NATURA 2000 in the Czech Republic Present state Case study National Park Sumava Tamara Faberová Hnutí DUHA Friends of the Earth CZ

INTRODUCTION over 1082 of N2 sites in CR quite successful designation process ( ) contribution of scientists, AOPK (Czech Nature conservation agency), NGOs and other stakeholders quality of practical conservation varies complicated administration, political situation, stakeholders

SITE MANAGEMENT PLANNING 2 cathegories: 1. N2 is located at Specially protected area (SPAs) > management plan (MP) 2. N2 does not overlap with SPAs > sum of recommended measures (souhrn doporucenych opatreni), which is a basic management plan MoE is working on sum of recommended measures - will be compulsory also for N2 in SPAs

NGOs OPPORTUNITIES NGOs can: contribute to the designation of borders of the sites and preparatory works be opponent in management plan (MP) design take part in a tender for MP preparation take care of N2 sites according to the MP (which is paid by government) risk of law amendments by Ministry of Environment considerable limits in reality!

CASE STUDY NATIONAL PARK SUMAVA

CASE STUDY NATIONAL PARK SUMAVA basic facts: ha, the largest wilderness area in Central Europe (together with Bayersicher park) endemits, habitats -> UNESCO biosphere reserve, National Park, Natura 2000 (birds and habitats) IUCN cathegory II

NP SUMAVA Home of scarce species of animals and plants (lynx, grouse, gentiana pannonica etc.)

NP SUMAVA PROBLEMS conflicts between nature protection vs development interests: income from turistm -> new constructions planned, e.g. sky resorts in core zones timber for more than 15 billons CZK (600 milions Euro) could be extracted immediately driver of problems: bark beetle invasion -> TREE FELLING IN NON-INTERVENTION ZONES (2011) against rules of natur. protection including Natura ha of forest logged, degradation of ecosystem

Current threats to wilderness in Sumava NP Results of elections 2010: ODS (Civic Democratic Party) won, Mr. Tomáš Chalupa is MoE minister We have to ensure, that it will not be Brussels, civic society or ecoterrorists, who decide about how Europeans live ČTK, ČESKÁ POZICE, Urb

Current threats to wilderness in Sumava NP February 2011: Mr. Jan Stráský appointed as a new director of Sumava NP Nature is enemy and therefore it is necessary to fight against it.

30% of non-intervention area natural disturbances

70% area with antropogenic activity logging of trees infested by bark beetle

Šumava National Park Lesson we have learned: meassures against bark beetle (tree logging) opening of forest stands windfalls or new bark beetle attacks repeating of clearings new winfalls or bark beetle attack and so on..

NP SUMAVA NGOs and scientists against logging: information campaign, protests, petitions, interventions Police, at EU commission, etc. Our long-term aim is to keep 30 % area of Šumava NP in non-intervention mode and to enlarge them to at least 50% by BLOCKADE OF TREE FELLING BY CITIZENS at Bird Creek, 2011:

Blockade Ptačí potok / Birds Creek area

Blockade Demonstrations in front of MoE, petitions, celebrity involvement

NP SUMAVA thanks to N2 some interest from European Commission and DG Environment but very slow reaction (over year!) June 2012: Letter from Janez Potocnik to minister Chalupa: put a halt to the large scale logging in the Sumava NP September 2012: Visit of Stefan Leiner and Ctibor Kocman from DG Environment, European Commission

CONCLUSION N2 is useful, of course designation process was quite good practical management depends on many factors political difficulties LOT of time needed to enforce protection if rules are broken Question: Can Natura 2000 ensure wilderness protection in Europe or is there necessary to have Wilderness Act in EU legislation?

THANK YOU FOR YOUR ATTENTION!

HOW CAN YOU SUPPORT WILDERNESS PROTECTION IN SUMAVA NP? Write letters to minister Chalupa and ask him not to allow the downgrade of Sumava NP from IUCN cathegory II to cathegory IV. Address: Mr. Tomas Chalupa Ministerstvo zivotniho prostredi Vrsovicka Praha 10
