It should also be useful for staff in schools, collees and careers services who advise applicants on entry to HE.

2 Preface The purpose of this uide is to provide accurate and up-to-date information about pre-he qualifications and other entry routes to HE. It is intended primarily to be a workin manual for admissions tutors in HEIs. It should also be of use and interest to staff in schools, collees and the FE sector. It is oranised in two main parts: the first deals with qualifications available in Enland, Wales and Northern Ireland; the second concentrates on the education system in Scotland. It therefore contains details of a wide rane of qualifications, but concentrates on those at National Qualifications Framework (NQF) or Qualifications Credit Framework (QCF) levels 2 and 3 or equivalent. Qualifications are listed alphabetically in the main body of the uide. This structure has been adopted to promote ease of use of the document, to provide an effective tool for use in the admissions process. 15 Introduction PURPOSE OF THE PUBLICATION This publication is desined to help those handlin admissions in member institutions of the applications systems administered by UCAS (UCAS, GTTR, CUKAS and UKPASS) to understand fully the various qualifications which applicants are likely to offer for entry to HE in Autumn It provides an alphabetical listin of current qualifications and a separate listin of phased out leacy qualifications. It flas up forthcomin developments in order to inform HEIs preparatory work of establishin and publishin their admissions policies and entry requirements. HE admissions offices find themselves embracin frequent and rapid chanes to the pre-he qualifications landscape. Applicants to HE increasinly come from diverse backrounds and offer a wide rane of qualifications and entry routes. HE admissions officers and staff therefore need to be familiar with, and responsive to the full rane of qualifications includin those accredited into the Qualifications and Credit Framework (QCF), lifelon learnin, work-related learnin, experiential learnin (which can be accredited throuh APEL), apprenticeships etc. Good practice in the HE admissions process calls for a hih level of transparency and accountability. If HE is to be able to reconise potential and treat all applicants in an equitable manner on their merits, admissions officers and staff need to have a full workin knowlede and understandin of all major qualifications and entry routes into HE. This is essential if they are to operate fair and inclusive admissions policies and widen participation successfully without compromisin standards. This publication is intended to be an objective and authoritative source of information to support HEIs in operatin the admissions process professionally and equitably on the basis of informed judements about qualifications offered for entry to HE. It includes information about the current UCAS Tariff scores for each qualification where these were available at the time of writin. Further announcements will be made durin and readers are invited to check the UCAS website for updated information It should be noted that at the time of writin UCAS is undertakin a Review of Qualifications Information includin the UCAS Tariff but that the outcomes of the Review are not expected to affect 2013 entry to HE. For up to date information on the Review, please see Whilst the Qualifications Information Review is bein undertaken, the UCAS Board took the decision to suspend the assessment of new qualifications for inclusion in the UCAS Tariff. This decision did not affect any qualifications already on the Tariff, or any information published by institutions reardin their use of Tariff points. The UCAS Board will be invited to revisit this decision once the outcomes of the QIR are known. QUALIFICATIONS AND CREDIT FRAMEWORK A recent development has been the introduction of the Qualifications and Credit Framework (QCF), which is a new framework for creatin and accreditin vocational qualifications in Enland, Wales and Northern Ireland. The QCF reconises achievement throuh the award of credit for units and qualifications. By the end of 2010, most vocational qualifications were accredited onto the QCF and the QCF has larely replaced the National Qualifications Framework (NQF) for vocational qualifications. Further information on the QCF can be found in the section followin the introduction. GROUP OR OVERARCHING AWARDS HEIs need to be aware of the challenes which increasinly arise from the rowth of roup or overarchin awards or baccalaureates. Recent additions include the Advanced and Proression Diplomas, AQA Baccalaureate, Pre-U Diploma, the Scottish Baccalaureate and the Welsh Baccalaureate Qualification (WBQ). The main feature of such awards is the creation of a lare coherent proramme of study which will typically occupy most or all of the learner s time, and often include skills development and a project. They can rouhly be divided into those which consist of purpose-built components such as the IB and the Pre-U Diploma (where the options are made up of Pre-U Principal Subjects or a combination of these and A levels), and those which packae existin qualifications such as the WBQ and AQA Bacc, both of which include A levels or other existin qualifications. The WBQ has a substantial compulsory core consistin of key skills, workrelated education, personal & social education, and Wales, Europe & the World, and options of two A levels or equivalent. The WBQ now has provision to incorporate the Principal Learnin of Diplomas. The latter is accredited as a separate qualification Principal Learnin (Wales). The AQA Bacc requires completion of three A levels, an AS in General Studies, Critical Thinkin, Citizenship, Science in Society or World Development, the Extended Project and curriculum enrichment Diplomas are applied qualifications which are structured around Principal Learnin, a qualification which can also be stand alone and which delivers the vocational content in each Diploma line. As well as Principal Learnin, each Diploma includes functional skills, personal learnin and thinkin skills, work experience and a project. The Advanced Diploma also includes Additional and Specialist Learnin (ASL) which can be chosen from a substantial cataloue of other qualifications, includin A levels. Followin the Wolf review and reulatory chanes to place the Diploma on the same terms as other qualifications, awardin oranisations have decided that they will not be offerin the full Diploma from September However, the main components of the Diploma will continue to exist as qualifications in their own riht, and schools and collees will be able to continue offerin all of the learnin that they do currently albeit no loner under the Diploma brand. Edexcel, OCR and VCTC have said that they will continue to offer Principal Learnin qualifications. 14 UK QUALIFICATIONS

16 Introduction In eneral roup or overarchin awards provide added value and aruably the achievement may be reater than the sum of the parts. However, this is where challenes arise for HE admissions. A roup award such as the IB is sinificantly larer than the typical A level entry requirement of three A levels, and issues arise of equitable treatment of applicants offerin lare prorammes of study. In the case of the IB the offer is typically based on the overall numerical score for the qualification as a whole, but where a roup or overarchin award packaes existin qualifications there is the possibility that HEIs may unpack the qualification into its components and base entry requirements and conditional offers on achievement in components, potentially underminin the interity of the award as a whole. It is recommended that HEIs frame entry requirements and offers which respect the achievement of the award as a whole, while settin hurdles in individual components where this is considered appropriate. Breadth is a feature of roup or overarchin awards but can take a number of forms. The IB Diploma requires achievement in a number of domains and therefore uarantees substantial breadth. Typically roup or overarchin awards which packae existin qualifications e AQA Bacc and WBQ do not impose any rules of combination on the optional qualifications and therefore the choice of A levels can provide either breadth or specialism. The breadth in such roup awards is provided by the eneric elements for example key skills, General Studies etc. The project can contribute to breadth but may often be related to the main subject(s) of study, and in Diplomas it is a requirement that the project should be related to the subject line of the Principal Learnin. Diplomas have a substantial amount of applied learnin within a sinle subject line, but it should be noted that these lines are themselves very broad. The ASL of Diplomas can be used either for breadth and contrast or for additional specialism in the subject line. Thus Diplomas can be either broad or specialised, but in all cases they involve eneric functional skills and personal learnin and thinkin skills. PROJECTS Increasinly roup awards include a project which can potentially be a valuable preparation for study within HE. This is a mandatory feature of Diplomas, the IB (Extended Essay), the WBQ (Individual Investiation), the Pre-U Diploma (Independent Research Report) and the Scottish Baccalaureates (Interdisciplinary Project). In most cases the candidate, in consultation with the centre, has freedom of choice of topic, but for Diplomas the topic must relate to the Principal Learnin subject line, and the Scottish Baccalaureate will require the project to be interdisciplinary. The Extended Project will be widely available for learners takin A levels and other qualifications and should be a valuable adjunct to such prorammes, offerin potential for either breadth or reater depth. The project can take a number of forms, for example Dissertation, Investiation/Field Study, Performance or Artefact. However, in every case a Production Lo is completed by the learner and verified by the supervisor, and the candidate is required to produce a written report, evidence and a presentation, ivin structure and riour to the process. In the context of an A level proramme the Extended Project is not mandatory. If HEIs consider it to be of value to support proression to HE, they are ured to encourae its uptake and to include it in entry requirements and conditional offers if that is felt appropriate. Entry Profiles could be used to ive uidance on ood uses of the Extended Project to support proression to particular HE courses. OFQUAL S NEW ROLE On 1 April 2010 the Apprenticeships, Skills, Children and Learnin Act formally established Ofqual as a non-ministerial Government department, reportin directly to Parliament and the Northern Ireland Assembly. The key chane instiated was a shift in focus from accreditin qualifications to reulatin awardin oranisations. A consultation period came to an end at the beinnin of February 2011, which aimed to establish their requirements and how best to respond to the responsibilities inherited from QCDA. Ofqual continue to be responsible for maintainin standards, improvin confidence and distributin information about qualifications, examinations and assessments. As part of the responsibilities inherited from QCDA, and to fulfil their statutory obliation to inform the public about reulated oranisations and qualifications, Ofqual are now also responsible for the Reister of Reulated Qualifications. This replaces the National Database of Accredited Qualifications (NDAQ), previously maintained by QCDA. The main difference between the two systems is that whereas NDAQ contained details of all accredited qualifications, the Reister contains details of all reulated qualifications. This ties into Ofqual s new role reulatin awardin oranisations, rather than accreditin qualifications. The new Reister of Reulated Qualifications can be found at the followin link: STUDENT NUMBER CONTROLS FOR 2013 ENTRY The Hiher Education Fundin Council for Enland (HEFCE) caps the number of publicly-funded underraduate places for home and EU students at Enlish institutions. This is necessary to help control the budet for student finance. HEFCE introduced a new number controls for entry into hiher education at Enlish institutions in Universities and collees were iven the freedom to expand their number of places for hihly-qualified applicants - defined as those holdin AAB+ at A level or equivalent. For 2013 entry, HEFCE have moved the AAB+ and equivalent to ABB+ and equivalent. This means that applicants who achieve ABB+ and equivalent will not count towards an institutions core numbers. WOLF REVIEW From 2014, only 70 equivalent qualifications will count in school GCSE performance tables followin the recommendations of Professor Alison Wolf s review of vocational education. The key recommendations of the review were : Incentivisin youn people to take the most valuable vocational qualifications pre-16, while removin incentives to take lare numbers of vocational qualifications to the detriment of core academic study. Introducin principles to uide study prorammes for youn people on vocational routes post-16 to ensure they are ainin skills which will lead to proression into a variety of jobs or further learnin. In particular, to ensure that those who have not secured a ood pass in Enlish and mathematics GCSE continue to study those subjects. Evaluatin the delivery structure and content of Apprenticeships to ensure they deliver the riht skills for the workplace. Makin sure the reulatory framework moves quickly away from accreditin individual qualifications to reulatin awardin oranisations.
