5 History of Fatigue Projects Starting in 2008, worked to address identified fatigue issues in remote parts of Western Aust Significant fatigue management projects leading to the work presented today completed in 2010, 2011 and ongoing in 2012 Activities from immediate needs to future proofing activities for sustainable growth
6 Brief Scope of Activities Provide measurable value to safety and efficiency via fatigue management initiatives Create practical tools and information for Operational and Corporate requirements Find ways to support Bis Industries with their Zero Harm journey Establish fatigue management as a competitive advantage
7 Strategic Context The project requirements were determined following detailed consideration of operational practices, culture, etc. and not developed in an ad-hoc way This approach was considered critical to ensure the necessary broad perspective, without any over-emphasis on elements Understanding the interdependencies between parts of the system was also critical
8 Critical Relationships Operational workers, supervisors & managers (initiated during more than 20 site visits during the major project kick-off, and ongoing) The Project Manager (daily/weekly activity) The Zero Harm Leadership Team (ongoing updates, discussions, etc. every few months) The CEO (three formal updates annually)
9 Example Project Outputs Based on a defined holistic strategy a range of project outputs have been created including: 1. The Beyond Compliance tool to identify required and advisable activities for each unique site 2. Critical Fatigue Incident Reporting process to better identify and learn from fatigue-related incidents 3. Tools to empower individuals to stop work when fatigue risk exposures reach defined thresholds 4. Train-the-trainer packages to support behavioural change 5. Call-out decision support tools for supervisors and ops managers
10 The Beyond Compliance Tool Leads all accountable managers through a process to assess the exact needs for their ops
11 Critical Fatigue Incident Reporting Leads all accountable managers through a process to assess any needs for external support or advice relating to sleep/fatigue management
12 Empowerment of Individuals Procedures to support decision making in situations where pressures may be perceived to push on in the face of fatigue-related risks: Driving where getting bogged is possible Driving where being fined for stopping is possible Driving where short-term productivity is impacted Further empowerment is also provided via related initiatives and training (e.g. Optalert)
13 Train-the-trainer packages Development of packages for key audiences (operational workers, operational managers & supervisors, etc.) focussed on behaviour change Specialist training of internal trainers, safety professionals and other identified champions to roll out the national training packages Supported by related activity such as three fatigue videos for all personnel
14 Call-out Decision Support A high-priority resource identified by the operations was a tool to support the identification and management of personal fatigue risk during call-outs A tool was developed to account for sleep quantity & quantity, individual difference in sleep need, fatigue sign & symptoms, and other critical factors The tool can also be used during any shift that has already started
15 Other Project Activities/Outputs Benchmarking of all operations involving heavy vehicles (12T or greater) against all Standards of the Advanced Fatigue Management scheme Development of Critical Fatigue Response Procedures for higher risk operational tasks Support for driver engagement and change management for Optalert implementations Development of online & paper-based fatigue induction packages for employees/contractors
16 Key Considerations Personal, operational & corporate needs met Templated where possible, and tailored Rule-based as required, and flexible Objective & Subjective; Proactive & Reactive Immediate and future needs addressed Aligned with Risk Management; required monitoring, review, assurance & revision
17 Closing Comments While there are broadly accepted elements of a Fatigue Management system, it s critical to tailor solutions for multiple stakeholder needs Then it is possible to measure benefits in safety, efficiency & compliance terms To do so it is critical to measure indicators of desired outcomes and not simply assume that implementing a solution will solve an issue
