5 Workforce and Economic Development Facilitates the connection between employers who need skilled workers, reducing hiring costs for business. Uses real-time labor market intelligence on human capital assets and skills gaps. WIOA funds can be used to support training that addresses the needs of an employer or industry sector. Note: Employers must also invest in the training and ensure certain performance requirements are met. Facilitates the entrance or growth of a business. WIOA dollars can be used as leverage to attract and retain businesses.
6 Employer Resources Administered by CareerSource Florida Quick Response Training (QRT) Provides grant funds for customized skills training for new and existing/expanding businesses that are creating new high-quality jobs in Florida s targeted industries. Incumbent Worker Training (IWT) Provides expense reimbursement grants to for-profit businesses for the purpose of providing skills upgrade training to existing full-time employees. Administered locally by CareerSource Pinellas On-the-Job Training Assists businesses with costs of training new workers Employers are reimbursed up to 50% of the eligible trainee s wages Employed Worker Training Intended to enhance the skills of existing workers Employers are required to leverage training funds Internships, Apprenticeships and Paid Work Experience Implemented through employer partnerships

8 Industry Partnership: BayCare Health System and CareerSource Pinellas On-the-Job Training Program Total Investment: $666,339 Examples of the positions that CareerSource has assisted BayCare with OJT include: Medical and Health Service Managers, Computer Specialists, Social Workers, Medical and Clinical Laboratory Technologists, Medical Records and Health Information Technicians, LPN s, Medical Assistants, Office and Administrative Support Workers, Radiologic Technicians Employed Worker Training Program Total Investment: $72,896 Positions such as: Patient Support Technicians, Certified Nursing Assistants, Fitness Specialists, Home Health Aides, Paramedics, Lab Medical Assistants, Surgical Technicians, LPN s.
9 Industry Partnership: BayCare Health System and CareerSource Pinellas HealthCare Initiative 2011 Total Investment: $259,770 Career pathway in registered nursing for incumbent workers Trainees were employed in entry level jobs including, but not limited to certified nursing assistants, patient care/support techs, transporters, sitters and other entry level occupations. Trainees were provided the necessary support services to prepare them for entrance into and completion of the Associate Degree in Nursing (ADN) and/or the Bachelors of Science in Nursing (BSN). ARRA LEAPS Total Investment: $1,898,415 Short term training, certification program or skills upgrade to help the dislocated worker get back to work as quickly as possible. Those qualifying for the program had to have a dependent child under the age of 18 and qualify as low-income. Placement of qualified applicants that met the program criteria for positions such as: Administrative Assistants, Certified Nursing Assistants, Clinical Nurses, Food Service Representatives. Medical Assistants, Mental Health Technicians, Patient Service Technicians, Pharmacy Technicians, Respiratory Therapists, Ultrasound Technologists. Tampa Bay Healthcare and Nursing Program Total Investment: $1,607,823
10 USDOL H-1B Grant: Tampa Bay Healthcare and Nursing Program November 2011-November 2016 $4.8 million grant awarded by the U.S. Department of Labor Employment and Training Administration to CareerSource Pinellas CareerSource Pinellas Direct recipient and fiscal and administrative entity Determines participant eligibility and provides case management, supportive services, and dedicated recruiter job placement assistance to program participants. BayCare Health System Leading not-for-profit health care system of 14 hospitals, numerous care centers, and over 25,000 employees. Three incumbent worker training tracks: Pre-college bridge programs for entry-level team members: School at Work and Cohort Classes; Associates and/or Bachelor s Degree in Nursing training; and Primary Preceptor Model paid work experience training program for new Clinical Nurse Residents. St. Petersburg College and Keiser University Associates and Bachelor s of Science in Nursing Degree Programs Serves unemployed, underemployed and incumbent workers

12 USDOL H-1B Grant: Tampa Bay Healthcare and Nursing Program BayCare Health System Organizational Goals/Four Key Results Patient centered care 2020 initiative for BSN nurses, first step is A.D.N. One standard of care Quality and consistency across BayCare facilities utilized through the Primary Preceptor program Top decile performance Truven ratings grade BayCare against like systems and determines CMS reimbursements Financial stability Costs less to train and retain team members than to hire externally Without the additional cohort students, there would be fewer hirable RNs in the workforce and BayCare would have to hire more travelers or pool nurses at an increased rate.

14 USDOL H-1B Grant: Tampa Bay Healthcare and Nursing Program Tampa Bay Community Impact (as of December 2015) $1.6 million grant-funded performance-related reimbursements to BayCare $5.1 million match and leveraged resources investment among partners to date, with over $4 million provided by BayCare 326 new A.D.N. graduates 264 new Registered Nurses 114 unemployed or underemployed participants now employed in a high-wage, high-demand career 31 program participants were hired by BayCare following the completion of training, many continuing to B.S.N. and/or Primary Preceptor training 403 new Clinical Nurse Residents received mentorship training Due to program success, BayCare plans to continue the training program following the end of grant funding, supplying the region with talent in high-wage, high-demand allied health care positions in the future.
