TWC has invested greatly in the development and proliferation of these models and Texas community college are using this service delivery model to define program alignment and completion objectives for lower-skilled students who are often best-served in Adult Education and Literacy. This session will describe South Texas College s best-in-class system design, core program components, models of implementation, levered funding, model of integration with Region 1 ESC, and the process for documenting practice and outcomes. Tools will be shared that include delivery model schematics, braided funding approaches, standard operating procedures, data-gathering forms to document practice, and professional development efforts to deploy the system. SESSION DESCRIPTION: Up-skilling and the development of foundational and technical skills are critical to the health of the Texas workforce. The U.S. is unique among other nations in that almost two-thirds of those at the lowest literacy levels are employed and are earning low wages. Because so many low-skilled adults are employed, reaching them through employer-based educational programs and providing foundation skills to increase their career mobility is critical to the growth of the workforce. This session looks at the career pathway options of Workplace Literacy and Work-based programs (under 30 hours), and how two programs are achieving success through collaborations with employers that provide basic skills to participants in the workforce.
