2 INTRODUCTION over 1082 of N2 sites in CR quite successful designation process ( ) contribution of scientists, AOPK (Czech Nature conservation agency), NGOs and other stakeholders quality of practical conservation varies complicated administration, political situation, stakeholders
3 SITE MANAGEMENT PLANNING 2 cathegories: 1. N2 is located at Specially protected area (SPAs) > management plan (MP) 2. N2 does not overlap with SPAs > sum of recommended measures (souhrn doporucenych opatreni), which is a basic management plan MoE is working on sum of recommended measures - will be compulsory also for N2 in SPAs
4 NGOs OPPORTUNITIES NGOs can: contribute to the designation of borders of the sites and preparatory works be opponent in management plan (MP) design take part in a tender for MP preparation take care of N2 sites according to the MP (which is paid by government) risk of law amendments by Ministry of Environment considerable limits in reality!

13 Šumava National Park Lesson we have learned: meassures against bark beetle (tree logging) opening of forest stands windfalls or new bark beetle attacks repeating of clearings new winfalls or bark beetle attack and so on..
14 NP SUMAVA NGOs and scientists against logging: information campaign, protests, petitions, interventions Police, at EU commission, etc. Our long-term aim is to keep 30 % area of Šumava NP in non-intervention mode and to enlarge them to at least 50% by BLOCKADE OF TREE FELLING BY CITIZENS at Bird Creek, 2011:

23 CONCLUSION N2 is useful, of course designation process was quite good practical management depends on many factors political difficulties LOT of time needed to enforce protection if rules are broken Question: Can Natura 2000 ensure wilderness protection in Europe or is there necessary to have Wilderness Act in EU legislation?
