years for PG Diploma courses, as on Qualifying Criteria: All candidates seeking admission to Post Graduate Medical Degree/Diploma courses in the State of Kerala for the academic year shall have to qualify the PG Medical Entrance Examination-2016 (PGM-2016) conducted by the Commissioner for Entrance Examinations, Government of Kerala. In order to be eligible for admission in any Post Graduate Medical course in , it shall be necessary for a candidate to obtain a minimum score of 50% in the PG Medical Entrance Examination-2016 However in respect of candidates belonging to Scheduled Caste (SC), Scheduled Tribes (ST), Socially and Educationally Backward Classes (SEBC), the minimum percentage shall be 40. In respect of candidates with locomotory disability of lower limbs, the minimum percentage shall be 45. (Refer Clause 6) Sl.No. Category Qualifying criteria 1 General & Service Quota 50 Percentage 2 SC/ST/SEBC 40 Percentage 3 PD 45 percentage 5 Distribution of Seats The distribution of seats under State Quota for Medical PG Degree courses in various Medical Colleges for academic year is given in Annexure I and that of Medical PG Diploma seats is given in Annexure II. The distribution of seats under various categories for Medical PG- Degree courses is furnished in Annexure III and that of Medical PG Diploma courses in Annexure IV. The college-wise distribution of seats for different categories for Degree and Diploma is given in Annexure V. The course-wise and college-wise distribution of the available seats in Self Financing Medical Colleges for different categories will be furnished later before the commencement of allotment process. The details regarding recognized/permitted seats are available in the website of MCI. Hence the candidates are requested to visit the website for the 5

6 same. 6. Seats under General Merit Quota and other Reservation Quotas 6-1. General Merit Quota -Leaving the seats set apart for Persons with Disabilities and Ex- Service quota, 50% of the remaining seats under State Quota will be allotted under General Merit. 6-2 Reservation of seats for Persons with Disabilities (PD). Seats not exceeding 3% of the State Quota seats are reserved for candidates with disabilities. The visually handicapped, hearing disabled and locomotory disabled involving upper limb are not eligible for admission. Candidates with locomotory disabilities of lower limb between 50% and 70% would be allowed the benefit of reservation. Provided that in case any seat in this 3% quota remains unfilled on account of unavaiblility of candidates with locomotory disability of lower limbs between 50% to 70%, then such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are converted to General Merit. For claiming reservation an attested copy of the certificate of disability from the District Medical Board, certifying the percentage of disability, issued not earlier than 3 months prior to the last date for submission of application has to be attached with the application form. No document/certificate other than those mentioned above will be considered for determining disability. Based on such certificate candidates will be provisionally included under the Persons with Disability category. The Commissioner for Entrance Examinations will publish the merit list of these candidates. However the inclusion in this rank list is strictly provisional. The selection of candidates under this category will be based on the merit in the PG Medical Entrance Examination-2016 and physical suitability and not on the basis of the degree of disability. The degree of physical suitability will be assessed by a State Medical Board constituted by the Government of Kerala, with Commissioner for Entrance Examinations as the convener, before publishing the Rank-list. In case no qualified candidates are available under PD category, the seats will go to General Merit. Seats will be earmarked for the PD category as per the order of subjects shown in Annexure III and IV, on rotation basis, starting from serial number 11 for Clinical and 7 for non-clinical Degree courses (Annexure-III) and serial number 11 for Clinical and 1 for non-clinical Diploma courses(annexure IV). 6-3 Ex-Service Quota (XS) One seat in MS General Surgery will be reserved for EX-Service candidates of Kerala Origin. The candidates who claim Ex-service quota shall append a No Objection Certificate from the competent authority along with the application if he/she is a serving personnel. In the event of 6

7 getting selection, such candidates shall produce the Discharge Certificate at the time of allotment, failing which the candidate will not be considered for Ex-service Quota. The application shall accompany the copy of the Discharge Certificate in the case of non-serving candidates. If no qualified candidates are available, the seat will go to General merit. One seat in DMRD is reserved for dependants of Jawans killed in action and dependants of Ex-service man in that order of priority. The selection will be on the basis of merit in the PG Medical Entrance Examination Certificate to these effects shall be obtained not earlier than six months from the last date of submission of printout of application from the Zillah Sainik Welfare Officer concerned. In case no qualified candidates are available, the seat will go to General Merit. 6-4 Scheduled Castes / Scheduled Tribes Quota (SC/ST):- Leaving the seats set apart for Persons with Disabilities and Ex-Service, 10 % of the remaining seats under State Quota, will be given to Scheduled Caste (8%) and Scheduled Tribe (2%) candidates Claim for Reservation under Scheduled Castes / Scheduled Tribes Quota 6-4.1(1) Candidates claiming reservation under Scheduled Castes/Scheduled Tribes Quota should obtain the Caste/Community Certificate from a Revenue Officer not below the rank of Tahsildar, in the format obtained along the printout of application. The Christian converts who have subsequently embraced Hinduism should produce Caste/Community Certificate in the proforma provided along with the printout of the application. The following certificate should also be got recorded by the Revenue Official below the Certificate issued :- The Certificate is issued after observing the guidelines issued in Government Circular No /E2/SCST DD dated The names of castes and communities are given in Annexures XII & XIII. Community Certificate from Tahsildar is to be obtained in the prescribed format along with the printout of the application itself (2) The applications for the reserved seats of Scheduled Castes / Scheduled Tribes candidates which do not contain SC/ST Certificates (Community Certificate) from the Tahsildar in the prescribed form provided along with the printout of the application will not be considered on any account for claiming community reservation against the seats reserved for SC/ST candidates - vide G.O.(Ms)No. 31/90/SC ST DD dated The community certificate should clearly specify that the candidate himself/herself (not the father or mother) belongs to the Scheduled Castes/Tribes. The Community Certificates obtained earlier for other purposes will not be accepted. The candidates who are reconverted to Hinduism from Christianity of Scheduled Caste origin should produce 7

8 community certificate from the Tahsildar concerned along with a copy of Gazette Notification regarding re-conversion (3) The claim for reservation under Scheduled Caste / Scheduled Tribes Quota will also be subject to verification and clearance by the Screening committee constituted for the purpose by Government vide G.O.(P) No.19/2002/ SCSTDD dated and as authorised by section 6 of the Kerala (Scheduled Castes & Scheduled Tribes) Regulation of issue of Community Certificates Act (Act 11 of 1996) (4) The SC/ST claims in respect of those who have migrated from one State to another will be subject to the provisions of GO (Ms)No.10/86/SCSTDD Dated Only the children of those who had migrated to this State before the promulgation of the Constitution (Scheduled Castes) Order 1950 and the constitution (Scheduled Tribes) Order 1950, and ordinarily reside in this State can claim SC/ST benefits from the State of Kerala. They must be able to prove this if required (5) SC/ST status of children of parents contracted inter-caste marriage will be subject to the orders/clarification issued in G.O(Ms) No.11/05/SCSTDD dated , G.O(Ms) No.25/05/SCSTDD dated and the judgment dated of the Full Bench of the Honorable High Court of Kerala in WP 2483/2005 and connected cases. Their SC/ST claim will be subject to verification and clearance by the Screening Committee constituted by the Government vide G.O.(P) No.19/2002/ SCSTDD dated The application of such candidates for the reserved seats of SC/ST which do not contain Certificate from the Tahsildar concerned in the prescribed form provided along with the printout of the application will not be considered on any account. The Community Certificate should clearly specify that the candidate himself/herself (not the father/mother) belongs to the Scheduled Castes/Tribes. There is no separate reservation quota for the children born of Inter caste married couples of whom one is a Scheduled Caste or Scheduled Tribe (6) WARNING Those who produce false SC/ST certificate for claiming reservation under SC/ST quota shall be liable for the penalties stipulated in section 15 of the act referred to in the clause 6-4.1(3). Candidates and their guardians who make such applications are warned that in addition to prosecution they will have to suffer the following consequences in case the SC/ST certificate produced is found to be false and the candidate does not belong to any SC/ST Communities under Section 16 of the Act: Benefits secured on the basis of false community certificates to be withdrawn (6)(i) Whoever not being a person belonging to any of the Scheduled Castes or Scheduled 8

9 Tribes secured admission in any educational institution against a seat reserved for such castes or tribes or secures any appointment in the Government, Government undertakings, Local Authority or in any other Company or Corporation owned or controlled by the Government or in any aided institutions against a post reserved for such castes or tribes or enjoys any other benefits intended exclusively for such castes or tribes by producing a false Community Certificate shall, on cancellation of the false Community Certificate, be removed by canceling the irregular admission in the concerned educational institutions, or as the case may be removed from the said service forthwith and any benefit enjoyed by him as aforesaid shall be withdrawn forthwith (6)(ii) Any amount paid to such person by Government or any other agency by way of scholarship, grant, allowance, stipend or any other financial benefit shall be recovered as if it is an arrear of public revenue due on land (6)(iii) Any Degree, Diploma or any other educational qualifications acquired by such person after securing admission in any educational institution on the basis of a false community certificate shall also stand cancelled on cancellation of the community certificate obtained by him Un-availed seats of Scheduled Caste/Scheduled Tribe The seats un-availed by the SC candidates will go to the ST candidates and vice versa. The seats un-availed by both the SC and ST candidates will go to OEC categories. OEC candidates should furnish Non-Creamy layer certificate obtained from the Village officer concerned for the claim of Un-availed seats of SC and ST candidates.the seats that still remain unavailed of, if any will go to the General Merit Quota Reservation of Seats under SEBC Quota: Leaving the seats set apart for Persons with Disabilities, and Ex-Service, 9 % of the remaining seats under State Quota shall be reserved for candidates belonging to Socially and Educationally Backward Classes. The percentage breakup of seats as per the SEBC reservation is as follows. 1 Ezhava (EZ) 3 % 2 Muslim (MU) 2% 3 Other Backward Hindu (BH) 1% 4 Latin Catholic (LC) 1% 5 Other Backward Christian (BX) 1% 6 Kudumbi (KU) 1% The List of SEBC Communities is given in Annexure VII Reservation to the Socially and Educationally Backward Classes will be in accordance with 9

10 the provisions in G.O. (Rt) No.3742/2009/H&FWD dated and GO (P) No.1/2015/BCDD dated 01/01/ Candidates belonging to Socially and Educationally Backward Classes as per G.O.(P) No.208/66/Edn. Dated and GO (P) No.1/2015/BCDD dated 01/01/2015 Should produce a certificate to the extent that the candidates belongs to the community unity which is designated as a Socially and Educationally Backward Class and does not belong to the category of Creamy layer, in the proforma given as Annexure XVII of the prospectus. Only the claims of the candidates of those communities that are included in the SEBC list as Annexure VII will be considered. Claims by candidates belonging to other communities, which are not included in the list, will be rejected even if certificates from the concerned Revenue Officers have been obtained and furnished along with the application form Candidates claiming reservation under SEBC Quota should invariably produce Non-Creamy layer Certificate fro the Village Officer concerned.the above certificate should be obtained in the prescribed format along with the printout of the application itself The candidature/allotment/admission of the candidates who furnish fake Non-Creamy layer certificate is liable to be cancelled. Such candidates are also liable to be debarred from appearing for the allotment/admission process for a period extending up to two years Reservation under SEBC for children of inter-caste married couples: Children of Inter caste married couple with either the father or mother or both belonging to a community included in SEBC list, are eligible for reservation under SEBC. Such candidates should furnish a Non-Creamy layer certificate specifying the community of the candidate from the Village Officer in the proforma available along with the printout of the application. Candidates with father and mother belonging to different communities, both of which are included in the SEBC list, can avail communal reservation under any one of the communities of their parents, to be mentioned by the candidate in the relevant column of the online application. (For example a candidate born out of intercaste marriage between an Ezhava and a Muslim can claim the reservation benefit applicable either to Ezhava or Muslim only and not against both). The claim made in the online Application will be final and cannot be changed subsequently Candidates who are children of Inter-Caste married couple of whom one is SC/ST, will be eligible for educational and monetary benefits admissible to SC/ST as per para 2 (ii) of GO (Ms) No.25/2005/SCSTDD dated , and if eligible for reservation under SEBC, will be granted the same, based on the Non-Creamy layer certificate in Annexure XVII and the inert-caste marriage certificate in Annexure VIII of the prospectus issued 10

11 by Revenue officials and to be attached by them along with the printout of the application Un-availed seats of SEBC category : The seats un-availed by the SEBC category candidates will be transferred to General Merit The reservation benefits under SEBC are given to the castes and communities listed in Annexure VII. Any candidate whose community is not included in any of the categories belonging to SEBC list will not be considered for reservation benefits Those candidates claiming reservation under SEBC Quota the certificates in proof of the same shall be submitted along with the printout of the application. Late submissions will not be accepted. 7 Reservation of Seats for service candidates All State Quota seats other than those mentioned in clause 6 are earmarked for Service Quota candidates. Seats as shown in Annexure III and IV are set apart for Service quota candidates sponsored by each Department under the following four categories. Medical Education Service Quota - (MESQ). Health Service Quota - (HSQ). Insurance Medical Service Quota - (IMSQ). Municipal Services Quota - (MSQ) SC/ST candidates admitted under Service Quota are not eligible for any exemption of fees. 7-1 Eligibility for Service Quota The eligibility criteria for the service quota are the same as laid down in Clause 4. The applicants under Service Quota should have completed a minimum period of 2 years on duty within a continuous period of 3 years under regular appointment in the concerned Department to become eligible to apply. Provisional service (under MES/DHS/IMS/MS) if any, before the regular appointment will not be considered The total service will be reckoned as on the date of notification for inviting application by CEE for admission to the courses. Unauthorised absence or absence due to Leave without Allowance (including leave on medical ground) and the deputation periods of the candidates will not be counted for the purpose of calculating the minimum service. However the period of deputation of Health Service Department candidates to autonomous institutions/projects/societies/other agencies under the administrative control of Health Department will be counted as eligible service under State Service Quota. 11

12 7.1.3 Preparation of Seniority list under Health Service Quota:-The merit list for candidates in service quota under HSQ will be prepared by the CEE after awarding due weightage marks for Difficult Rural Service and Rural service, put in by the candidates qualifying the examination. Rural Service: In determining the merit in the Entrance test for PG admission, weightage in the marks will be given as an incentive at the rate of 5% of marks obtained for each year in service in Rural area unto a maximum of 30 %of the marks obtained Doctors working in approved Casualty Units in the Government Hospitals are also eligible for claiming Rural Service Quota. Difficult Rural Service: In determining the merit in the Entrance test for PG admission, weightage in the marks will be given as an incentive at the rate of 10% of marks obtained for each year in service in Difficult Rural area unto a maximum of 30 %of the marks obtained The list of Government Allopathic Medical institutions designated as Rural stations in Kerala is as mentioned in the Standardised list of Government Allopathic Medical Institutions prepared by Health Information Cell (DHS) and approved vide GO(ms)No.443/2013/H&FWD dated The list of Government Allopathic Medical Institutions in Difficult Rural Areas in Kerala is as mentioned in G.O(MS)No.55/2014/H&FWD dated (Annexure XI) Lecturers who have Post Graduate Degree/D.N.B in the Specialty concerned in which they are working will not be eligible for admission under Service quota 7-2 Application & Selection under Service Quota. The service candidates should apply as stipulated in Clause 8 of this Prospectus. The DHS will furnish the total Difficult Rural service and rural service rendered by the candidates who have applied for the PG course to the CEE in order to award due weightage marks as stipulated in clause to the candidates who have qualified the Entrance examination to prepare the final rank list of Health Service candidates.service quota for Degree courses can be claimed only once during the period of whole service in one department viz. MES/DHS/IMS/MS. Note: For details of allotment under Service quota, refer Clause 11 of the Prospectus. 7-3 Declaration for Service Quota Candidates: Service candidates who have selected/undergone PG Degree course under Service quota, earlier, will not be eligible for selection under service quota for a second time. However a candidate who has obtained PG Diploma under Service Quota is eligible to apply for the Degree Course in the same speciality and is entitled to get the Service Quota benefit for that degree course in the same speciality 12

13 alone. A declaration to the effect that he/she has not selected/undergone PG Degree course under the service quota should be furnished by the candidate along with the printout of the application. Application devoid of such declaration will be rejected. (See Annexure VI) 7-4 It is mandatory for the service quota candidates to join the course to which they are selected and if they do not join the course or discontinue the course after joining, they will not be considered for selection to P.G. Course under Service Quota in future. 7-5 Medical Education Service Quota (MESQ) The seats as specified in Annexure III are reserved for regular Lecturers without Post Graduation in Medical Education Service in the State in the concerned specialties. Selection to these seats will be on the basis of merit.. Teachers who have undergone P.G. Course under Tutor/Lecturer trainee scheme once will not be eligible for selection under Lecturer quota for a second time. Lecturers who already have a Post Graduate Degree/Dip.N.B necessary for career advancement in the concerned specialty will not be eligible for admission under Lecturer quota. Only Degree seats are reserved for candidates claiming reservation under MESQ. Lecturers in departments for which no seats are earmarked under MESQ in the Prospectus too can submit application and they will be considered if seat(s) arises under MESQ during the validity of the rank list. Seats earmarked for Service Quota (MES/DHS/IMS/MS) will not be subjected to further changes and no transfers will be allowed under any circumstances for those who have occupied the respective seats after finalizing their options. Transfers will be considered only through the scheduled centralized allotment process done by CEE before the closing date of centralized allotment process. How and when to apply: 8-1 Application for P G Medical Entrance Examination-2016 (PGM-2016): All candidates (including Service Quota) seeking admission to the courses should apply through the online application provided in the website of the Commissioner for Entrance Examinations and then remit the required fee at any of the branches of State Bank of Travancore using the Bank Chalan available with the printout of the online application. The candidates outside Kerala can remit the application fee by way of a Demand Draft for the requisite amount, drawn from any Nationalized Bank in favour of Commissioner for Entrance Examinations, payable at Thiruvananthapuram. 14

15 Application fee for General candidates is Rs.1000/-(Rupees Thousand only) and in the case of SC/ST candidates and those eligible for SC/ST benefits as per G.O (Ms) No.25/05/SCSTDD dated is Rs.500/-(Rupees Five Hundred only). The application forms and the prospectus will not be available from the Medical Colleges or from the office of the Commissioner for Entrance Examinations. Service candidate seeking admission in General Quota also, should pay extra amount of Rs.1000/ Step-wise procedure on how to apply using Online Application Form: The candidate has to visit wherein he/she can find the link PG Medical Online Application Candidate Registration: This is a one time online process during which the candidates will get a system generated Application Number. The candidates should give necessary basic data and create a strong password during the registration process. A strong password should consist of a minimum 8 characters containing at least one alphabet, one numerical digit and one symbol. Note: The applicant has to remember the application number and password till the end of the admission process. Keep the password strictly confidential Candidate Login: The candidate has to give the Application number and the Password created during registration and on clicking the Login, he/she will be directed to the homepage of the candidate Filling up of Online Application form: The candidate has to click the link Apply Online. The data entry can be made only after uploading his/her photograph. The soft copy of photograph as specified below is to be selected using the browse button and uploaded. Photograph:-A studio generated soft copy of latest passport size color photograph with light coloured background in jpeg format between 15 kb to 30 kb of size and resolution 150 x 200 pixels is to be used for uploading. The photograph should not be taken with the candidate wearing Cap or Goggles. Spectacles are allowed if being used regularly. POLAROID and COMPUTER /MOBILE-PHONE generated photos are not acceptable. A printed copy of passport size photograph (same as that uploaded online) should be firmly pasted in the space provided in the printout of application Fill in all the mandatory fields of online application carefully and correctly On completing the data entry, make sure that all the entries made are correct in all respect and read the Declaration given. The declaration is meant to state that all details entered by the candidate are true and no corrections will be requested in future. Then click the Submit button placed below the Declaration by the candidate. Some preliminary validations on the data entered will be done during this stage. 15

16 If all the mandatory fields are properly entered then a page showing the details entered by the candidate will appear. Otherwise message(s) about incomplete/unfilled field will be displayed. If so enter the mandatory field correctly and click the Submit button again. The lower part of the page showing details of the candidate will contain two buttons Confirm and Edit. If once Confirm button is pressed thereafter candidate will not be able to edit/ modify/ correct any details entered. If any of the details submitted are found incorrect, the candidature of the candidate will be cancelled. Verify the entered details for its correctness. Click Confirm button only if fully satisfied with the data else click Edit Button and edit/modify the details as required. Only after making required modification Confirm button is to be clicked. On clicking Confirm button the application will be saved and the candidate will be directed to the homepage of the candidate wherein facility for printing his/her application and formats of the required certificates (nativity certificate, community certificate, non-creamy layer, income certificate, challan, declaration etc ) are provided Take the printouts of the Application Form and other documents only by clicking on the links provided In the printout of filled in application form, fix passport size photograph(same as the one uploaded) in the space provided and obtain necessary certificates as mentioned in Clause Candidate has to remit the application fee at State Bank of Tranvancore using the Bank Chalan obtained along with the printout of application. However candidate outside Kerala may remit the requisite application fee in the form of Demand Draft drawn from any Nationalized Bank in favor of Commissioner for Entrance Examinations, payable at Thiruvananthapuram. The Bank Challan/Demand Draft in original has to be sent along with the application to the Commissioner for Entrance Examinations In the print out of application, the candidate has to i. Write the Challan / Demand Draft No, date of payment, amount paid& Branch of Bank. ii. put his/her signature where-ever necessary iii. affix the left hand thumb impression in the space provided (As per the instructions in the online application) and send the same along with relevant documents by Registered Post/Speed Post/Hand Delivery to the Commissioner for Entrance Examinations, Vth Floor, Upper Zone, Housing Board Buildings, Santhi Nagar, Thiruvananthapuram before the time and date notified by the Commissioner for Entrance 16

17 Examinations. The application submitted by the candidates should be complete in all respects and the certificates produced after the last date of receipt will not be considered on any ground. Late and defective applications will not be considered by the Commissioner for Entrance Examinations. Admit cards will be issued to only those candidates whose copy of application (in full and as required) is received in the office of the Commissioner for Entrance Examinations on or before the last date notified The candidates are advised to keep a photocopy of the printout of the application (complete with photo, signatures and thumb impression) and keep it with him/her for reference Use Print Existing Application link for taking further copies of application if necessary. 8-3 Points to be remembered: Candidates must upload a copy of their passport size photograph same as the one to be affixed to the printout of the online application for PG Medical Entrance Examination (Only after uploading the photograph, the candidate will be able to fill in his/her online application.) Candidates will not be able to correct/modify/edit his/her application once the Confirm button is pressed. Only after pressing the Confirm button the page containing Print link will be available Candidates must pay the required application fee at State Bank of Travancore using the printout Bank challan. In the case of candidates who are undergoing internship in the Medical colleges of the state, an original certificate from the concerned Principals to the effect that he/she will complete internship by should be produced Document to prove age: Self attested copy of the Relevant page of the Secondary School Leaving Certificate /Senior Secondary Certificate / Indian Passport /Birth certificate Nativity Proof (i). ForKerala Origin. ( See clause of the prospectus) Self attested copy of the Relevant page of the Secondary School Leaving Certificate / Indian Passport /Birth certificate showing the candidate s or either of the parent s Place of birth in Kerala. In case certificate of parent is attached, corroborative certificate to establish the relationship between the parent and the candidate should also be attached. OR Nativity Certificate for Kerala Origin(in original) as per Clause 4-2, obtained in the prescribed format available along with the printout of the application, from the Village Officer to show that he/she or his/her father/mother was born in Kerala. (ii) For Non Keralites ( See clause of the prospectus) For non-keralite applicants who have undergone MBBS course in the Medical Colleges in Kerala, a certificate (format is available along with the printout of the application) into that effect obtained from the Principal of the Medical College, where he/she has studied, shall be submitted. But they will not be eligible for communal/pd reservation benefits.(in original) Self Attested copy of Certificate of disability from the District Medical Board for claiming PD reservation as per Clause Any other certificate / document required along with the application.. ( Certificates/documents listed to to be attached should be original ) Bank Challan/Demand draft :Certificates obtained from Revenue officers not below the rank of Tahsildars should be obtained in the application form for verification of community in the case of SC/ST candidates (a).non-creamy Layer Certificate in the prescribed format in original from the concerned 18

19 Village Officer for community reservation/fee concession claims in the case of SEBC/OEC candidates. Claim for SEBC reservation produced after submission of application to CEE will not be considered under any circumstances. (b) Community and Income Certificates from the village officer concerned in the prescribed format in the case of Candidates belonging to the communities listed in Annexure XII s available along with the printout of the application. (c) Inter-Caste marriage certificate in original from the concerned Village Officer, if applicable Nativity Certificates available along with the printout of the application, in the absence of other documents as per clause of the prospectus Note: 1. Candidates, who have attached the certificate as mentioned in above, need not obtain the nativity certificate from the Village Officer. 2. For candidates who are sons/daughters of Non-Keralite parents and who have undergone M.B.B.S. course in any of the Medical Colleges in Kerala, a certificate to that effect obtained from the Principal of the Medical College, where he/she has studied, will be accepted in lieu of nativity certificate. Additional documents to be enclosed by the Service Quota candidates Declaration (in original) to the effect that he/she has not undergone PG Degree course under Service Quota Service details, in original, from the Accountant General Details of Service from the Head of the Department in original in the format prescribed. Note: 1) The candidates who are applying only for Service quota need not attach the certificates /documents mentioned in clause and above. 2) Documents / Certificates furnished after the submission of the application, will not be entertained under any circumstances. No opportunity will be given to incorporate any details after the submission of the application form. 3) Applicants claiming service quota should forward a copy of the application to the Head of the Department (DME/DHS/DIMS/DMS). 4) If there is any doubt regarding the authenticity of any certificate furnished by the candidates, such certificates will be accepted only if found correct on further verification. 5) Admission even if given will be cancelled if it is found later that false certificates have been produced or that the admission has been secured by fraudulent means. 9. Method of Examination and mode of selection: All candidates seeking admission to P.G Medical (Degree/Diploma) courses for the academic year will have to appear for the PG Medical Entrance Examination-2016 (PGM-2016) conducted by the Commissioner for Entrance Examinations. The detailed schedule of PGM- 19

20 2016 will be notified by the Commissioner for Entrance Examinations, Government of Kerala. 9.1 Scheme of Examination: There shall be two papers of two hours duration each, consisting of 150 Objective Type Multiple Choice questions each having Four options of which only one will be the most appropriate answer. Paper I will consist of Pre Clinical and Para-Clinical subjects and paper II will consist of Clinical subjects. Distribution of number of questions from each subjects will be as shown below. The PG Medical Entrance Examination-2016 shall be of the standard of MBBS Examination and shall cover all the subjects of the MBBS course. All the questions will be of objective type. All entries in the OMR sheet including filling of the bubbles should be done by using ball point pen only (Blue or Black colored ink). Each correct response shall be awarded four marks. Zero marks will be given for each incorrect response/unanswered questions. ii. A minimum of 50% mark in the Entrance Examination is mandatory for general 20

21 category candidates and Service Quota candidates to become eligible for admission as per the Medical Council of India Post Graduate Regulations. In the case of candidates belonging to SC/ST, SEBC, the required minimum marks in the entrance examination is 40% and in the case of candidates with locomotory disabilities of lower limbs between 40% and 70% the required minimum marks in the Entrance Examination shall be 45%. 9.3 Center of Examination: The PG Medical Entrance Examination for the year 2016 will be conducted at three centers viz.-thiruvananthapuram, Ernakulam and Kozhikode. The venue of the Examination will be indicated in the Admit Card which can be downloaded from the website from the date notified by the Commissioner for Entrance Examinations, Kerala. At the end of the examination candidate should hand over the OMR answer sheet to the invigilator, who will detach the answer part and data part along the perforation in the presence of candidates. Candidates shall take the question booklet along with them. A fully computerized system has been adopted for the evaluation of the answer sheets, using the Optical Mark Reading System and for the preparation of the rank list. There is no provision for revaluation or rechecking of answer sheets. 9.4 MALPRACTICE Malpractice is an activity that allows a candidate to gain an unfair advantage over other candidates. It includes, but not limited to: a) Having in possession of papers, books, notes, correction fluid, whitener, correction pen, blade, pencil, eraser, electronic devices or any other material or information relevant to the examination concerned; b) Paying someone to write examination (impersonation) or prepare material; c) Breaching examination rules; d) Assisting another candidate to engage in malpractice giving or receiving assistance directly or indirectly of any kind or attempting to do so; e) Contacting or communicating or trying to do so with any person, other than the Examination Staff, during the examination time in the examination hall; f) Taking away the answer sheet out of the examination hall; g) Threatening any of the officials connected with the conduct of the examination or threatening any of the candidates; h) Using or attempting to use any other undesirable method or means in connection with the examination; i) Manipulation & fabrication in online documents viz. Admit card, Allotment letter, Data sheet etc; j) Forceful entry in Examination Hall with malafide intentions; k) Affixing of fabricated photograph on the application form; l) Affixing of fabricated thumb impression on the application form; m) Possession of Calculators, Slide Rules, Log Tables, Geometry Box, Pencil box, Electronic Digital Watches with facilities of calculators, cellular phones, mobile phones, pagers or any other electronic gadget which are not allowed inside the Examination Hall.; 21
