Gambling Risk Factors Emotional difficulties Stress Distorted expectations about winning Social pressure to gamble Risky gambling behavior Attention deficits Impulsivity Illusion of control over outcomes Addiction history Family history of gambling problems 3

Gambling and Corrections

Challenges in the Criminal Justice System High Rates of Mental Illness High Rates of Substance Abuse Poverty Issues Cultural Issues Family Dysfunction

Gambling Problems and Crime Is there a connection between problem gambling and crime? Using the Arrestee Drug Abuse Monitoring (ADAM) Program as a survey vehicle, researchers found significantly more problem gambling among arrestees than in the general population. The arrestees who were interviewed had high levels of criminal activity related to pathological gambling. 2004, US. Dept. of Justice Empirical evidence about the relationship between legal gambling and crime is mixed; some studies found that legalized gambling increases crime and others found no relationship between legalized gambling and crime. 2010, Humphreys, and Lee Evidence is converging to show that casino gambling causes significant increases in crime. 2000, Grinols

The Need Currently, there are two models that allow the justice system the ability to address gambling disorders in the court setting: Amherst Gambling Treatment Court is the only program in the nation that specifically focuses on individuals with gambling disorder. Various states have placed individuals with a gambling disorder into their drug and alcohol court programs. NCRG

Square One Program Mission Square one s mission is to place individuals back into the workforce who have lost employment (or have been involved in the criminal justice system) as a result of their gambling problems. In addition, the Square One program shall serve as a clearinghouse to criminal justice service providers for gambling disorder resources.

The Relationship Between Employment and Recidivism Can contribute to recidivism reduction Develop a network of specialized services Focus on pro-social activities Promote law abiding behavior Enhance self-esteem Sustain recovery

The Square One Program Services The program will provide: Employment counseling / job readiness coaching Skill identification and training referrals Employment development and coaching referrals Employment placement assistance Employment support services Referrals to gambling specific treatment resources

Reducing Recidivism How can we help? Historically the Probation Office and Correctional System have not had many tools and resources for people experiencing problems with gambling. Needed services, specific to offenders being released who are struggling with gambling addiction, will be a great addition of resources to the criminal justice system. Provide a platform for recovery, and successful re-entry, and ongoing rehabilitation.

Test Pilot Program Building Collaborations: (DOC) Department of Corrections Executive Branch Establish referral process-ground breaking opportunity Implementation stage MCI Framingham Educate & train case & clinical managers, reentry facilitators and correctional staff Specialist to our population closing the gaps of relapse, tightening the handoff of services Building capacity through trainings Understanding & Recognizing Problem Gambling Act as liaison / safeguarding the transition Measure program outcomes Collecting data- with the goal of developing into an evidence-based practice

Department of Corrections The value of the test pilot The need for challenging prevalence rates? Co-occurring addiction Gambling behind the walls Gambling problems-no boundaries The need to identify Future directions- a look ahead

US Probation Addressing the need to develop prevalence statistics Implementing a gambling risk assessment screening tool Collecting data to measure incidence

Targeting Services Using the Risk, Needs, Responsivity Model Evidence-based treatment

Case Examples Stock Options Trading Professional Gambling Embezzlement

Executive Office of Labor and Workforce Development The facts National Prisoner Statistics Program Collaboration-Correction Agencies, Law Enforcement, Massachusetts Rehabilitation, New England Veterans Homeless Shelter The demand side approach- hiring agreements, tax credits, federal bonding Department of Career Services Second Chance Job Fairs Minimize relapse / protect employer investment / sustain recovery Closing employment gaps
