3 TURNKEY TRAINING District and School Test Coordinators (DTC / STC) will attend state training session DTC and STC will meet to discuss and coordinate materials necessary to conduct training o State powerpoint presentation o Test Manual for each examiner o Examiner Manual for each examiner STC will hold training session for examiners and proctors. All attendees no later than 3 days prior to testing. ALL attendees will be required to sign an attendance form. Those not in attendance will be required to receive one-on- one training prior to testing or they will not be allowed to administer the test. Topics to be covered include but are not limited to: o Testing dates/times o Description of test materials o Proper distribution of test booklets, answer folders, and other testing materials o Proper use of security checklists o Test security to include consequences for breaches, keeping all booklets in numerical order, seating of students o Things to always do during testing and NEVER do during testing o Rules for accommodations i.e. NEVER read a reading passage to a student o Responsibilities of examiners vs. proctors o Examiners and proctors must be circulating through the room at all times o How to know that a child is in the right section of the test and answer folder o Use of Irregularity Report o Proper procedure for a missing test booklet o Proper test collection procedure - 3 -
4 STORAGE OF SECURE MATERIALS Materials will be delivered to the district office. Authorization to Receive Secure Materials form is located in the file cabinet next to the secretary s desk. Only those listed on that form will be permitted to receive test materials. The form must be presented to the courier at the time of receipt. Upon delivery, the DTC will verify that all materials have been received. ALL test booklets will be checked to verify the range of security numbers assigned to each school. In addition, they will also count the number of booklets through the shrink wrap to ensure the correct quantity was received. Any discrepancies will be noted and the DTC will contact the NJDOE and appropriate testing contractor. STC will be notified as to the delivery date and time of the school boxes. Boxes will be sealed and delivered to STC. Upon arrival, STC will verify all materials have been received. All school materials will be stored in a locked cabinet in the main office. An additional lock will be placed on the outside of the cabinet. Only the STC and principal will have a key to that cabinet. All district overage materials will be stored in a locked cabinet in the district office. An additional lock will be placed on the outside of the cabinet. Only the DTC and Assistant Superintendent will have a key to that cabinet. DELIVERY PROBLEMS The DTC will call the appropriate testing contractor and contact person at NJDOE. A copy of the Authorization to Receive Secure Materials will remain in the district office
5 If the courier does not pick up used answer folders or test booklets on the specified date, the DTC will: o Maintain the security of the materials by keeping them in a secure, locked location o Contact the appropriate testing contractor o Notify the County Test Coordinator MISSING TEST BOOKLET If at any time it is discovered that a test booklet is missing, the following procedures MUST be followed: 1. Examiner: a. Halt testing b. Notify STC immediately c. No student is to leave the testing area 2. STC: a. Halt testing b. Notify DTC immediately c. No student is to leave the testing area d. Notify school principal 3. DTC: a. Halt testing b. Notify NJDOE and County Test Coordinator immediately c. Notify district personnel CHAIN OF COMMAND The STC will be on-site during all testing [regular and make-up]. The DTC will be floating between schools during all testing [regular and makeup]. They will be available via cell phone at all times during the testing period. They will visit each testing site at least once during each testing period
6 Each school will designate a back-up STC in the event of an absence on a testing day. This back-up will be fully trained in all aspects of testing including the proper procedure for distributing and collecting materials, location of test materials, schedule, and location of security plan. The Assistant Superintendent will serve as the back-up DTC in case of an absence on a testing day. Back-up examiners will be trained in the event that an assigned examiner is absent. Substitute teachers will NOT be used as examiners SICK CHILD In the event a student becomes ill during testing, the examiner will take all testing materials from the student. The student will be sent to the nurse with a proctor or hall monitor and will not return to the testing room that day. The examiner will complete an Irregularity Report noting the situation and which section the child became ill in. This report will be turned into the STC when testing materials are returned that day If a child was not exposed to a part of that day s test, he/she will make-up those parts during make-up week. For any student who will not be able to complete a test during make-ups due to illness, a Void 1 code will be bubbled in. If a child soils an answer folder or test booklet [i.e. illness, blood], issue the child a new answer folder / test booklet. Transcribe the work from the soiled answer folder to the new answer folder. Complete an Irregularity Report documenting what happened and list the bar code number of the soiled materials. The STC will contact NJDOE and the County Test Coordinator to request an inspection of the soiled materials, and will follow appropriate hazmat procedures for storing the soiled materials until they are inspected. Once the County Test Coordinator - 6 -
7 inspects the soiled materials, the STC will destroy the soiled materials according to appropriate hazmat procedures. DISRUPTIVE STUDENT In the event a student becomes disruptive or is caught cheating during testing, the examiner will take all testing materials from the student. A proctor or hall monitor will take the student to the main office. The student will not return to the testing room during that day s testing. The test booklet will have a Void 2 bubbled in for that test section (subject)the Examiner will fill out an Irregularity Report documenting the situation and turn this into the STC at the time materials are returned. The STC and principal will determine if the student will complete the remainder of the test sections in the same room or in a different test setting. FIRE DRILL / BOMB SCARE There will be NO fire drills scheduled during the testing period. In the event of a fire alarm, all occupants will need to leave the school building. Examiners will note the time remaining and direct students to close their test booklets and answer folders immediately. As each child exits the room, they will hand both the test booklet and answer folder to the examiner. Examiner s will also take any materials for students who were absent on that testing day. Students will be directed not to talk. STC will notify the DTC and NJDOE contact person of the situation. Testing will not resume until an announcement is made by the STC. The STC is responsible for filing an Irregularity Report documenting the situation. If it is determined by the STC, DTC and NJDOE contact that testing may resume upon re-entry to the school, examiners will redistribute materials, paying close attention that each student has his/her assigned test booklet/answer folder. Students will be given the amount of time that was remaining at the time of the alarm to complete the affected test part. In the event that students are not permitted re-entry, the DTC will contact the NDOE to make alternate testing arrangements
8 INCLEMENT WEATHER If there is a delayed opening on a testing day, testing will occur on that day only if the entire test section scheduled for that day can be administered uninterrupted prior to lunch. Announcements regarding testing schedules will be made over the intercom system at the beginning of the delayed school day. In the event that a testing day needs to be postponed, all remaining sections will be tested as scheduled. The missed section will be tested on the Friday of the first week of testing. Examiners will need to be very cautious to ensure the correct test section is administered. The DTC will fax an Irregularity Report to the NJDOE at The report must include the date and section of the delayed or cancelled testing, the reason for the delay or cancellation, and the revised testing schedule
