1 Skills and Employment The Facts about WorkReady
2 What is WorkReady? WorkReady is the State Government s new training and jobs strategy. It responds to the needs of strategic industry sectors that support economic transformation and jobs in priority areas for government. Skills and training in SA is a targeted training and jobs strategy for South Australia. Investment targeted to support the State s social and economic priorities Improving training completion rates Strengthening the connection to jobs Responding to targeted training and employment opportunities and needs of people, industries and regions How does South Australia partner with the Federal Government? South Australia is a strong supporter of the National Partnership Agreement (NPA) on Skills Reform that aims to improve access to training, participation, completions, quality and industry engagement. 2 Government of South Australia Department of State Development

4 Implementing WorkReady WorkReady will be fully implemented by 1 July 2019 over three phases. More new subsidised training places will be progressively offered on a competitive basis between TAFE SA and private providers as WorkReady is implemented. Phase 1 Phase 2 Phase 3 NOW Phase to 2017 Phase to 2018 Phase to 2019 TAFE SA provides a majority of new subsidised training places in courses linked to key industry areas and is supported to move to innovative and flexible training, responding to community and industry needs. Private providers deliver training through: TAFE SA only training places are reduced and contestable places are boosted. New subsidised training places are available for both TAFE SA and the private market in courses closely linked to key industry areas. New subsidised training places for commercial activity are fully competitive between TAFE SA and the private market. TAFE SA will be required to compete openly with private providers for training on a dollar for dollar parity, for commercial activities. Demand driven trades Training Guarantee for SACE Students courses (school children) Jobs First STL projects (qualifications linked to jobs) Jobs First Employment Projects (preparing people for work) Existing pipeline of students. TAFE SA delivers non commercial activity, providing opportunities for disadvantaged groups to gain qualifications Ongoing work with TAFE SA on differentiating commercial and noncommercial courses. TAFE SA is more sustainable in a competitive market. Sustainable and stable training system. Differential subsidy paid to TAFE SA for commercial activity phased out. 4 Government of South Australia Department of State Development
5 How do we develop the Subsidised Training List? The Subsidised Training List (STL) has been the subject of extensive consultation. Training and Skills Commission report More than 1,500 responses to industry survey Evaluation of Skills for All The STL has been streamlined from more than 900 courses to about 700 courses We will continue to consult with industry STL will be updated annually with training places allocated twice yearly. All subsidised training will continue to be targeted towards strategic economic priorities and jobs. Training and Skills Commission will continue to provide feedback about skill needs across South Australia following consultation with employers and providers. This process will inform the makeup of the Subsidised Training List over the phases of WorkReady implementation. WorkReady Opening doors to new skills, industries, and jobs in South Australia 5
6 What s in the training pipeline? The South Australian Government will continue its significant investment in training $100 million for existing students 56% to private providers 44% to TAFE SA 2015 In there will be more than 81,000 subsidised training places Of these training places 51,000 will be new and about 30,000 will be students already undertaking courses, which will continue to be funded. 51,000 NEW PLACES 30,000 CONTINUED FUNDING 6 Government of South Australia Department of State Development
7 An overview of competitive training in South Australia How does competitive training in South Australia compare with other states? 25 % South Australia is one of the highest performing states in Australia and in per cent of places will be available to private providers. After the first year of the WorkReady strategy, during which TAFE SA will be supported to become more sustainable, the number of training places for private providers will be boosted. How will TAFE SA operate in the market? Under WorkReady, TAFE SA s commercial activities will be clearly defined and the funding gap with private providers will be reduced over time. As the public provider, TAFE SA will transform its business and deliver sustainable, flexible training over the long-term.
