BACKGROUND Naracoorte Lucindale Councils kerbside waste collection service, introduced in 2011, provides for: putrescible waste 140 litre (red lid) bin collected weekly; mixed recyclables 240 litre (yellow lid) bin collected fortnightly; green organics 240 litre (green lid) bin collected fortnightly The new system supports the Government's South Australian Waste Strategy aim to divert 70% of kerbside material away from landfill by The Policy applies to all separately assessable properties on the principle of equity to all ratepayers paying the annual waste levy. In accordance with the Policy, Council will typically provide a kerbside waste and recycling collection service consisting of: All separate assessments, regardless of the size or type of the property, are entitled to access one set of the November 2013 Version 1 Page 1

2 bins as described above. POLICY PRINCIPLES Provision of Additional Bins No additional kerbside bins will be provided by Council. Additional bin/s may be purchased from Council s kerbside waste collection contractor. See Collection of Additional Bins Collection of Additional Bins Additional kerbside/roadside bin collections, including those outside the waste levy area, may be made upon application to Council s contractor. Strata Title, Multi-unit or Similar High Density Dwellings Owners of individual units in multi-dwelling complexes are entitled to all three bins, however Property owner must have the unit number identified on the all three bins Industrial and Commercial and Educational Premises All industrial and commercially rated properties are entitled to access the kerbside service for putrescible and recycling. Green organics may be requested in writing in accordance with Provision of Additional Bins. Industrial and Commercial type waste must not be disposed of in kerbside bins (see Bin Contamination). Stolen, Vandalised or Damaged Bins If a bin is stolen, damaged or vandalised, then the owner shall be liable for all costs to repair or replace the bin. If a bin is misplaced or stolen, Residents are encouraged to locate their bin by reporting it to the Police. The property owner shall liaise with Councils Kerbside Waste Collection Contractor to organise replacement of bins. If a bin has been damaged by the waste collection con tractor or has a manufacturing fault identified within the warranty period, then Councils Kerbside Waste Collection Contractor will arrange for it be replaced at no cost to the resident. All repairs or replacements shall be managed by Council s Kerbside Waste Collection Contractor. November 2013 Version 1 Page 2

3 Ownership of Bins The ratepayer retains ownership of all their bins including any additional bins purchased, with ongoing repair and replacement carried out by Council s Contractor upon request. New premises must supply their own bins from Council s contractor or another supplier in accordance with Council s kerbside waste management policy requirements. Bin Collections Bins should be placed on the kerbside by 6.00 am on the day of the pick-up and removed from the kerbside within 24 hours of being emptied. Bins should be placed as close as possible to the kerb with the wheels facing the property. Bins should be spaced one (1) metre apart from other bins, and free of obstructions such as power poles, letter boxes, trees and parked cars. Bins should not be placed on the road surface (including driveway crossovers) so as not to impede traffic flow. Where there is no kerb, residents are to place the bins in the safest location possible for the Kerbside waste collection contractor to access. Bin Cleanliness Bins are to be cleaned regularly by the customer Refusal of Service Waste Collection Service may be refused for: Failing to use the approved bin in accordance with this policy; Placing prohibited waste out for collection (see Waste Contamination); Placing a bin that weighs more than 75kg out for collection; Failing to place the bin in a location that can be reached by the collection vehicle; and Failing to use the bins correctly, leading to contamination of recyclables or organics. Council reserves the right to cease a collection service where there is repeated misuse of the waste collection service. Council reserves the right to refuse service where it is impractical to collect, store or present bins or where as part of planning approval conditions, responsibility for waste management is passed to the owner/occupier. Bins will not be collected from anywhere other than a kerbside location unless a written agreement is in place. November 2013 Version 1 Page 3

4 Prohibited Waste Prohibited waste is (see glossary) will not be collected under any circumstances and Council will recover all costs for damages as a result of this waste. Council reserves the right to notify other agencies of prohibited waste disposal in accordance with current legislation. Waste Contamination Bins found to contain contaminants (not in keeping with the bin type see Glossary) will not be collected and notification will be given to the customer. Contaminants will need to be removed from the bin by the customer before collection can occur. Customers who continue to present their bins with contamination may have their kerbside waste collection service ceased for a period to be determined by Council. Continued contamination of kerbside bins by the same customer over a period of 12 months will be handled as follows: 1. Sticker on bin informing customer of contamination 2. Letter from Council warning that services may cease. 3. Cessation of all services for a period of one month. 4. Cessation of all services for one year. Council reserves the right to enforce their by-law for illegal dumping for ongoing repeat offences. Exemption from Service No premises within the Council s kerbside waste collection area is exempt from the waste service or waste management levy. RESPONSIBILITIES Council shall manage the operation of the kerbside waste collection service and ensure the service is provided in a professional, economic and efficient manner in accordance with this policy. It may also coordinate waste management and recycling educational programs in conjunction with other relevant agencies. Customers shall ensure that they operate within this policy at all times and have a clean bin! GLOSSARY Bin is either a 140 litre or 240 litre Mobile Garbage Bin. 5 Council means Naracoorte Lucindale Council, including any of its authorised representatives or staff under delegated authority of Council. Customer means any entity (resident or business) that pays the waste levy or has an agreement with Council s waste collection contractor. Organics means: Small pruning, cuttings and branches no larger than one metre long and 50 millimetres in diameter; Lawn clippings, leaves, weeds and cut flowers; Food scraps; Any other items as nominated by Council. Putrescible waste means: Any waste that is not recyclable, organic or electronic that can be diverted from landfill Food trays, foam cups, nappies plastic bags, clothing, fabric, bin liners Recyclables means the following containers, packages and products: Newspapers, magazines, junk mail, stationery, office paper, envelopes, telephone books, egg cartons, cardboard Liquid paperboard cartons; Glass bottles and jars (excluding crockery); Aluminium rigid and semi rigid packaging; All rigid plastic packaging; Steel rigid packaging, including empty aerosol cans; Any other items as nominated by Council. E-waste means: Plasma televisions, Cathode Ray Tube (CRT) televisions, Liquid Crystal Display (LCD) televisions, Rear Projection televisions Portable processing machines i.e laptops, notebooks & palmtops, Desktops/Central Processing Units (CPUs), Computer monitors, Printers, Multi function devices that print, copy, scan and/or fax, Cards, motherboards, web cameras, Compact disk drives, Digital video disk drives, Hard drives, Floppy drives, Mouse and trackball, Scanners, Keyboards, Joysticks and gamepads, Electrical transformers designed to be housed in same cabinet as the CPU Waste means any discarded object or material (whether or not it has any apparent value). OTHER RELEVANT POLICIES / PROCEDURES Other Council Policies and Procedures which may be relevant and require consideration when applying this policy include 64 Internal Control Policy and Procedure 56 Grievance / Review of Decision Policy POLICY REVIEW This Policy will be reviewed every three years or when there are changes to Kerbside Collection Contracts. 6 The public may inspect a copy of this policy, without charge, at the Council s Naracoorte and Lucindale offices during office hours, and may obtain a copy for a fee fixed by Council.
