2 Chapter 13 Sign and Street Furniture Lifecycle Management Plan 13 Signs & Street Furniture Lifecycle Management Plan 13.1 Introduction A Traffic Sign is defined as any object or device (whether fixed or portable) for conveying to traffic on roads or any specified class of traffic, warnings information requirements, restrictions or prohibitions of any description such as: Specified by Regulations made by Ministers or Authorised by the Secretary of State. Non-illuminated signs, bollards and guard railing encompass all equipment maintained within the remit of Surrey County Council as the Highway Authority. The equipment contained within this section comprises of Non-Illuminated Signs, Bollards (Non-Illuminated) and Safety Pedestrian Guard Railing Inventory Non-Illuminated Signs There are approximately (to be quantified) non-illuminated signs on the Surrey network, which fulfill warning, regulatory and informatory roles. Non-Illuminated Bollards There are approximately (to be quantified) non-illuminated bollards of differing sizes and design, which fulfill enforcement, safety, and traffic calming roles. Pedestrian Guard Railing There are approximately (to be quantified) linear metres of pedestrian guard railing which fulfill a safety role at many varied and diverse locations. Records and Inventory Background A full County based inventory is not available Non Illuminated Bollards have been widely used due to the huge increase in Traffic Calming Installation across the County A new inventory is essential Each of the eleven districts is directly responsible for maintenance and replacement within its boundary and has Highway Engineers/Stewards to monitor in liaison with their Partner Constructor 195
3 Non-Illuminated Non Illuminated Pedestrian Other Highway Signs Bollards Guardrails Furniture Elmbridge Epsom & Ewell Guildford Mole Valley Reigate & Banstead Runnymede Spelthorne Surrey Heath Tandridge Waverley Woking Totals 13.3 Condition Assessment The condition of the asset is determined and recorded through the following: The equipment stock inspected as part of the Maintenance and Inspection element of the Surrey Highways Partnership Contract (SHP) Age Functionality (Fitness for purpose) Compliance with latest standards and legislation SHP The Term Brief and Method Statement sets out the requirements and undertakings respectively with regard to condition surveys of the equipment stock Service Standards General Approach The maintenance and inspection service of Surrey s signs and other highway furniture is delivered through the County s Highways Maintenance Partnering Contract. The requirements and Standards are contained in the method statement. The Constructor will deliver the maintenance and inspection service for the whole County, working in close alliance with other partners. The full extent of the service will cover: Inspections Random fault identification and repair Preventative maintenance Modification and refurbishment Third party damage caused by other highway works 196
4 Chapter 13 Sign and Street Furniture Lifecycle Management Plan Performance Monitoring The standard of maintenance and inspection achieved shall be measured against Key Performance Indicators set out in Surrey Highways Partnering Contract. While it is expected that partners will endeavour to meet the service standards specified in year 1 of the contract they will not be applied until Year 2 onwards Asset Valuation A simple assessment of the value of the asset is it calculated replacement value. 5 13.9 Risk Assessment The County Council assesses the risk of structural failure according to visual survey during statutory highway inspection Routine Maintenance Plan Routine maintenance is the regular ongoing day-to-day work that is necessary to keep the assets safe, clean and up to the necessary operating standard. This is to include for portions of the assets that fail and need immediate repair to make the asset operational again. Details of the activities undertaken as routine maintenance of non-illuminated signs are shown in the Table below. Attendance by our Partner Constructor is due mainly to Road Traffic Accidents and vandalism. Night Inspections A duty of the Street Lighting contract is for regular night inspection. This gives an opportunity to inspect signs and bollards for reflectivity and visual awareness Upgrading Plan Sign Renewal/Replacement work is major work that does not increase the asset s designed capacity but restores, rehabilitates, replaces or renews an existing asset to its original capacity. The removal of signs or other highway furniture normally occurs as part of a change in signage in conjunction with a traffic safety scheme Sustainable Development One of the best ways to demonstrate economic stewardship of the asset is to quantify the asset value in monetary terms and monitor how this is changing with time. The will indicate if costs are being passed to future generations and can provide compelling arguments for investing in the preservation of the asset base. Surrey County Council will direct its resources to promote sustainable development as defined by The Common Agenda. Use natural resources wisely by minimising waste and using the best and most appropriate techniques to achieve the objectives Promote more sustainable transport by providing more choice and creating easier and safer opportunities to walk and cycle Protect and enhance the environment by widening the undertaking of sustainable issues and ensuring that all developments make Surrey s environment better not worse Care for and protect people by increasing personal and community safety with less fear of crime and encouraging continued independence of those who are older, more frail or less healthy Meet people s differing needs by, amongst other things, ensuring that buildings and places open to the public are accessible to all 199
7 13.14 Future Developments A significant number of signs located throughout the County network have obstructed visibility when approached by traffic, from overgrowth of vegetation, or their positioning relative to other objects on the network. With regard to vegetation overgrowth more diligence with vegetation control will alleviate the situation.
