2 ABOUT THE MANUAL Audience This manual is meant for Entrepreneur/Developers/Stake Holders that are in the process of implementing projects with Ministry/Agency of Coal. Purpose The purpose of this document is to provide an interface between user and e-cpmp, an Online Coal Projects Monitoring Portal. It will help the user to understand major features, benefits and workflow of the system. It will also help to submit the details of the project and the inherent issues that are impacting their implementation as also to track their status. 4 1.1 INTRODUCTION 1.0 ABOUT CPMP e-cpmp User Manual(v 2.0) With a view to putting in place an institutional mechanism to track stalled investment projects, both in the public and private sectors and to remove implementation bottlenecks in these projects on a fast-track basis, a e-cpmp cell has been setup in the Ministry of Coal in the nature of Coal Projects Monitoring Portal (CPMP) for all large projects, both public and private. This Cell would pro-actively pursue stalled projects so that the projects are commissioned on time. e-cpmp, an Online Coal Projects Monitoring Portal, has been developed for tracking projects that such projects as are critical in nature. It automates the entire tracking of stalled investment projects in the context of the bottlenecks. This would include submission of a new project, editing/updating the projects, reviewing the projects, submission of details relating to bottlenecks, Sub Group meetings and the decisions taken to remove the implementation bottlenecks in the stalled investment projects. 1.2 OBJECTIVE The following are the main objectives of the e-cpmp, Online Coal Projects Monitoring Portal: To redefine processes for effective tracking and resolving issues using a central interface. To facilitate discussion on issues and allow for brainstorming of ideas. To provide integrated services in a transparent manner. To provide fast and accurate information to the Government for strategic decisions. To eliminate duplicate and inconsistent record keeping. To search for specific information. To generate various MIS reports including financial and summary reports. 3 of 30

5 1.3 FEATURES All submission of projects in single window interface. Accessible from any PC having internet facility. Consistency checks enforced to ensure data integrity and accuracy. Existing information flow is retained to minimize learning time by user. On-the-fly generation of all required reports. Automatic mailer notification to take instant action. Four types of privilege for user as per their responsibility. 1.4 ROLES The following Roles have been defined as per responsibility: Private Entrepreneur/Developer/Stake Holder/Agency User Any Private Entrepreneur can log on to the website and submit the detail of the project(s) along with the issue(s) to the "Sponsoring" Ministry/Agency. The Private Entrepreneur/Developer/Stake Holder can fill-in Project detail along with issues indicating Ministry(ies)/Department(s)/Agency/Subsidiary and State(s)/UT(s) separately. The Private Entrepreneur/Developer/Stake Holder can monitor the decision(s) taken by the Coal Sub-Group in respect of their project/ issue(s) Ministry /Agency /Subsidiary User Ministry user can submit/verify the project(s) and comment on the concerned Ministry(ies)/Department/Agency/Subsidiary/States and UT(S) issues. Ministries/Departments/Agency/Subsidiary have been categorized into three parts: Sponsoring Ministry (SM) User The SM User can on its own fill in the detail of the project with issue(s) related to Recipient Ministry(ies)/Agency or State(s) after login. In the context of such projects as are submitted by PEs, the SM User has to verify the detail and after verification can either submit to Coal admin or reject the project(s). The SM user 4 of 30

6 is advised to articulate the issue clearly and succinctly to enable Coal admin to resolve it Recipient Ministry (RM) User The RM user will receive concerned issues only when the project has been verified by the Sponsoring Ministry (ies). The issue(s) relating to respective ministry(ies) will automatically flow in their account along with an notification alert to the respective nodal officer(s). Ministry is advised to submit their comment against each issue listed by the SM user concisely to help Coal admin to take a view Sponsoring and Recipient Ministry (SRM) User The SRM User has a privilege of both SM User and RM User i.e. SRM User can verify the Project submitted by PE and they can submit the project to Coal admin. The SRM user can also furnish comments against the issue(s) listed by the other SM Users State/UT User The role of the State/UT user is the same as SRM user except that the PE cannot submit the project to State(s)/UT(s) directly. They have to submit via Ministry/Department/Agency of Government of India Admin User Admin User has all the privileges to access all the projects submitted by the PE to SM, issues related to RM, projects awaiting Ministry verification, discarded projects, complete statistical progress of the Coal Admin, minutes, list of Nodal Officer, List of PE, various type of customize reports, comments given by the RM, project rejected by the SM, etc. The Admin User can accept or reject project submitted by SM user. These submitted projects will be considered by the respective tripartite Sub-Groups. Each issue will be discussed by the tripartite subgroup and decision will be entered online, so that concerned PE and Ministry/Department/Agency/Subsidiary and States can monitor the status and take necessary action Monitoring Ministry (MM) User 5 of 30

7 The MM user has only privilege to browse the entire detail of the projects, issues, decisions and status. This user does not have any edit privilege, but they can generate various types of reports in PDF and Excel formats for their purposes. This monitoring privilege has been given to specified Ministry(ies)/Department(s)/Agency/Subsidiary. Other users can only monitor their own project details, issues, decisions and status. 1.5 WORK FLOW Private Entrepreneur can register to get the login credentials from or Thereafter project details can be submitted along with the bottlenecks/issues to the Sponsoring Ministry/ Department/Agency. Sponsoring Ministry can review the project details submitted by Private Entrepreneur and recommend the project to the Coal Admin at the Coal Ministry. Ministries/Agency can reject a project submitted by Private Entrepreneur if it does not contain valid information. These rejected projects will automatically come to Coal Admin at Coal Ministry for final decision. Sponsoring Ministries/Agency/ States/Union Territories can also directly submit projects with bottlenecks/issues to Coal Admin. Once the Sponsoring Ministries/Agency/ States/ UTs recommend the projects, the issues/bottlenecks along with the project details will automatically go to the Recipient Ministry/ Department /Agency/ States/UTs for their comment/action. Coal Admin at Coal Ministry will review the project recommended by the Sponsoring Ministry / Agency /Department/ States/ UTs. Once it is accepted by the Coal Admin, a unique Project ID will be generated for further reference. Separate Tripartite Sub- Groups such as Environment and Forest, Coal, Mines, Railways, Petroleum and Natural Gas, Heavy Industries, Road Transport and Highways, Fertilizers, Chemicals and Petrochemicals, Financial Services, Home Affairs, etc., have been constituted to consider issues/bottlenecks periodically with a view to resolving them quickly. Decisions taken in the CPMP Sub-Groups will be made available through e-cpmp. Automatic mailer notifications will be triggered for each and every transaction committed in the e-cpmp as shown in the work flow diagram (Figure-1). 6 of 30

9 2.0 NEW REGISTRATION Step 1. Normal User/Private Entrepreneur: For submitting the project, a user has to register Online at e-coal Projects Monitoring Portal. Registration can be done in the following manner: Step 2. Type or esuvidha.gov.in/coal in the address bar of the web browser i.e. Internet Explorer, Mozilla Firefox, Google Chrome etc. and press Enter. A Home page of e-cpmp website will appear as shown in Figure-2.1. Step 3. Click on the New User Registration System as shown in the Figure-2.1. 10 Figure-2.1: New User Registration Form of e-cpmp Step 4. Step 5. Type the User Name in the User Id text box. Type the new password in the Password text box. Password should be more than 8 characters and having at least one numeric, one alphanumeric and one Capital character. Step 6. Type the same password again in the Confirm Password text box to confirm it. Step 7. Type the Full Name, Designation and valid -id in Name, Designation and text boxes respectively. 9 of 30

11 Step 8. Step 9. Step 10. Type the valid phone, mobile number, full address and valid alternate -id in the Phone No., Mobile No., Address, and Alternate text boxes respectively. Type the code in the text box as shown in the captcha image, if it not readable, refresh it. Click on the Register button. After successful registration, online e-cpmp page appears as shown in Figure-2.5 and new user will get the notification on registered mail-id as shown in Figure-2.4. Type the user id in the User Name text box. Click on the PROCEED Button to proceed. e-cpmp Website does not allow the wrong User Name. 11 of 30

Click on Login button as shown in Figure-2.8. Fig: 2.8 Login Button Page After successful login, an Online Coal Projects Monitoring Portal page will display as shown in below Figure 2.9 indicating no project in the My Projects folder. 12 of 30

15 Figure- 2.11: Password Change Page Type the new password in the New Password text box and type the password again to confirm new Password in the Confirm New Password text box. 2.3 LOGOUT To logout from Online Coal Projects Monitoring Portal, click on the option Logout at the left side of the screen as shown in the figure Figure- 2.4: Logout from e-cpmp System 14 of 30

16 3.0 ADDING & TRACKING PROJECTS 3.1 ADD NEW PROJECT Private Entrepreneur/Developers/Stake Holders can submit details of the projects with issues and track the decision/status online of the submitted projects after successful registration. Before submitting a project it is advised to go through the list of all projects considered by Coal Admin available on the Online Coal Projects Monitoring Portal to obviate duplication and inconsistent record keeping. To submit a new project, following procedure may be adopted: Step 1. Step 2. Step 3. Step 4. Step 5. Step 6. Step 7. Step 8. Step 9. Step 10. To add a new project, click on the Add New Project link as shown in Figure 3.1. A New Project detail form appears as shown in Figure 3.2. Type the Name of the Project in the Project Name text box. Choose the Sponsoring Ministry/Agency from the drop down menu list of Ministry/Agency field. Choose the Location State from the Location State 1 field. If location of the project is more than one state, states from list of the drop down of Location State 2 and Location State 3 can be chosen. For more than three location States, three primary States may be chosen. After choosing the Location States, District list will be loaded when Load District Button is clicked. You can select multiple item by holding the ctrl key and select District from the list. Select the implementation mode whether it is Private, Public or PPP from the drop down list Implementation Mode field. Enter the Linkage. Select Type of Mines from drop down list. Select Projects Field from drop down list. Enter the Project Capacity in MT. 15 of 30

17 Step 11. Step 12. Step 13. Step 14. Step 15. Enter the Project Cost, It is not mandatory but Project cost should in Crores and description of the Project should be properly articulated. Choose the bank from the Bank drop down list. This field is not mandatory and if more than one bank is involved in the project, only main financial authority may be chosen. Insert the Dates of Financial Closure Expected and Financial Closure Actual by clicking on the Calendar icon. Choose Implementation Started or not by selecting radio button. If this field is not applicable than choose NA. Insert the Scheduled Date of Completion and Anticipated Date of Completion by using the Calendar icon. After adding all field then click on Add issues Button as shown in Fig 3.1 Step 16. Step 17. Only those project will be accepted that have valid issues. Before submitting the project, all the issue should be clearly mentioned in the issue field. (Figure 3.2). To add new issue/bottleneck, click on the button. If Project has issues with Ministry(ies) click on the Add Issue with Ministry(ies) and similarly Add Issue with State(s) for the State issue. When issue is related to any Subsidiary, then first select Parent Ministry /Agency /Department. Subusidiary list will automatically loaded in the next drom down list. Choose the Subusidiary from the drop down list. 16 of 30

19 Step 18. Choose the Ministry/Agency/States name from drop down list and type the issues related to the chosen Ministry /Agency/States in the text box next to Ministry/Agency or States/UT(s) Name. To add more issues with another or same Ministry/Agency/States/UT(s), click on the button Add Issue and follow the same steps. After selecting the State/Ministry to add issue if you decide not to enter an issue, check the delete option to remove the extra rows. Step 19. Step 20. After putting the issue in the issue field, verify the detail filled and click on the add button after inserting the captcha code. After successfully addition of projects, a unique Sr.No. will be generated and the Project is sent to the Sponsoring Ministry for further necessary action. Sponsoring Ministry Nodal Officer will get the notification alert as shown in Figure of 30

21 3.2 MY PROJECTS User can see online decision and status of concerned submitted projects by clicking on the My Project option as shown in the Figure 3.4. Figure- 3.4 My Projects After login into the e-cpmp System, by default all the submitted project list will displays with status as shown in Figure 3.4. PE can see the entire detail of their submitted projects with decisions by clicking on view option at second column as shown in Figure-3.4. Status Column shows the different stage of the projects. Detail of these statuses has been described as per below: Projects to be Sponsored by the Ministry/Agency Projects Not Sponsored by the Ministry/Agency Projects Sponsored by the Ministry /Agency Projects Accepted for Consideration by Coal Admin Projects Considered Projects Yet to be Considered 20 of 30

22 Projects Resolved Projects Where No Action is Required If user wants to see the decision and comments given by the recipient Ministry(ies) of each indicated issues, take the following steps: Figure-3.5: Status of the Projects Step 1. Click on the view of any project as shown in Figure-3.5. A new window appears, displaying the detail of the project with description and issues as shown in Figure of 30

24 In Figure-3.6, below left side a decision link within bracket zero shows that no decision has been taken so far against the issue. If one or more decisions have been taken on the issue, decision link will indicate the number in place of zero. To see the decision, PE has to click on the Decision option. If PE clicks on the decision, a new window appears displaying the decision as shown in Figure-3.7. Issue status has been categorized in the following ways: 1. Issue Considered Issue has been listed for consideration of the Sub-Group and considered by it. 2. Not Implemented Decision has been taken, but it is still to be implemented. 3. Implemented Decision has been taken, issues is resolved. 4. No action required No action is required. Issue can be closed. 3.3 ADDING A NEW ISSUE IN ALREADY ACCEPTED PROJECTS: To add a new issue in already accepted project, take the following steps: Step 1. Step 2. User has to login into the online Coal Projects Monitoring Portal. Click on the View link from Projects Accepted for Consideration by Coal Admin project list as shown in Figure 3.7. A window appears, displaying the project detail. 23 of 30

Click on the Add Issue with Ministry/Agency/States/Subsidiary, a new row appears, in which a new issue can be added and submitted for further action to Sponsoring Ministry/Agency as shown in Figure-3.8. Choose the Ministry/Agency/Subsidiary/State from drop down list and type the issue in the Issue field as shown in Figure 3.9. Type the code from the captcha image in the text box. Click on the update button to update the issue. 24 of 30

28 4.0 HELP The help menu contains the contact details of the Nodal officer of the Ministry/Agency/States. shown in Fig: 4.1. Figure- 4.1 Help 27 of 30

29 FREQUENTLY ASKED QUESTIONS (FAQS) Q.1. What is the purpose of e-cpmp? Ans. With a view to putting in place an institutional mechanism to track stalled investment projects, both in the public and private sectors and to remove implementation bottlenecks in these projects on a fast-track basis, a Coal Admin has been setup in the Coal Ministry in the nature of Project Monitoring Portal (PMP) for all large projects, both public and private. This Cell would pro-actively pursue stalled projects so that the projects are commissioned on time. Q.2. What does e-cpmp stand for? Ans. Online Coal Projects Monitoring Portal. Q.3. What are the criteria to accept for consideration of various projects? Ans. A project involving investments of Rs crore or more, or any other critical projects in sectors such as infrastructure, manufacturing, power, etc. Q.4. Where is all the information regarding the e-cpmp Projects residing? Ans. All the project information is available on Coal Ministry website. Q.5. What are the key benefits for the department adopting the Online Coal Projects Monitoring Portal? Ans. It provides transparency and efficiency in the working environment, minimizes the processing delay, helps in timely disposal of important issues, enables one to work from anywhere, anytime, leads to a paperless working and provides ease and flexibility in the retrieval of various reports. Q.6. Who is eligible to submit a project? Ans. Any Ministry/Department or any private entrepreneur can submit the stalled investment projects involving the issues with the Ministry/Agency /States. Q.7 Are all the necessary fields required to be filled while submitting the project online? 28 of 30

30 Ans. All the required field should be filled and the issues precisely and clearly articulated otherwise the Project may not be accepted for consideration. Q.7. Is it possible to add more issues after the acceptance for consideration of the projects? Ans. Yes, the Ministry/Agency/States/Private Entrepreneur can add more issues after accepted by the Coal Admin. Q.8. Is it possible to add more issues after a decision on issues submitted earlier? Ans. Yes, it can also be done. Q.9. Is it mandatory to write only one issue in the issue field? Ans. Yes, only one issue should be indicated in the issue text box by the Ministry/Department/Agency or Private Entrepreneur. If there are more than one issue with the same Ministry/State, user should open a new issue field for each issue. Q.10. When Project submitted by Private Entrepreneur is reviewed by Ministry and it is found that it is already listed in the accepted Project List. How can it be rejected? Ans. When such duplicate projects are found, it is required to check the issues, if additional issues are found, new issues can be added in the accepted project. It may be intimated to Private Entrepreneur also. Q.11. Is it possible for Private Entrepreneur to submit the project online? Ans. Yes, Private Entrepreneur can register first online and submit their projects with issues. Q.12. Is it possible to see the contact detail of Ministry/Agency/States Nodal Officer for Private Entrepreneur? Ans. Yes, List of Nodal Officers is available on the website. Q.13. Can Private Entrepreneur track the progress of their projects? Ans. Yes, they can see the progress as well as the decisions. Q.14. Is Captcha code necessary? 29 of 30

31 Ans. Yes, due to the Security Guidelines, it is necessary to insert the code at every transaction. Q.15. Can multiple issues be added for one project? Ans. Yes, multiple issues can be added. Q.16. Can Projects without any issues/problem be considered by Coal Admin? Ans. No, only those projects will be considered in which issues/problems are indicated. Q.17. Can a new issue be added after consideration of projects? Ans. Yes, a new issue can be added at any point of time. Q.18. Is it mandatory to change the password from default given password? Ans. Yes, it is mandatory to change the password after receiving the default password. Q.19. Is it possible to see the list of all the projects considered by Coal Admin? Ans. Yes, the list of projects considered by Coal Admin is available on the website. Q.20. Can more than one project be added by one user? Ans. Yes, more than one project can be added by one user. Q.21. Can State Nodal Officer see the issues/problem with Projects? Ans. State Nodal Officer can see only those issues which are relating to their State. Q.22. How can I login after making a wrong attempt? Ans. After 5 wrong attempts, the account gets locked for 2 Hours. Right password will only be accepted after 2 Hours. Q.23. Can One Ministry sponsor the project to another Ministry? Ans.
