2 Can Kuhn & Culhanes typology of homelessness be applied in a different type of welfare state? What does the pattern look like in Scandinavia? Kuhn and Culhane (1998): Transitionally homeless: few and short shelter stays poverty and housing affordability problems Episodically homeless: many and short shelter stays frequent moves between shelters, rough sleeping, hospitalisation and incarceration Chronically homeless: few and long shelter stays complex support needs 2
3 Stephens and Fitzpatrick (2007) hypothesis a) Countries with extensive welfare systems and a lower level of poverty and social inequality tend to have a lower level of homelessness than countries with less extensive welfare systems and a higher level of povery and inequality b) Homelessness in countries with extensive welfare systems is more likely to be concentrated amongst individuals with complex support needs such as mental illness and substance abuse, whereas homelessness in countries with less extensive welfare systems is more likely to result from poverty and housing affordability problems. 3
