TIGER: Capacity Development & Earth Observation for Looking after Water in Africa Benjamin Koetz Directorate of Earth Observation Programmes European Space Agency

From Images to Information

Why Capacity Development for EO? Continuous & Reliable Observations (EO & in-situ) Sustainable (Free) & Operational Data Knowhow & Technical Expertise Training and R&D Technical Capacity for Data Processing & Management Software tools & Infrastructure Integration in Decision Making Processes Institutional Capacity & User Engagement

The TIGER Initiative: Origin & Objective ESA launched TIGER in 2002 as a CEOS response to World Summit on Sustainable Development in Johannesburg. TIGER objective: assist African countries to overcome problems faced in the collection, analysis and dissemination of water related geoinformation by exploiting the advantages of Earth Observation technology. African Community: TIGER involves more than 150 African experts in 42 countries who actively participate in TIGER development projects and capacity building actions;

*incomplete list TIGER Partnerships International Stakeholders TIGER Regional Offices Trans-boundary River Basin Authorities National Water Authorities, Universities, Technical Centers*

TIGER Approach and Vision TIGER is based on a user driven approach under African leadership The African Ministers Council On Water (AMCOW) endorsed the initiative in 2006 Assist African scientists, technical centres and water authorities to develop the tools, the knowledge and the capacity to exploit EO technology for the monitoring and management of water resources; Enable African water authorities at national and trans-boundary basin scale to lead the transition from a demonstration stage towards operational EO information services; Towards Operation under African Leadership Information services are demonstrated by a European technical team to African users African user take the leadership in setting up collaboration with development agencies to ensure the transition to operations Services run operationally under African leadership

TIGER Achievements in 10 years Development Model & Action Lines > satellite scenes delivered >300 African experts trained

TIGER Capacity Building Facility (TCBF): Developing African Knowledge and Scientific Capacity Training Activities: Dedicated Training courses in Africa & Europe Empowerment of Regional Centres: AGHRYMET (Niger), RCMRD (Kenya), WRC (SA); OSS (Tunisia) Partnership with UNDP Cap-Net Water Research Component Support to 70 & 10 (open call) research projects in Africa Tailored technical support and research stages; TIGER workshop 2011, South Africa

TIGER Capacity Building Facility: Training Activities Supporting Training Capacity of TCBF Regional Centers: AGHRYMET (Niger), RCMRD (Kenya), WRC (South Africa), OSS (Tunisia) Development of TIGER Training Kit Partnership with Cap-Net/UNDP for Training of the Trainers Zambia Training EMWIS workshop Training Kit

Water Observation Information System For African Water Authorities Objective: Enable African water authorities to improve IWRM by exploiting Earth Observation (EO) technology Implement an operational Water Observation Information System (WOIS) for monitoring water resources Developed in collaboration with African water authorities Transboundary Observation Capacity Transparent tool for Reporting & IWRM Sustainability through Open Source & CB Enabling the Use of Earth Observation Data for Integrated Water Resource Management in Africa with the Water Observation and Information System Radoslaw Guzinski et al., Remote Sens. 2014, 6(8), ; doi: /rs

WOIS Application Showcases at National to Transboundary Scale

Conclusions: after >10 years of TIGER Capacity building of EO know-how within an African wide network of water authorities, universities & technical centres Development & Demonstration of EO products & applications for water resource management Facilitation of EO data access & processing Good Basis for the development of EO information for water under African Leadership Sentinel operational & free data are essential for sustainably Looking After Water in Africa Launched 3 rd of April

Seminar: EO in Support of Sustainable Water Management

ESA point of contact: Website: TIGER Research TIGER Initiative WOIS showcases

WOIS Use Case: Support for LCBC Reporting LAKE CHAD BASIN CHARACTERIZATION The WOIS will allow us to assess environmental variables by catchment over the whole basin for the 1 st State of the Lake Chad Basin Report Mohammed Bila, Head of the Lake Chad Basin Observatory, LCBC WOIS integrated information: hydrological network Land cover, seasonal and long-term map of changes Drought condition and water stress anomaly other operational EO products (precipitation, etc.) Monitoring/Reporting/Management/Intervention
