3 1 Introduction (Incorporating terminology used in HAMP Lifecycle Plan documentation) The lifecycle planning process specifies how the asset is currently managed and how this could be improved in the future to allow an asset management approach to be undertaken. For this process, the following sub-sections described below were considered in some depth in the detailed lifecycle plans included later in this section. 1.1 Policies and Objectives A list of the specific documented goals and objectives (both council & LTP) that each particular highway asset contributes towards. 1.2 Inventory A summary of the information detailing the extent of the asset, with the summary data split into groups that are relevant to the management of the asset including type, geography and road classification etc. together with a statement of any important data deficiencies or systems issues. 1.3 Condition What current condition the asset is in. How is the condition of the asset assessed including details of inspection regimes and surveys and detailing what data is produced as a result, where it is stored and what confidence level there is in the data. Where appropriate a statement of any standards that exist that define what the desired condition of the asset is and intervention criteria. 1.4 Demands What demands are placed on the asset now and what are anticipated in the future? 1.5 Performance Gaps Performance Gaps are a measure of the failure of an asset to meet the demands placed upon it or they can be the gap between desired condition and actual current condition. They can also include gaps in knowledge necessary to manage the asset efficiently, i.e. missing inventory data. 1.6 Option Appraisal How are options identified and appraised for each phase of an assets life (e.g. Creation / acquisition, routine maintenance, renewal / replacement, upgrading and disposal). 4 1.6.1 Routine Maintenance Routine Maintenance is the regular ongoing day-to-day work that comprises servicing rather than replacements / renewals and is necessary to keep assets operating. This also covers the reactive or ad hoc repair or renewal of small elements or components, which have become unserviceable due to general wear and tear Renewal/Replacement Renewal/replacement work is the major planned (programmed) work that does not increase the asset s designed capacity, but restores, rehabilitates, replaces or renews an existing asset to its original capacity (i.e. maintaining a Steady State ) Creation / Acquisition / Upgrading Creation / Acquisition / Upgrading is major work that creates a new asset that did not previously exist, or works that upgrade or improve an asset beyond its existing design capacity Disposal Disposal is any activity that removes a decommissioned asset, including sale, demolition or relocation. Although disposal of infrastructure assets is uncommon it can occur when components become life expired and are replaced as is the case with street lighting columns. Some components with the highway asset can be recycled and re-used at the end of their useful life and this is being increasingly utilised where practical. Examples include excavating and recycling road pavement material and uplifting and relaying expensive granite setts for footways in prestige areas. 1.7 (Budget) Optimisation This is the process for establishing budgetary need. How current budgets are distributed between the elements of the asset and identification where one exists of the process used for ranking schemes and trading between demands. 1.8 Whole Life Costing Whole life costing is a means of establishing the total cost of ownership of an asset. All costs associated with the efficient long-term maintenance of the asset are considered. 1.9 Risk Management Risk is 'the threat that an event or action can adversely affect an organisation s ability to achieve its objectives and to successfully execute its strategies (Audit Commission). A simpler definition might be the chance of something happening that will have an impact on objectives. E4

5 What risks are associated with the asset in terms of both physical risks (health & safety) and business risks (financial, image, environmental etc). A risk management approach should be adopted in the evaluation and ranking of maintenance schemes Forward Works Programme How future works are programmed and over what timeframe Physical Works How the works and services on the asset are currently delivered with specific reference to how this could affect asset management practice Performance Management How performance is measured and reported, including listing of relevant existing measures (BVPI and local indicators etc) and identifies new indicators that would be desirable to undertake an asset management approach Issues / Improvement Actions Where issues (in regard to asset management) have been identified with current practice, the necessary improvement actions have been highlighted. 6 2 Common Issues / Improvement Actions The following section includes where applicable, the issues and improvement actions common to most if not all the highway assets in Coventry. 2.1 Issues / Improvement Actions Key issues relevant to the overall highway asset and their associated improvement actions are given below: ISSUES: E2.1) E2.2) E2.3) E2.4) E2.5) E2.6) E2.7) E2.8) it has been estimated that the historical investment in the assets is below the levels required for sustainable maintenance and as such the overall condition of the network has continued to deteriorate. the recommendations contained within the Code of Practice regarding the frequency of Highway Safety Inspections have been formally adopted but have yet to be implemented. Specific high standard training in regard to the undertaking of the highway safety inspections as recommended in the Code of Practice has yet to be undertaken. the exercise required for whole life costing has not yet been undertaken a fully defined risk management process has not been developed for the highway assets. a fully integrated long term forward works programme is yet to be developed. service options and levels of service have yet to be developed for most assets. there is a lack of performance indicators associated with the highway assets. 7 IMPROVEMENT ACTIONS: IA-E2.1) IA-E2.2) IA-E2.3) IA-E2.4) IA-E2.5) IA-E2.6) Identify the future investment needs and the effect this will have upon the long term maintenance of the assets. Initiate the inspection regimes required for all assets. Formalise the training of highway inspectors to ensure a consistent level of service. Procedures and processes need to be developed for undertaking a whole life costing exercise on the highway assets. A rethink of the departments risk management strategy is required, with a focus on decision making based on acceptable risk. A focus on the information required to develop a long term works programme is required..ia-e2.7) A number of differing service options need to be investigated and a level of service matrix needs to be developed and presented to cabinet. IA-E2.8) A review of the highway maintenance strategy and the Code of Practice is required to assess which of the suggested local performance indicators are applicable to Coventry and to identify any others that may be required.
