6 GEOPORTAL 2 (Cont d) Objectives of project GEOPORTAL 2: provide to citizens, business and public administration access to government registers containing high quality and reliable spatial data, provide databases and spatial data services by the development of the National Spatial Data Infrastructure. GEOPORTAL.GOV.PL was chosen as the model of 'best practices' in the 2011 European Commission report on access to public services via the Internet.

10 TERYT 2 - ERDF (Cont d) Objectives of the project TERYT 2: providing on-line state register of borders and areas of territorial division units (PRG) through GEOPORTAL.GOV.PL system and other systems of public administration, the realization and implementation of solutions for keeping address registers (building an application to keep the register of localities, streets and addresses (EMUiA) and the central database of address points).

Co-funded by the ICT Policy Support Programme Project Coordinator: Statens Kartverk GUGiK partner of the project (NMCA) Project duration: 36 months ( ) Project purpose: to deliver the European Location Framework (E.L.F.) required to provide up-todate, authoritative, interoperable, cross-border, reference geoinformation for use by the European public and private sectors.

17 EEA GRANTS - partnership projects EEA GRANTS Data model and database management system with spatial information on natural environment in aspect of thematic mapping - project to be implemented by GUGiK in cooperation with the National Water Management Authority (KZGW) in partnership with Statens Kartverk in Norway. EEA GRANTS Acquisition and Distribution of Information about Buildings in Zachodniopomorskie completed. IT solutions for state land surveying and cartographic resources and development of a system to organise, manage and access information on the Internet completed. Development and implementation of innovative methods for integration of cadastral data, basic map and topographic database and modernization of public services provided by Geodetic and Cartographic Service - completed.

19 Key Success Factors Good project team (IT, finance, experts). Cooperation: - national contact points, - national programme managing institution, - national and international project partners. Participation in programme meetings. Analysis of the formal and technical rules of the program under which we apply for the project.

20 Key Success Factors (Cont d) Motivation for getting involved in the project. Including key institutional tasks in the national strategic documents system. Carefully planned finance analysis and calculation. Logical matrix to help design good projects.

22 Obstacles Costs and time consumtion at the proposal stage of the project. Language issues. Low winning/succes ratio in the framework programmes, which results in discouragement and reduction of the commitment in the proposal team. Lack of legal personality of the majority public administration in Poland (neccessary in VII FP, ICT PSP, INTERREG IV C). Lack of experience in coordination of the international projects. Bureaucratic.

23 Obstacles (Cont d) Different methods and procedures for the proposal preparation by the members of the consortium. Changes within consortium. Financial planning of the consortium (underestimating costs, costs are not taken into account during preparation of the national budget by the finacial authorities). Delays with payments from the EC. Problems with national co-financing. Long-lasting public procurement procedures.

24 Best practice/recommendations Participate in the programme and project meetings, teleconferences, promote institution. Use simple language in proposals, do not use too sophisticated vocabulary. Avoid using too general terms. Comply with the European and national strategic documents. Comply with the criteria of the programme. Precisely completed logical matrix in order to determine the relationships between the products and the results of the project.
