7 FOREWARD The 2013 CAOBISCO Statistical Bulletin brings together data on CAOBISCO products in the European Union, Switzerland, Norway and other members of the (USA, Australia, Japan and Brazil). The figures are based on PRODCOM data (only for countries), as reported officially by ROSTAT, and, corrected and completed where appropriate by our members. The Bulletin contains key figures illustrating the importance of the sectors represented by CAOBISCO (sugar confectionery, chocolate and fine bakery wares) in providing global market trends for production, consumption and trade. For more specific needs, CAOBISCO members can obtain detailed data per product type and per country on the CAOBISCO intranet sites, which they will be able to access by username and password. External users will be able to order the same data via an order form that can be found on the CAOBISCO Internet site: We should like to thank all those who have contributed time and effort to this publication. 8 METHODOLOGY Data sources Due to improvements in the official collection of data by ROSTAT (Statistical Office of the European Union) and in order to ensure a coherent framework that would enable an accurate comparison of recent data, the collection of statistical data by CAOBISCO was subject to a major change in methodology in The main source of data for countries is the official PRODCOM production data from ROSTAT. The data was collected and transposed by the CAOBISCO Secretariat. CAOBISCO members have verified the data and have given their approval. Norway and Switzerland have provided their own collected data, as have National Associations in Brazil, Japan and Australia. Given the large number of divergences in classification which exist, not only within the different Member States, but also within the different companies in membership of each National Association, the Statistical Committee and the CAOBISCO Secretariat have attempted to find the best compromise possible for the creation of a common classification to which each Association has been asked to conform to. Nevertheless and for very diverse reasons, some countries or the Secretariat have not always been able to follow this common structure to the letter. Indeed, for some, the PRODCOM figures do not reflect the reality in industry production, for example in some instances they include artisan production. Consequently, in order to ensure a coherent framework, the CAOBISCO Secretariat consulted National Associations; who provided their own collected figures. Furthermore and where necessary, the Secretariat made estimates under the guidance of industry experts. Finally, when it proved really impossible to obtain certain figures, or these were considered to be confidential, the boxes were left empty. No figure = data not available or confidential (Note, in the case that a production figure is missing; the consumption figure is consequently distorted) Classification of products Following the restructuring of the Statistical Bulletin, the categorisation of products is based on chapters of the Combined Nomenclature (CN) of the Harmonised System and their equivalent PRODCOM code (see tables pages 8 10). 2

9 The CN is a system of classification of overseas trade figures, drawn up by the European Union and composed of 8 digits. The first 6 digits correspond to the Harmonized System (HS) codes used for international trade. PRODCOM is a further product classification, which is used for studying industrial production. The relationship between the classifications PRODCOM and the CN mean that it is possible to compare external trade and domestic production of individual goods to a fine level of detail. Explanatory notes have also been added as footnotes for each country, thus making it possible to recognize products specific to each country. Trade Figures It should be noted that the trade figures (in value and quantity) used for illustrating external trade flows of the European Union as a total, are based on ROSTAT COMEXT data, which uses the product classification of the Combined Nomenclature (CN). Therefore, and as mentioned above, data cannot be compared with import and export data listed by individual Member States. Consumption and consumption per head In agreement with the macro economic equation, the apparent consumption for each category of products is calculated according to the formula: PRODUCTION + IMPORTS EXPORTS = CONSUMPTION Consequently, when production figures are not available for a category of products, notably for reasons of confidentiality, and exports are greater than imports, a negative figure would indicate the consumption of this same product. Thus, a negative figure would correspond to the trade balance of this product. In order to avoid any distortions to the totals, the Secretariat, in accordance with CAOBISCO members, has decided to leave a blank, where an important figure is found to be negative. *** 3

12 CAOBISCO PRODUCTS: a brief presentation Combined Nomenclature Trade Headings for CAOBISCO Products An analysis 1704: Sugar Confectionery This section has 14 Combined Nomenclature headings (8 digit). All but 3 of these cover finished confectionery of types that are of concern to all CAOBISCO members. It is important to note that CN heading covers white chocolate, which is reported by our industry as a chocolate product, though Customs rules group it with sugar confectionery. The remaining two CN headings cover ingredient or semi processed materials, i.e Liquorice extracts containing 10% or more sucrose Pastes, including marzipan, in immediate packing of a net content of 1 kg or more (i.e. when traded as a bulk commodity) These are usually left out of CAOBISCO calculations. 1806: Chocolate Products This HS section comprises 5 HS subsections (6 digit level) and a total of 21 Combined Nomenclature (8 digit) headings 22 if we count the white chocolate heading transferred in by the industry from Sub headings (1 CN headings) covering sweetened cocoa powders and (6 CN headings) covering bulk chocolate or cocoa preparations (such as couverture, chocolate milk crumb and bakers coatings) are regarded by the industry as semi processed materials. They are not therefore, included on the country tables for chocolate products. Three of the CN subdivisions of cover products that are not generally regarded as finished chocolate confectionery products, namely: Spreads containing cocoa 9070 Preparations containing cocoa for making beverages 9090 Other (foods containing cocoa) This leaves nine CN headings that form the usual basis for national statements of trade in chocolate confectionery. 6

13 1905: Fine Bakery Wares This HS section has five HS subsections and a total of 21 CN (8 digit) headings. Three of these are regarded as totally outside the area of CAOBISCO s responsibility, namely: Communion wafers, rice paper, etc Bread (as defined by customs rules) Other (which is defined to cover savoury products such as pizzas and Quiches) Among the remaining 18 there are also certain types of products that are not universally covered by CAOBISCO s National Association members and the affiliated manufacturers. Among these are to be specially noted: Crispbreads (Often more closely affiliated to the bread industry) Gingerbreads (Due to the variability in nature of these products from country to country and in the structure of national baking industries, they are not always made by CAOBISCO members) Rusks Toasts and similar (Again, the structure of national industries sometimes leaves these products, especially the toasts, outside the CAOBISCO members range of concern.) Matzos (Often seen as a specialist or ethnic product) Extruded or expanded products, savoury or salted (Sometimes included at national level within the ambit of the «Savoury Snacks» industry and its representative organisations, rather than the CAOBISCO members) 7
