2 Project Information Purpose Adelaide City Council and the Department of Planning, Transport and Infrastructure aim to increase the number of people using public transport by improving access within the City and North Adelaide. This project is part of that aim and is aligned with: Council s Smart Move: The City of Adelaide s Transport and Movement Strategy , which aims to Double the patronage and frequency of the Adelaide Connector bus service by 2022 The State Government s State Strategic Plan target to Increase the use of public transport to 10% of metropolitan weekday passenger vehicle kilometres travelled by By integrating the resources of the Adelaide City Council and the Department of Planning, Transport and Infrastructure, a new free bus service can be created, enabling more people to make the switch from driving to public transport. The new free bus service will use larger, high quality buses and have extended operating hours with an increased service frequency. The new service will bring significant benefits to residents, workers, visitors, students and tourists who want to access the City and North Adelaide. Background Adelaide City Council s Adelaide Connector bus service currently operates a figure-of-eight loop around the City and North Adelaide. The free service operates hourly, seven days a week in both directions (excluding public holidays). Current operating hours (first / last services) are: Monday to Thursday 8 am / 5 pm Friday 8 am / 8 pm Saturday and Sunday 10 am / 4 pm The service uses two mini-buses and Tindo, the world s first solar electric bus. As a result, the service is infrequent and does not have the capacity to meet the peak-hour passenger demand. The Department of Planning, Transport and Infrastructure operates the free 99C City Loop service linking the Adelaide Railway Station with key destinations within the northern portion of the City including the Central Market, Royal Adelaide Hospital, and the East and West End precincts. The free 99C service operates seven days a week, including public holidays. A 20 minute service frequency is provided Mondays to Fridays, and a 30 minute frequency on Friday evenings and on weekends and public holidays. Current operating hours (first / last services) are: Monday to Thursday 8 am / 6.20 pm Friday 8 am / 9.15 pm Saturday 8.15 am / 5.45 pm Sunday and public holidays 10 am / 5.45 pm Benefits of the new free service The Adelaide City Council and the Department of Planning, Transport and Infrastructure aim to create a new attractive, distinct and convenient free public transport service, linking key destinations within the City and North Adelaide. Merging the Adelaide Connector and the 99C Loop bus services will improve public transport access within the City and North Adelaide, and meet the needs of commuters, residents, students, tourists and visitors. The benefits of the new free City connector bus service include: Increasing the service frequency at the majority of City bus stops to every 15 minutes (from 20 and 60 minutes) Increasing the service frequency linking North Adelaide to the City to every 30 minutes (from 60 minutes) Expanding the operating hours of the new service to incorporate earlier morning services Monday to Friday (6.45 am), evening services every day of the year (7:15 pm, and 9.15 pm on Friday evenings). Providing a service to North Adelaide on public holidays Improving the connectivity between major City and North Adelaide destinations (such as the Women s and Children s Hospital, Festival Centre, Royal Adelaide Hospital, Rundle Mall, Hutt Street Library and Community Centre, and Central Market) Increasing the passenger capacity Upgrading selected bus stops to improve accessibility; and Providing larger, modern low-floor, wheelchair-accessible and air-conditioned buses.
3 Proposed bus stop locations To ensure the new free bus service is able to accommodate more passengers, new modern, larger, low-floor buses will be used on the route. These buses will be of a similar size to existing Adelaide Metro buses. Where possible, the new free City connector service will use existing Adelaide Connector or Adelaide Metro bus stop in order to minimise the loss of on-street parking spaces. However, many of the existing Adelaide Connector bus stops have not been designed for the larger buses and therefore need to be extended and upgraded. The proposed bus stop locations for the new free bus service are shown on the following pages. Each stop is shown, along with its impact on on-street parking and the proposed upgrade. Many of the new bus stops do not require upgrading. After the consultation closes Once the consultation on the new free City connector bus service has been completed, Council will consider all the responses received. It will provide information on the final bus stop locations, and publish the proposed new service and timetable. Everybody who had contributed to the consultation will be contacted with the outcomes from the process. In addition, the information will be published on the Your Say Adelaide, Smart Move Adelaide City Council, and Adelaide Metro websites. Bus stop construction is expected to begin after the consultation process has been finalised and, due to the large number of bus stops to be upgraded, the changes are expected to take place over two years, subject to budget availability. New timetables will be produced by Adelaide Metro and will be available at least four weeks prior to the new service starting (anticipated to be January 2014). 5 Frequently Asked Questions Why integrate the Adelaide Connector and 99C bus services? When operated individually, the Adelaide Connector and 99C City Loop bus services do not meet the desired frequency, coverage or hours of operation that a modern City requires. Combining the resources of Council and the Department of Planning, Transport and Infrastructure will create a new free City connector bus service that meets the needs of the community, workers, students and visitors of Adelaide. The service will also provide an exciting opportunity for Council and the Department of Planning, Transport and Infrastructure to develop a high-quality public transport service connecting key destinations within the City and North Adelaide, and meeting a shared vision of a vibrant and accessible city. What route will the new free bus operate on? The new free City connector bus will operate in both directions in a loop around the City and North Adelaide. Additional loop services will operate within the City to provide a higher service frequency (except at bus stops 1, 13B and 24). The route is based on the funding available from combining the Adelaide Connector and 99C Loop free bus services. Any changes to the route may have serious cost implications to Council and the Department of Planning, Transport and Infrastructure. See the proposed route map for more information on the route. Why doesn t the new bus service stop at all the bus stops? To provide a fast and convenient way to access the City and North Adelaide, not all stops will be serviced. See the proposed route map for more information on the proposed stop locations and key destinations. Will the new bus stops impact on-street parking? Some bus stop upgrades will require the removal of some on-street parking and loading zones. The loss of on-street parking has been kept to a minimum by creating new spaces where possible. A total of 41 car parking will be lost as a result of the changes to stops. The maps below detail the parking changes for individual bus stops. Will the real time passenger information be displayed at each bus stop? At this stage real time passenger information is not planned to be installed at the free bus stops. Where will the new free bus stop? The new free bus service will serve all major destinations within the City and North Adelaide, including the Women s and Children s Hospital, Festival Centre, Royal Adelaide Hospital, Rundle Mall, Hutt Street Library and Community Centre, and Central Market. It is Council s policy that a formal submission can only be received if it includes the name and residential address of the respondent. The Council and Adelaide Metro will consolidate all comments and feedback and consider all submissions. A decision will then be made on the final details of the new service. Those who have taken part in the community engagement process will be informed of the final outcomes, which will also be available on the Adelaide City Council, Smart Move and Your Say Adelaide websites. 9 Stop 1: Franklin Street (Central Bus Station) It is proposed to locate bus stop 1 at the existing Adelaide Connector bus stops on Franklin Street close to Bowen Street (southern side) and between Cannon and Tatham Streets on the northern side. On-street parking impact: One after-hours (9pm-6am) car park removed
10 Stop 2: Victoria Square (Stop Name: Victoria Square) It is proposed to locate Stop 2 at the existing Adelaide Metro bus stops in Victoria Square (Bus Stop U1 northbound and Bus Stop F1 southbound). On-street parking impact: none
11 Stop 3: Grote Street (Stop Name: Central Market) It is proposed to locate Stop 3 on Grote Street at existing Adelaide Metro bus stops near the Central Market (Bus Stops D2 and W1). On-street parking impact: none.
12 Stop 4: Morphett Street (Stop Name: China Town, Gouger Street) It is proposed to locate Stop 4 on Morphett Street at existing Adelaide Metro bus stops near Gouger Street and China Town (Bus Stops H1 and S1). On-street parking impact: none.
13 Stop 5: Sturt Street (Stop Name: Law Courts) It is proposed to install a new bus stop on Sturt Street (southern side), near the Russell / Sturt streets intersection. The bus stop located on the northern side of Sturt Street is an existing Adelaide Connector bus stop. The northern bus stop requires expansion to accommodate the new larger buses. These stops will provide convenient access to the major developments on Sturt Street and to link with the north-south pedestrian link on Russell Street, while also being close to Whitmore Square. The new stop will require the removal of two on-street parking spaces on the northern side of Sturt Street and five spaces on the southern side. However, four on-street parking spaces will be re-instated in Whitmore Square. On-street parking impact: seven spaces removed and four spaces re-instated.
14 Stop 6: Halifax Street (Stop Name: City South) It is proposed to install new bus stops on Halifax Street near the intersection with King William Street. These stops will provide convenient access to the City South tram stop, as well as provide good connections to the surrounding area. The stop located on the northern side of the road will be indented to enable traffic to pass a bus while it is stopped. The new stop on the southern side will require the removal of two 15-minute on-street parking spaces on Halifax Street. Two parking spaces will be re-instated on the northern side due to the relocation of the northern side stop closer to King William Street. Four 15-minute parking spaces are located on King William Street approximately 30 metres from Halifax Street. On-street parking impact: two spaces removed and two spaces re-instated
15 Stop 7: Halifax Street (Stop Name: Hurtle Square) It is proposed to install new bus stops on Halifax Street near the intersection with Hurtle Square. These stop will provide convenient access to Pulteney Street and be within a short walking distance of the Box Factory. The new stop will require the removal of three on-street parking spaces on the southern side, and two on the northern side of Halifax Street. Two on-street parking spaces will be re-instated near Wakeham Street due to the relocation of the southern bus stop. On-street parking impact: five spaces removed and two spaces re-instated
16 Stop 8: Halifax Street (Stop Name: Hutt Street) It is proposed to locate new bus stops on Halifax Street near the intersection with Hutt Street at existing Adelaide Connector bus stops. These stops will provide convenient access to the Hutt Street precinct, and be within a short walking distance of the Hutt Street Library and Community Centre. The new stops require the removal of four on-street parking spaces on the southern side and the removal of three after-hours (9 pm-6 am) spaces on the northern side to allow larger buses to serve these stops. A new protuberance will be installed on the northern side and the existing protuberance on the southern side removed. One additional on-street parking space will be created on the northern side. On-street parking impact: seven spaces removed and one space re-instated
17 Stop 9: Hutt Street (Stop Name: Wakefield Hospital) It is proposed to bus stop 9 on Hutt Street at the existing Adelaide Metro bus stops near Wakefield Street (Bus Stops F1 and T1). These stops are close to the Wakefield Hospital On-street parking impact: none
18 Stop 10: East Terrace (Stop Name: Rundle Street) It is proposed to locate bus stop 10 on East Terrace at the existing Adelaide Metro bus stops near North Terrace and Rundle Road (Bus Stops B1 and Y1). These stops are close to Rundle Street, Botanic Gardens and Rymill Park. On-street parking impact: none.
19 Stop 11: North Terrace (Stop Name: Royal Adelaide Hospital) It is proposed to locate bus stop 11 on North Terrace at the existing Adelaide Metro bus stops near the Frome Road/Street intersection (Bus Stops I1 and R2). These stops are close to Rundle Street, Royal Adelaide Hospital, University of South Australia (City East Campus) and the University of Adelaide. On-street parking impact: none.
20 Stop 12: North Terrace (Stop Name: State Library & Museum) It is proposed to locate bus stop 12 on North Terrace at the existing Adelaide Metro bus stops near Kintore Avenue and Gawler Place (Bus Stops G1 and T2). These stops are close to the State Library and Museum, University of Adelaide and Rundle Mall. On-street parking impact: none.
21 Stop 13A: King William Road (Stop Name: Parliament House) It is proposed to locate bus stop 13A on King William Road at the existing Adelaide Metro bus stops near North Terrace (Bus Stops A3 and Z1). These stops are close to the Festival Centre, Adelaide Railway Station, Parliament House and Elder Park. On-street parking impact: none.
22 Stop 13B: King William Street (Stop Name: Rundle Mall) It is proposed to locate bus stop 13B at the existing Adelaide Metro bus stops on King William Street close to North Terrace) and Rundle Mall. On-street parking impact: none
23 Stop 14: Sir Edwin Smith Avenue (Stop Name: Women s & Children s Hospital) It is proposed to locate bus stop 14 on Sir Edwin Smith Avenue at the existing Adelaide Metro bus stops near Kermode Street (Bus Stops 2). These stops are close to the Women s and Children s Hospital. On-street parking impact: none.
24 Stop 15: Melbourne Street (Stop Name: Brougham Gardens) It is proposed to locate bus stop 15 on Melbourne Street at the existing bus stops near Frome Road (Bus Stops 2A). Three car parking spaces will be re-instated on Frome Road and MacKinnon Parade due to the relocation of these stops. On-street parking impact: 3 spaces re-instated.
25 Stop 16 Melbourne Street (Stop Name: Melbourne Street) It is proposed to install a new bus stop on the southern side of Melbourne Street, near the intersection with Jerningham Street. This stop will be in place of the existing Adelaide Metro bus stop (Bus stop 3A) and will be closer to Jerningham Street. It is proposed to locate the northern bus stop at the existing bus stop (Bus Stop 3A). The new stop will require the relocation of two on-street and five motorcycle parking spaces on the southern side. The two spaces and the motorcycle parking will be relocated on Melbourne Street, east of Jerningham Street. On-street parking impact: two spaces and five motorcycle spaces relocated
26 Stop 17: Kingston Terrace (Stop Name: Kingston Terrace) It is proposed to install new bus stops on Kingston Terrace near the intersection with Ward Street. These stops will be close to the residential precincts in the area. The new stops will require the removal of four on-street parking spaces on the northern side and two on the southern side. On-street parking impact: six spaces removed.
27 Stop 18: Lefevre Terrace (Stop Name: Glover Playground) It is proposed to locate new bus stops on Kingston Terrace at the existing Adelaide Connector bus stop near the intersection with Tynte Street. These stops will be close to the residential precincts in the area and the Glover Playground. The new stop will require the removal of four on-street parking spaces on the western side of Lefevre Terrace. On-street parking impact: four spaces removed.
28 Stop 19: Tynte Street (Stop Name: Tynte Street) It is proposed to install new bus stops on Tynte Street near O Connell Street. These stops will be close to the North Adelaide Library and Community Centre and the O Connell Street precinct. The new stops will require the removal of eight on-street parking spaces on the northern side and four spaces southern side. On-street parking impact: 12 spaces removed.
29 Stop 20: Molesworth Street (Stop Name: Wellington Square) It is proposed to install new bus stops on Molesworth Street near Wellington Square. These stops will be close to the Helping Hand Centre and North Adelaide residential precinct. The new stop will require the removal of six on-street parking spaces on the northern side and three spaces on the southern side. Existing permit zones will be relocated. Four car parking spaces will be created on the adjacent Buxton Street where two existing Adelaide Connector bus stop will be removed. On-street parking impact: nine spaces removed on Molesworth Street and four created on Buxton Street.
30 Stop 21: Hill Street/Strangways Terrace (Stop Name: Calvary Hospital) It is proposed to locate new bus stops on Hill Street for the anti-clockwise direction service and on Strangways Terrace for the clockwise direction. Both stops are at existing Adelaide Metro bus stops (Bus Stops 5). These stops are close to the Calvary Hospital and Golf Links. On-street parking impact: none.
31 Stop 22: Jeffcott Street (Stop Name: Light s Vision) It is proposed to locate new bus stops on Jeffcott Street at the existing Adelaide Metro bus stops (Bus Stops 3). This stop is close to Pennington Terrace and Light s Vision. On-street parking impact: none.
32 Stop 23: Montefiore Road (Stop Name: Convention Centre) It is proposed to install a new bus stop on Montefiore Road (Bus Stops 1). These stops are close to the Adelaide Convention Centre, River Torrens, City West tram stop and North Terrace. On-street parking impact: none
33 Stop 24: Morphett Street (Stop Name: Hindley Street) It is proposed to install new bus stops on Morphett Street near Hindley Street. These stops are close to the Hindley Street and West End precincts, Light Square and the UniSA City West Campus.
