3 PROSPECTUS FOR POST GRADUATE DEGREE IN MEDICAL LABORATORY TECHNOLOGY [M.Sc. (MLT)] INTRODUCTION 1.1. Prospectus for Admission to Master of Science in Medical Laboratory Technology [hereafter M.Sc.(MLT)] course in academic year which has been approved by the Government of Kerala, is published herewith. It contains general information and rules relating to the admission to M.Sc.(MLT) course for the academic year , and other related information. Candidates are required to go through the Prospectus carefully and acquaint themselves with all the relevant information. Candidates are also requested to visit the official website of the LBS Centre for Science and Technology regularly for notifications, updates and announcements The Prospectus issued in earlier years for the course is not valid for the year This Prospectus sets out the rules and regulations for selection and admission to M.Sc. (MLT) course conducted by various institutions within the State of Kerala. 2 INSTITUTIONS, COURSES and SEATS 2.1. M.Sc.(MLT) course is conducted in Government Medical College Thiruvananthapuram and in MIMS College of Allied Health Sciences, Kozhikode in the Self Financing Sector. At present there are 17 (seventeen) Government merit seats in three branches as per tables hereunder Government Medical College Thiruvananthapuram Sl. Details will be available in the website of Director of Medical Education ( regarding counseling and other details. 3 DURATION AND ELIGIBILITY FOR ADMISSION 3.1. The course of study, including the Project work, shall be over a period of 2 years Candidates, who have passed the B.Sc. (MLT) Degree from any of the Universities in Kerala or from any other University recognized by Kerala University of Health Sciences (here after KUHS), with a minimum of 50% marks for all the years of B.Sc. (MLT) Examination taken together, will be eligible for admission Only Indian Citizens of Kerala origin are eligible for admission to the course. They have to provide the nativity certificate along with the application form Upper age limit for admission: 40 years for General category and 48 years for service quota as on the date of notification The applicants should satisfy the minimum requirements for admission before the last date fixed for submission of application. 4 SELECTION 4.1. Selection of candidates, except for the seats reserved for Service Quota, will be made through an Entrance Examination that will be conducted by the Director, LBS Centre for Science & Technology, Thiruvananthapuram The Director, LBS Centre for Science & Technology, Thiruvananthapuram will prepare and forward the rank list of candidates who have appeared for the entrance examination to the Director of Medical Education. 5 ENTRANCE EXAMINATION 5.1. A candidate, who fulfils the conditions of eligibility for admission, will be eligible to appear for the Entrance Examination. The Entrance Examination consists of one Paper of three hours duration. The examination shall be of the standard of B.Sc.(MLT) examination and will contain questions on all the subjects covered in the B.Sc.(MLT) syllabus of KUHS Examination Centres: The Entrance Examination for admission to M.Sc.(MLT)-2015 will be held at Thiruvananthapuram on the date and time that would be notified later Admit cards: Admit cards for Entrance Examination will have to be downloaded by the candidate from the homepage at the website during the time period notified. Admit cards will not be sent by post to the candidates Pattern of Entrance Examination: All the questions will be of Objective type multiple choice questions. There will be 200 questions which will be divided among the subjects as shown below: Biochemistry Microbiology Pathology Haematology & Blood Banking - 60 nos nos. - 60nos nos Marks: Each question carries 3 marks contributing to a total of 600 marks. The answers should be marked in a separate answer sheet (OMR sheet) provided and all Page 4 M.Sc. MLT-2015 DME-2015, Tvpm

5 entries in the OMR sheet, including filling of bubbles, should be done using ballpoint pen only (Blue or Black). Each correct response will be awarded three marks. One mark will be deducted for each negative response and zero mark will be given for the questions not answered. More than one answer indicated against a question will also be deemed as incorrect response and mark will be deducted as in the case of negative responses. 6 QUALIFYING STANDARD IN THE ENTRANCE EXAMINATION FOR ADMISSION. To qualify the entrance examination and thereby become eligible to figure in the rank list for admission to M.Sc. (MLT) courses, a candidate has to score a minimum of 35% marks in the entrance examination. However, candidates belonging to SC/ST and SEBC category need to score only 25% marks in the entrance examination (As per G.O (Rt) No.686/2010/H&FWD dated 24/02/2010). 7 RESOLUTION OF TIE WHILE RANKING. In case of a tie in the marks of the entrance examination, for preparing the rank list, the candidate with higher percentage of marks in the qualifying examination will be placed higher in the ranking. If the tie still exists the candidate with higher percentage of marks in the qualifying examination for all the subjects taken together will be given higher preference. If the tie still persists the age of the candidate will be taken into account and the older will be placed higher in the ranking. 8 VALIDITY OF THE RANK LIST. The Rank list will be valid up to RESERVATION OF SEATS 9.1. Reservation for persons with disabilities: From 2015, Three percent (3%) of the total seats available for M.Sc. MLT courses in all the Government Medical College is reserved for the candidates with physical disabilities. In case no qualified candidates are available, the seats will go to General Merit. The rotation will commence from Microbiology Two seats. i.e; one seat each in the discipline of Pathology and Biochemistry is reserved for Tutor Technicians in Medical Laboratory Technology/Lab Technician in Medical Education Service or Laboratory Technicians under Directorate of Health Services or Insurance Medical Service Government of Kerala, if the former is not available. (Rotation for 2014 was in Microbiology & Biochemistry) One seat is reserved for Scheduled Caste (hereafter SC)/Scheduled Tribe (hereafter ST) candidates in the specialty of Biochemistry in Government Medical College, Thiruvananthapuram and one seat in Microbiology at MIMS College of Allied Health Services, Kozhikode. (In 2014 the rotation was in Biochemistry in GMC, Thiruvananthapuram & one seat in Microbiology at MIMS College of Allied Health Sciences, Kozhikode) One seat is reserved for SEBC candidates in the order (1) Ezhava (2) Muslim (3) OBH, (4) Dheevara, (5) Latin Catholic, (6) BX (7) Kudumbi. For 2014 admission, the SEBC reservation is for dheevara (in 2015 the rotation was for OBH) and in the specialty of Pathology (In 2014 the rotation was for Biochemistry) in Government Medical College, Thiruvananthapuram. If a duly qualified candidate is not available for admission from a particular community, it will be rotated to other communities in Page 5 M.Sc. MLT-2015 DME-2015, Tvpm

6 the sequence listed here above. If there is no candidate belonging to SEBC the same will be filled up by the General Merit candidates The candidates who apply under SC/ST category should produce certificate from the Tahasildar of the Taluk concerned that, he/she belongs to SC/ST in the form appended in the application form. SEBC candidates should produce income certificate and community certificate from the concerned Village Officer in the prescribed format The Allotment to seats reserved for SC/ST and SEBC will be made as per the rules prevailing The seats unavailed by the Scheduled Caste candidates will go to the Scheduled Tribe candidate and vice versa. If there are no candidates in the rank list of either of the category, the same will be filled up by the eligible candidates from the list of General Merit candidates. The unavailed seats of SEBC will go to concerned merit. 10 NORMS FOR SELECTION UNDER RESERVATION QUOTA SERVICE QUOTA Service quota candidates need to appear for the common entrance examination. The selection under the Service quota will be on the basis of Inter se merit in the Entrance Examination conducted by the Director of LBS Centre for Science and Technology, Thiruvananthapuram after acquiring qualification marks. Qualifying marks - 40% for General Merit, 35% - for SEBC and 30% - for SC/ST candidate. The candidate selected should have completed probation and also have at least 5 years of service for superannuation after the completion of the course. In case of tie, regarding seniority occurs, the PSC seniority will be the criteria. Unauthorized absence or absence due to leave without allowance or leave on medical ground will not be counted for the purpose of calculating the service for the seniority Any seat falling vacant under the Director of Medical Education shall be allotted to Medical Laboratory Technician under Directorate of Health Services and Insurance Medical Service in the ratio 1: If the seats under service quota are being vacant, those seats will be added to the General merit seats The candidates admitted under Service quota will have to execute a bond (See Annexure XIII) in the prescribed form at the time of admission to the effect that he/she shall serve the Government continuously for a period of not less than five years immediately after the completion of the course and shall not be eligible for LWA during that period for taking up employment elsewhere and that in the event of any violation of this condition he/she will have to pay Rs. Ten Lakhs plus salary drawn during the period of study and the expenses incurred by the Government for their studies with interest as fixed by the Government. Those who discontinue the course will have to pay liquidated damages also applicable to general candidates. Service candidates who are selected for M.Sc. (MLT) course under service quota, who fail to join the course/discontinue the course after joining; will not be eligible for applying to the course under service quota in future. Page 6 M.Sc. 7 10.2. SCHEDULED CASTES/SCHEDULE TRIBES QUOTA Candidates claiming reservation under Scheduled Castes/Scheduled Tribes quota (see Annexure II and III) should obtain the Caste/Community Certificate (see Annexure VI) from a Revenue Officer not below the rank of the Tahsildar, in the prescribed format. The Christian Converts who have subsequently embraced Hinduism should produce Caste/Community Certificate in the proforma given in the prescribed format. The following certificate should also be got recorded by the Revenue Official below the Certificates. The Certificate is issued after observing the guidelines issued in Government Circular No /E2/SC/ST/DD, dated: The application for the reserved seats of Scheduled Caste/Scheduled Tribes candidates which do not contain SC/ST Certificates (Community Certificate) from the Tahasildar in the prescribed form provided on the body of the application will not considered on any account for claiming community reservation against the seats reserved for SC/ST candidates vide G.O.(MS) 31/90/SC/ST/DD, dated: The Community Certificate should clearly specify that the candidate himself/herself (not father or mother) belongs to the Scheduled Caste/Scheduled Tribe community. The Community Certificate obtained earlier for other purposes will not be accepted. The candidates who are reconverted to Hinduism from Christianity of Scheduled Caste origin should produce Community Certificate from the Tahasildar concerned along with a copy of Gazette Notification regarding reconversion The claim for reservation under Scheduled Castes/Scheduled Tribes quota will also be subject to verification and clearance by the Screening Committee constituted for the purpose by Government vide G.O.(MS) No.23/89/SC/ST/DD, dated: and as authorized by section 6 of the Kerala (Scheduled Castes & Scheduled Tribes) Regulation of issue of Community Certificates Act 1996 (Act 11 of 1996) The SC/ST claims in respect of those who have migrated from one State to another will be subject to the provisions of G.O.(MS) 10/86/SC/ST/DD, dated: Only the children of those who had migrated to this State before the promulgation of the Constitution (Scheduled Castes) Order 1950 and the constitution (Scheduled Tribes) Order 1950, and who ordinarily reside in this State can claim SC/ST benefits from the State of Kerala. They must be able to prove this, if required Children of inter-caste marriage who claim reservation under SC/ST quota should produce necessary certificates to this effect from the Revenue Authorities. Their SC/ST claim will be subject to verification and clearance by the Screening Committee constituted by the Government vide G.O.(MS) 23/89/SC/ST/DD, dated: The application of such candidates for the reserved seats of SC/ST which do not contain Certificate from the Tahsildar concerned in the prescribed form provided in the body of the application will not be considered on any account vide [G.O(MS) 31/90/SC/ST/DD, dated: ]. The Community Certificate should clearly specify that the candidates himself/herself (not the father/mother) belongs to the Scheduled Castes/Tribes. There is no separate reservation quota for the children born of Inter-caste married couples of whom one is a Schedule Caste/Schedule Tribe. Page 7 M.Sc. MLT-2015 DME-2015, Tvpm

8 WARNING Those who produce false SC/ST certificate for claiming reservation under SC/ST quota shall be liable for the penalties stipulated in Section 15 of the Act referred to in the clause (c). Candidates and their guardians who make such applications are warned that in addition to prosecution they will have to suffer the following consequences in case the SC/ST certificate produced is found to be false and the candidate does not belong to any SC/ST communities under section 16 of the Act: 16 - Benefits secured on the basis of false Community Certificates to be withdrawn. Whoever not being A person not belonging to any of the Scheduled Caste/Scheduled Tribe Community secured admission in any of the educational institutions against a seat reserved for such communities or secures any appointment in the Government, Government undertaking, Local Authority or in any other Company or Corporation owned or controlled by the Government in any aided institutions against a post reserved for such castes/tribes or enjoys any other benefits intended exclusively for such castes/tribes by producing a false Community Certificate shall, on cancellation of the false Community Certificate, be removed by cancelling the irregular admission in the concerned educational institutions, or as the case may be removed from the said service forthwith and any benefit enjoyed by him as aforesaid shall be withdrawn forthwith. Any amount paid to such person by Government or any other agency by way of scholarship, grant, allowance, stipend or any other financial benefits shall be recovered as if it is an arrear of public revenue. Any Degree/Diploma or any other educational qualifications acquired by such person after securing admission in any educational institution on the basis of a false Community Certificate shall also stand cancelled on cancellation of the Community Certificate obtained by him. 9 10.3. SOCIALLY AND EDUCATIONALLY BACKWARD CLASSES (SEBC) Reservation to the Socially and Educationally Backward Classes will be in accordance with the provisions contained in G.O (Rt.) No.3742/2009/H&FWD dated 24/12/2009 and as amended from time to time Candidates belonging to Socially and Educationally Backward Classes as per G.O(P)No.208/66/Edn. Dated, 2/5/1966, whose annual family income (i.e., annual income for the financial year as per G.O(Ms)No.03/2014/BCDD dated 9/1/2014 of all members in the family inclusive of the income of applicant and spouse (in the case of married candidates) from all sources taken together) is up to 6 Lakhs (Rupees Six Lakhs only) are eligible for reservation under this category. Only the claims of the candidates of those communities that are included in the SEBC list will be considered. Claims by candidate belonging to other communities, which are not included in the list, will be rejected even if certificates from the concerned Revenue Officers have been obtained and furnished along with the application form The names of castes and communities under SEBC are given in Annexure I. Only the claims of the candidates of those communities that are included in this Annexure as incorporated in the respective Prospectus 2015 will be considered. Claims by candidates belonging to other communities, which are not included in this Annexure, will be rejected even if certificates from the concerned Revenue Officers have been obtained and furnished along with the application form Candidates belonging to Ezhava, Muslim, Other Backward Hindus, Latin Catholic, Other Backward Christian and Kudumbi Communities claiming reservation under SEBC should invariably produce both community and income certificates obtained from Village Officer. The above certificates should be obtained in the prescribed format [Annexure IV (a) and IV (b)] itself. Those whose annual family income is above Rs.6 Lakhs are not eligible for reservation. Income from salary: In the case of candidates whose parents are employed the Basic Pay and Dearness Allowance of the employee/s are to be taken into account for the purpose of calculating total family income. Inclusion of interim relief in the annual income will be as per the orders of Revenue Department. HRA, Special Pay, Deputation pay, TA, PTA, honorarium etc. need not be counted for calculating the annual family income The admissibility of the claim for reservation of the candidates under SEBC on the basis of the community and income certificates issued by the Village Officers will be subject to re-verification of the income certificates by the Tahsildar concerned (vide G.O.(Rt.) No. 621/93/ H&FWD dated ) The annual family income furnished by candidates claiming SEBC reservation will be published facilitating the public to raise complaints/objections against false claims. The State Level Committee constituted as per the provisions of G.O (Rt.) No.127/08/RD dated and amendments thereof will conduct detailed enquiry on the complaints and recommended to the Director of Medical Education for appropriate action. The Director of Medical Education, who is the chairman and Convener of the State Level Committee, shall implement the recommendations The candidature/allotment/admission of the candidates who furnish false Income Certificates will be cancelled. Such candidates will also be debarred from applying for admission to the courses under reference for a period extending up to two years. Page 9 M.Sc. MLT-2015 DME-2015, Tvpm

10 Reservation under SEBC for children of Inter-caste married couples: Children of Intercaste married couple with either father or mother belonging to a community included in SEBC list or with father and mother belonging to different communities, both of whom are included in the SEBC list, are eligible for reservation under SEBC. Such candidates should furnish an Inter-Caste Marriage Certificate from the Village Officer/Tahsildar in the proforma given in Annexure VIII. They need not produce Income Certificate for claiming communal reservation. Candidates with father and mother belonging to different communities, both of which are included in the SEBC list, can avail communal reservation under any one of the communities of their parents, which is to be mentioned by the candidate in the relevant column of the application. (For example a candidate born out of inter-caste marriage between an Ezhava and a Muslim can claim the reservation benefit applicable either to Ezhava or Muslim only and not against both) SC/ST candidates who are children of Inter-caste married couple of whom one is SC/ST, eligible for educational and monetary benefits admissible to SC/ST as per Section 2 (ii) of G.O (Ms) No. 25/05/SCSTDD dated , if eligible for reservation under SEBC, will be granted the same based on the community claim shown in the inter-caste marriage certificate issued by Revenue officials and to be attached by them with the application. The claim made in the application form will be final and cannot be changed subsequently. 11 FEES FOR THE COURSE To be notified 12 LIQUIDATED DAMAGES At the time of admission every candidate shall execute a bond (see Annexure XII) in Kerala Stamp Paper worth Rs.100/-, to the effect that he/she will pay to Government/Institution concerned a sum of Rs. 5,00,000/- as liquidated damages, if he/she discontinues the studies at any time after the closing of admission. 13 HOW TO APPLY The application forms are common for all candidates including those seeking admission under Service Quota. The candidate seeking admission to the course should apply online through the website 14 APPLICATION FEE The Application Fee will be as follows: For General candidates : Rs For SC/ST candidates : Rs Note: The application fee once remitted will not be refunded under any Circumstances 15 REMITTANCE OF APPLICATION FEE & SUBMISSION OF APPLICATION FORM There will be two stages for the submission of Application form all of which are mandatory. Candidates shall complete all the stages of submission as per the time schedule that will be notified through the website/media. Page 10 M.Sc. MLT-2015 DME-2015, Tvpm

11 Stage 1. Remittance of application Fee The candidate shall visit the official website click the link Admission to M.Sc.(MLT) Course Then click the button NEW CANDIDATE.The personal details of the candidate have to be filled in the page thus obtained and saved. The printout of the chalan form that will appear on the screen has to be taken and produced in any branch of the designated bank (which will be notified later) for the remittance of requisite application fee. After the remittance of fee in the bank, the candidate will get the candidate copy and office copy of the chalan from the bank (The candidate has to send the office copy to the Director, LBS Centre for Science & Technology, Extra Police Road, Nandavanam, Palayam, Trivandrum along with the application form. The candidate copy of the chalan should be retained by the candidate.) Stage 2. Confirmation of Registration After the remittance of fee, the candidate has to visit the official website again and click the link Admission to M.Sc.(MLT) Course-2015, on the next day or within the prescribed time limit for completion of the online application registration process. The candidate now has to click the button LOGIN/FEE REMITTED CANDIDATE. In the page thus obtained he/she has to enter the Application number, name of branch, Date of remittance and chalan number regarding the fee remittance. Now the candidate will have to create and submit a password which must be made up of numerals or alphabets or a combination of both. The candidate also has to answer the selected security question and click the button CONFIRM. After this procedure the candidate has to upload soft copy of the recently taken passport size photo in JPEG format with size not more than 20 kb. On successful uploading of the photo the candidate will get a unique registration id. (Candidates are requested to keep the Password and Registration ID strictly confidential, to protect their interest). Then the candidate has to click the button PROCEED for taking him/her to the personal data sheet where he/she has to fill all the required data. On completion of this process the candidate has to take a printout, which is the application form In the case of Service candidates, the application fee should be remitted in the Treasury under the head of Account and the Chalan receipt should be attached with the application form which can be downloaded from the website The filled in application form together with the chalan receipt and supporting documents should be submitted to the Director of Medical Education through proper channel Those candidates who wish to apply under General Merit as well as Service Quota Page 11 M.Sc. 12 shall remit the application fee separately and send the applications as per the procedures mentioned in clause 18 stage 1 & stage The Prospectus can be downloaded from the website The application forms and the Prospectus will not be available from any of the Medical Colleges, Director of Medical Education s office, LBS Centres or any other office. For any assistance, candidates can contact nearest district facilitation centres given in Annexure IX 16 FORWARDING OF APPLICATION FORM. Application form together with the following documents should be sent to The Director, LBS Centre for Science & Technology, Nandavanam, Palayam, Thiruvananthapuram with the superscription Application for Admission to M.Sc. (MLT) Course before the time and date notified. The Service candidates shall submit their application to the Director of Medical Education, Medical College P.O, Thiruvananthapuram , through proper channel. The last date of submission of applications will be same as for all the candidates. The candidates, who wish to be considered for selection through Entrance Examination and selection under service quota, should submit their applications to the Director, LBS Centre and Director of Medical Education respectively. 17 DOCUMENTS TO BE SUBMITTED ALONG WITH THE APPLICATION. In all cases, duly attested true copies/photostats, of the following documents must be submitted along with the application. i. Office copy of the Bank/Treasury chalan showing remittance of application fee. ii. Certificate to prove date of birth. iii. Nativity certificate, required under clause 3.3. iv. Community certificate obtained from the concerned Tahasildar, in the prescribed format in the case of SC/ST applicants. v. Income & community certificate obtained from the concerned Village officer, in the prescribed format in the case of SEBC applicants. vi. vii. viii. ix. Degree Certificate of B.Sc.(MLT) Examination. Statement of marks in all the subjects of the B.Sc.(MLT) Examinations. Service certificate and Experience Certificate in case of service candidates for selection under service quota as on the date of notification. Equivalency certificate from KUHS for candidates who have obtained B.Sc.(MLT) Degree from university outside Kerala at the time of submission of application. x. 13 18 ALLOTMENT The Centralized Allotment Process for Government seats in Government/Government controlled/self Financing Colleges will be through a single window system (SWS). The allotment to various colleges will be done by the Director, LBS Centre, under the supervision of the Director of Medical Education. The allotments will be strictly based on the options exercised by the candidate, the rank lists prepared by the Director, LBS Centre for Science and Technology, eligible reservation(s) of the candidate and availability of seats Rank List will be published in the Website on the date notified. A Trial Allotment will be conducted to give an idea about the chances of getting allotment More rounds of allotments will be held if found necessary. The details of such allotments will be notified through media. Candidates are advised to visit the Website and keep a constant watch on the leading print and electronic media, pertaining to notifications/instructions regarding allotment. 19 CANCELLATION OF ADMISSION Admission given will be cancelled if it is found later that the candidate have secured admission by producing false certificates/claims. 20 PREVENTIVE MEASURES AGAINST RAGGING According to the Kerala Prohibition of Ragging Act 1998, Ragging means doing of any act by disorderly conduct to a student of an educational Institution, which causes or is likely to cause physical or psychological harm or raising apprehension or shame or embarrassment to that student and includes teasing or abusing or playing practical jokes or causing hurt to such students or asking a student to do any act or to perform something which such student will not in the ordinary course be willing to do All institutions will have to abide by the directives of the honorable supreme court of India, dated May 16, 2007 in SLP No.(S) of 2006 University of Kerala Vs Council, Principal s, Colleges, Kerala and Ors [with SLP No /2004 and WP (Crl) No.173/2006 and SLP No /2004 and WP (Crl)] and the recommendations approved by the Honorable Supreme Court of India on effective prevention of ragging in educational institutions In case, the applicant for admission is found to have indulged in ragging in the past or if it is noticed later that he/she has indulged in ragging, admission may be refused or he/she shall be expelled from the educational institution It shall be the collective responsibility of the authority of the Institution to see to each that effective steps for preventing ragging are taken. Anti-ragging committees and anti ragging squads will have to be formed to take effective measure against ragging and they should adhere to the stipulations and effectively monitor and comply with the Directives Each of the student of the Institution and his/her parents, or guardian are required to submit a combined undertaking at the time of registration/admission in prescribed format Annexure XI available in the prospectus.
