1 Attachment to the directive number 17/12 of the PUMS Rector March 16, 2012 REGULATIONS FOR LIBRARY RESOURCE ACCESSIBILITY AT THE POZNAN UNIVERSITY OF MEDICAL SCIENCES, PUMS I. Introductory Provisions 1 Library resources are made available at the Main Library and at the specialist libraries in the particular units of the Poznan University of Medical Sciences that hereon is referred to as "the University." 2 These regulations govern the eligibility for the use of library resources that are University property as well as for access to inter-library loans from libraries at other universities. 3 Detailed rules of access to the library resources available at the specialist libraries within the University are defined by the managers of these specialist units, and with approval of the Main Library Director. 4 The printed, hard copy library materials are available: 1) for reading access only at the Main Library in the General Reading Room, the Periodicals Reading Room, the Research and Teaching Faculty Reading Room, and in the Open Monograph Collection as well as in the relevant University specialist libraries which are part of the PUMS library information system, 2) for personal loan at the Circulation Desk in the Main Library, 3) through inter-library loan from other libraries outside PUMS. 5 The electronic library resources can be accessed on: 1) computers at the Main Library and within the University network, 2) personal laptops of authorized users through a local wireless network connection, 3) home computers of the authorized users.
2 6 The use of University library resources is free of charge. 7 The Main Library provides information research and reprographic services, with the relevant costs covered by the requestor. 8 The Main Library operates on: 1) a two-shift schedule during the academic year, 2) a one-shift schedule during the summer break. 9 The Main Library operating hours are determined by the Main Library Director. II. Accessibility Details for the Resources in the Different Main Library Facilities: 1. The General Main Library Reading Room 10 This reading room may be used by anyone interested in medical literature. 11 This room offers free access to a collection of various reference materials, scripts, and handbooks. 12 The General Reading Room materials are available only for reading access on Library premises. 13 This reading room offers access to: 1) reference book collection that consists of textbooks and additional, supplemental reading materials for the courses taught at the University, 2) materials kept in a locked storage at the Main Library, 3) materials obtained through inter-library loan from other libraries. 2. The Periodicals Reading Room 14 The Periodicals Reading Room may be used by anyone interested in medical literature. 15
3 Periodicals are made available on Library premises only. 16 This reading room offers free access to the Polish and international periodicals published in the past 10 years. 17 Upon request, the Periodicals Reading Room staff may retrieve from storage older magazines or other archived materials. 3. The Research and Teaching Staff Reading Room 18 The Research and Teaching Staff Reading Room may be used by University employees and Ph.D. students, as well as by research staff from affiliated academic research institutes and healthcare facilities. 19 This reading room provides access to information in the areas of medicine, pharmacy, and other related sciences as well as to individual tutorial materials on the methods of using scientific information resources. 20 This reading room offers access to: 1) a collection of reference materials which consists of dictionaries, bibliographies, brochures, and encyclopedias, 2) Ph.D. dissertations prior to evaluation by the relevant Ph.D. examination committees, 3) materials brought in from other Library locations. 4. The Open Monograph Collection 21 The Open Monograph Collection may be used by anyone interested in medical literature. 22 Access to this collection is free of charge. 23 The materials comprising this collection are available onsite only. 24 This collection consists of: scientific monographs, dissertations, conference proceedings, serial publications etc.
4 5. Old prints 25 Old prints may be accessed onsite only. 6. The Main Library Circulation Desk Services, and Borrower Privileges and Responsibilities 26 The services of the Circulation Desk are available only to: 1) University employees, students, and Ph.D. students, 2) University employees at clinical hospitals, 3) employees of healthcare facilities based in the Wielkopolska and Lubuski regions, 4) university staff, students, and Ph.D. students from other public universities based in Poznan or from the Polish Academy of Sciences according to the regulations of the Poznan Foundation of Science Libraries, PFBN, 5) emeritus academic staff or retired employees in Poznan who are scientific researchers, 6) employees of the Poznan library system, 7) other persons, after receiving prior authorization from the Director of the Main Library. 27 You must be registered with the Main Library in the HORIZON computer system in order to borrow library materials. To register, you must supply the following identification documents: 1) University employees and students need to present the Polish national ID card, dowód osobisty, and either an employee or a student ID card; foreign nationals need to present their passport, and if available temporary stay card [?], and either an employee or a student ID 2) employees and students of other Universities must have an active library account in the HORIZON system at their University, a library card, and the Polish national ID card, dowód osobisty, as well as either an employee or a student ID card, 28 Library fees in the PFBN library network are established for each academic year by the City of Poznan Rectors Council. 29 The registration and activation of a library account must to be completed in person. 30
5 A library card should never be lent to someone else, it s a nontransferable ID. 31 Library materials may be borrowed only after presenting a valid library card. 32 The self-service Circulation facility offers textbooks and supplementary literature for the specific courses taught at the University. Library materials kept in storage are ordered using the special retrieval request forms, rewersy. 33 The number of books that may be borrowed from the Circulation collection and the loan duration are limited depending on the library privileges available to the borrower and on the status of his/her HORIZON account: 1) managers of the various University organizational units 30 books for the period of one academic year, 2) University lecturers and Ph.D. students 20 books for one academic year, 3) University students 10 books for one semester, 4) others 5 books for one month. 34 The Circulation Desk staff may limit the number of handbooks and scripts that students may borrow at the beginning of a given academic year. 35 Should it become necessary, the Circulation Desk staff may request the recall of an item from the borrower prior to the earlier-set return deadline, or it may set another deadline for that item s return. 36 The Circulation Desk staff may refuse to lend a book that is particularly valuable and rare or if there is only one copy of it in the Library collection. 37 Weekend loans are available after obtaining permission from the manager of the Circulation Desk, provided that there are multiple copies of that book in the Library collection. 38 Films are made available to the University organizational units for teaching purposes. The loan period and return deadline are determined by the manager of the Circulation Desk.
6 39 If a borrowed item gets lost or damaged, the borrower must: 1) replace it with an exactly same item or its newer edition, 2) bring in a different one that is currently available for purchase and is of corresponding market value as specified by the Library staff. 40 Borrowers are solely responsible for returning books in a timely manner. Consequences of being late with book return include: 1) automatic charge of a statutory overdue fine made to the borrower s HORIZON system account for each overdue book at a rate established by the City of Poznan Rectors Council, those fees are the same for all academic libraries in Poznan, 2) Suspension of the borrowing privileges until a full payment of the outstanding fees has been made. 41 Before graduating or withdrawing from the University the borrower must receive a stamp on the End of Studies Card from the Circulation Desk at the Main Library to verify that he or she does not owe the Library any money. 42 By placing a stamp on a student s End of Studies Card, the Circulation Desk staff confirms that the student does not owe any outstanding payments to the University Main Library and/or to other libraries that are part of the PFBN. 7. Inter-library loans 43 The goal of the inter-library loans is to allow readers access to materials that are not part of the Main Library collection and/or of other libraries in Poznan. 44 Inter-library loans are coordinated by the Main Library staff. 45 Inter-library loan service is available to: 1) University employees, students, and Ph.D. students, 2) employees of the healthcare providers working in the Wielkopolska region, 3) national and international libraries
7 4) Polish science and academic research institutions. 46 The inter-library loans exclude the following types of materials: 1) M.A. dissertations and B.A. theses, 2) databases and collections stored on electronic media devices, 3) works that are out of print, e.g., old prints. 47 Materials obtained from other libraries as part of the inter-library loan are made available for reading access only in the Main Library Reading Room. 48 The requestor covers the costs of: material delivery from locations outside of Poznan, insurance, and return shipment. 49 Copied documents sent in from other libraries become the property of the person ordering them after the payment of the necessary fees. 8. Accessibility of the electronic resources 50 The Library provides access to the following electronic resources: 1) licensed online resources, 2) databases compiled by the Library staff, 3) multimedia publishers, 4) open information sources on the Internet. 51 The electronic resources at the Main Library are accessible through: 1) computers located in the Library open area that provide all users with free access to the electronic catalog of the Library as well as to the online catalogs of other libraries, 2) computers in the Multimedia Reading Room, as well as in the group work rooms and individual work cabins that provide access to licensed digital resources and to the Internet after the user has been authorized, 3) access to online resources from personal laptops possible only after prior authorized registration in the local wireless network. 52
8 Access to licensed online resources from home computers may be provided to persons authorized to have an active account in the Library HORIZON system. 9. Library services 53 The Main Library offers the following types of scientific information services and photocopying services: 1) preparation of bibliographical summaries by topics, 2) preparation of information from the Polish and foreign bibliographical databases as defined by the requestor, 3) bibliographical data verification, 4) preparation of the copies of Library documents according to copyright regulations. 54 The fee schedule for the above-mentioned services is available on the official Price List, which is set and approved by the University Chancellor, and may be obtained by filing a written request to the Library Director. III. Final Provisions 55 Library users must become acquainted with the content of the above regulations and adhere to all of the rules, regardless of the frequency of their access to Library services. 56 Managers of the different Main Library facilities are responsible for making these regulations available to all Library users. 57 Issues not covered by these regulations, including current rates of Library fees, are governed by separate regulations.
