1 SUMMARY OF ANTICIPATED SPECIAL EVENT STREET CLOSURES Last updated Monday, July 28, City of Bristol, Tennessee Friday, August 1, 2014 Seventh Border Bash, 400 and 500 Blocks of State Street. The 400 and 500 blocks of State Street will be closed from 4:00 p.m. to 10:00 p.m. for this event, as well as a southbound lane of Martin Luther King, Jr. Boulevard north of State Street. There will be no access to southbound 5th Street from State Street during this time. Parking will be restricted in certain nearby areas earlier in the day in support of traffic control for this event. Friday, August 8, 2014 AACA Antique Automobile Show, State Street. Parking spaces on Stoneman Family Drive and the municipal parking lot west of Stoneman Family Drive will be closed at 6:00 a.m., as well as parking spaces on certain portions of Piedmont Avenue, Moore Street, and Lee Street. Parking spaces in the northern portion of the Downtown Center (the part with access from State Street) will be closed at noon. State Street between Volunteer Parkway/Commonwealth Avenue and Martin Luther King, Jr. Boulevard; Carter Family Way; Stoneman Family Drive; and portions of Ralph Peer Street, 8th Street, 7th Street, 6th Street, Bank Street, 5th Street, Piedmont Avenue, Moore Street, and Lee Street adjacent to State Street will close to incoming traffic at 1:00 p.m. Vehicles already legally parked in these two-hour parking areas will have until 3:00 p.m. to depart. These streets will be sealed off at about 3:00 p.m. for this event and will remain closed until the post-event clean-up is over at approximately midnight. Access will be maintained to all the banks in this area: this branch of First Tennessee Bank will close at 2:00 p.m. with access via 8th Street; Regions Bank will have access via Shelby Street only; and Wells Fargo Bank will have access via Winston Alley only. Thursday, August 14, 2014 Full Moon Jam Concert, 800 Block of State Street. State Street between 8th Street/Carter Family Way and Ralph Peer Street will be closed from approximately 6:00 p.m. to 10:00 p.m. for this event at the adjacent Downtown Center. Friday, August 15, 2014 Eighth Border Bash, 400 and 500 Blocks of State Street. There will be no access to southbound 5th Street from State Street during this time. Parking will be restricted in certain nearby areas earlier in the day in support of traffic control for this event. Saturday, August 16, 2014 Girls, Incorporated Bicycle Poker Ride. The bicyclists will depart Anderson Park at 9:00 a.m. and travel over the Anderson Street bridge, and thence northbound along Pennsylvania Avenue, eastbound East State Street, eastbound King College Road, and eastbound Old Jonesboro Road before passing out of the city
2 limits and into Washington County, Virginia. Motorists are cautioned to be aware of groups of bicyclists along these roads, as well as bicyclists riding alone on more of Pennsylvania Avenue, Ash Street, Martin Luther King, Jr. Boulevard, and State Street as they return from Virginia to the finish line on Piedmont Avenue in Bristol, Virginia. The last bicyclist should arrive at the finish line by approximately 11:30 p.m. Wednesday, August 20, 2014 Grand Opening of Bass Pro Shops at The Pinnacle. No street or lane closures are anticipated for this event, but motorists are cautioned to be alert for heavier traffic volumes in the vicinity of Highway 11W, Exit 74, and Pinnacle Parkway. The new traffic signal at Highway 11W and Pinnacle Parkway will be in operation. Wednesday, August 20, 2014 UNOH 200 and Whelen Modified 150 Races at Bristol Motor Speedway. No street closures are planned for the Wednesday night races of the August Race Weekend. Motorists should expect heavier traffic loads in the BMS vicinity and on the race traffic routes leading to and from the speedway (Volunteer Parkway, Commonwealth Avenue, Highway 11E, Exide Drive, Highway 394, Highway 421, Highway 390, Virginia Avenue, Pennsylvania Avenue, Anderson Street bridge, Lee Highway, and Martin Luther King, Jr. Boulevard) during this period and plan their trips accordingly. Police may be directing traffic in the immediate vicinity of BMS. Thursday, August 21, 2014 Food City Family Race Night, Downtown Bristol. The following streets will be closed from 5:30 a.m. to approximately midnight for this annual event: State Street, Volunteer Parkway/Commonwealth Avenue to Martin Luther King, Jr. Boulevard; Shelby Street, 5th Street to 6th Street; 6th Street, Shelby Street to State Street; 5th Street, State Street to Shelby Street; all of Stoneman Family Drive; all of Carter Family Way; and half-block portions of Ralph Peer Street, 8th Street, 7th Street, Bank Street, Piedmont Avenue, Moore Street, and Lee Street adjacent to State Street. There will also be single-lane closures on Martin Luther King, Jr. Boulevard between Scott Street and Shelby Street, as well as on Cumberland Street between Piedmont Avenue and Martin Luther King, Jr. Boulevard. Access will be maintained to all the banks in this area: this branch of First Tennessee Bank will close at noon with access via 8th Street; Regions Bank will have access via Shelby Street only; and Wells Fargo Bank will have access via Winston Alley only. Thursday, August 21, 2014 Transporter Motorcade. The Transporter Motorcade will depart Bristol Mall at 9:00 p.m. and travel to Bristol Motor Speedway along the following route: southbound Gate City Highway, eastbound Euclid Avenue, southbound Commonwealth Avenue, southbound Volunteer Parkway, and southbound Highway 11E to the Bristol Motor Speedway South Entrance. Highway 11E from Exide Drive to Highway 394 will be closed from shortly after 9:00 p.m. to approximately 11:00 p.m. in support of this event for proper traffic control and pedestrian safety. Friday, August 22 and Saturday, August 23, 2014: Food City 300 Nationwide Race and Irwin Tools Night Race Sprint Cup Series Races at Bristol Motor Speedway. The NASCAR Race Weekends at Bristol Motor Speedway (BMS) add a considerable
3 volume of traffic to the area. Motorists should expect heavier traffic loads in the BMS vicinity and on the race traffic routes leading to and from the speedway (Volunteer Parkway, Commonwealth Avenue, Highway 11E, Exide Drive, Highway 394, Highway 421, Highway 390, Virginia Avenue, Pennsylvania Avenue, the Anderson Street bridge, Lee Highway, and Martin Luther King, Jr. Boulevard) during this period and plan their trips accordingly. Early on Friday, August 22, Sweet Knobs Trail between its two Highway 394 intersections will be converted to a one-way, eastbound-only roadway, and will remain so around the clock until the end of Race Weekend. Just before the races begin on Friday and Saturday, all of the median openings on Volunteer Parkway/Highway 11E from BTES to just north of Egypt Road will be closed, and will remain closed until the race traffic ends that evening. Traffic signals along Volunteer Parkway, Commonwealth Avenue, Highway 11E, and Highway 394 may be placed in flash mode or controlled manually by police officers during the heaviest pre-race and post-race flow periods. On both Friday and Saturday, starting no earlier than noon but delayed as long as possible until required by race traffic conditions, no left turns will be permitted in any direction at the intersection of Volunteer Parkway/Highway 11E and Exide Drive. Just before the race begins, Exide Drive from Volunteer Parkway/Highway 11E to the battery plant will be converted into a one-way, westbound-only roadway, and will remain so until the race traffic ends that evening. Thus, during that time, there will be no direct access to Volunteer Parkway from Exide Drive, Carden Hollow Road, or Bethel Drive. During and after the races on both Friday and Saturday, the portion of White Top Road between Highway 11E and Highway 394 will be accessible from Highway 11E only. No access will be permitted from Highway 394 to this portion of White Top Road during that time. During and after the races on both Friday and Saturday, no left turns along eastbound Highway 394 at any intersections or driveways between Franklin Drive in Blountville and Highway 11E will be permitted, in order to install and maintain the post-race contraflow lane (the Highway 394 center two-way left-turn lane will operate as a oneway westbound lane only for post-race flow). The northbound left lane of Highway 11E/Volunteer Parkway between Oakdale Road/Thomas Lane and the South Entrance of Bristol Motor Speedway will operate as a southbound contraflow lane during a portion of that time as well; access will be controlled accordingly. The northbound right lane will remain open to northbound traffic. After the races end on both Friday and Saturday, the on-ramp from Highway 394 to northbound Highway 11E, and the southbound Highway 11E off-ramp to Highway 394, will be closed for several hours.
4 On Sunday, August 24, heavier traffic volumes can be expected on Volunteer Parkway, Commonwealth Avenue, Highway 11E, and Highway 394 as additional vehicles depart the Bristol Motor Speedway area. There will be other locations in the Bristol area at which certain turns may be prohibited at certain times. Police personnel will be on hand at many locations to direct traffic. Monday, September 1, 2014 (Labor Day) Summer s End 5K Run and Back to School Youth Mile. From 5:30 a.m. until approximately 10:00 a.m., both southbound lanes of Martin Luther King, Jr. Boulevard from Anderson Street to south of the YMCA will be closed for this event. Closed as well will be single lanes on southbound Martin Luther King, Jr. Boulevard from Moore Street/Oakview Avenue (Five Points in Virginia) to Anderson Street; and on State Street between 7th Street/Piedmont Avenue and Martin Luther King, Jr. Boulevard. Motorists are also advised to watch for runners on Piedmont Avenue, Euclid Avenue, Chester Street, Sutherlin Street, and Oakview Avenue. Thursday, September 18, through Sunday, September 21, 2014: Rhythm and Roots Reunion. Piedmont Avenue between Goode Street/Winston Alley and Cumberland Street will close at 2:00 p.m. on Thursday, September 18, to start the street closures for the Rhythm and Roots Reunion event. The following streets will be closed from 5:30 a.m. on Friday, September 19, through approximately midnight on Sunday, September 21, for this annual event: State Street, Volunteer Parkway/Commonwealth Avenue to Martin Luther King, Jr. Boulevard; 6th Street, Shelby Street to State Street; 5th Street, State Street to Shelby Street; all of Stoneman Family Drive; all of Carter Family Way; and half-block portions of Ralph Peer Street, 8th Street, 7th Street, Bank Street, Piedmont Avenue, Moore Street, and Lee Street adjacent to State Street. There will also be single-lane closures on Martin Luther King, Jr. Boulevard between Scott Street and Shelby Street. Access will be maintained to all the banks in this area: this branch of First Tennessee Bank will close at noon (drivethrough) and 2:00 p.m. (lobby) on Friday, September 18, with access via 8th Street; Regions Bank will have access via Shelby Street only; and Wells Fargo Bank will have access via Winston Alley only. Saturday, September 20, 2014 Rhythm and Roots Reunion 5K Run. In addition to the street closures listed above for the Rhythm and Roots Reunion, the following streets will be affected by the Rhythm and Roots Reunion 5K run. From 5:30 a.m. until approximately 10:00 a.m., Locust Street from Martin Luther King, Jr. Boulevard to Liberty Alley, and Alabama Street from Martin Luther King, Jr. Boulevard to Olive Street will be closed for this event. Closed as well will be single lanes on southbound Martin Luther King, Jr. Boulevard from Scott Street to Ash Street; and on Anderson Street between Volunteer Parkway and Martin Luther King, Jr. Boulevard. Motorists are also advised to watch for runners on Piedmont Avenue, Scott Street, and Melrose Street. From 8:00 a.m. to about 8:15 a.m., both southbound lanes of Martin Luther King, Jr.
5 Boulevard from Cumberland Street to the southern driveway of the YMCA will be closed for the start of the race itself. Saturday, November 8, 2014 Veteran s Day Parade. All of Bob Morrison Boulevard between West State Street and Fairmount Avenue will be closed at 7:30 a.m. for parade staging. The parade route will be closed to all traffic just before the parade begins at 10:00 a.m. (West State Street/State Street from 12th Street to Martin Luther King, Jr. Boulevard; Lee Street from State Street to Cumberland Street; Cumberland Street from Martin Luther King, Jr. Boulevard to Piedmont Avenue; and Moore Street just north of Cumberland Street). After the parade is over, all of these streets re-open to traffic. Lee Street from Cumberland Street to Scott Street will be closed from 6:00 a.m. to noon for the Veteran s Day commemorative ceremony in adjacent Cumberland Square Park. Saturday, November 15, 2014 YWCA Turkey Trot 5K Run. From 5:30 a.m. to approximately 10:00 a.m., single lanes will be closed on Anderson Street from Volunteer Parkway to Pennsylvania Avenue; Martin Luther King, Jr. Boulevard from the YMCA to Melrose Street; and on Pennsylvania Avenue from State Street/East State Street to Anderson Street for this annual event. Motorists are also advised to watch for runners on Melrose Street, Ash Street, 6th Street, 7th Street, and Cherry Street during this time. Eastbound State Street from the railroad crossing to Pennsylvania Avenue/Goodson Street will be closed from about 7:50 a.m. to 8:10 a.m. for the start of this event. Tuesday, December 16 (rain date of Thursday, December 18), 2014 Journey s End. This pedestrian-only event will depart the Downtown Center at approximately 6:30 p.m. and operate with a rolling roadblock east on State Street, then north on Moore Street, before ending at Cumberland Square Park at about 7:30 p.m.
