4 BOVA University Network is a network of Baltic region universities that develops high educational and research standards and serves the students, scientists and academic staff as a platform for wide international collaboration and increases competitiveness in all member institutions

5 Intensive Programme (IP) is a short programme of study which brings together students and teaching staff from higher education institutions of at least three participating countries, it can last 10 continuous full days to 6 weeks of subject related work

6 Aims of IP: to encourage efficient and multinational teaching of special topics which might otherwise not be taught at all, or only in a very restricted number of higher education institutions

7 to enable students and teachers work together in multinational groups and so benefit from special learning and teaching conditions not available in a single institution, and to gain new perspectives on the topic being studied

8 to allow members of the teaching staff exchange views on teaching content and new curricula approaches and test teaching methods in an international classroom environment

9 Desirable features of an IP IP can be a one-off activity or repeated over a limited number of years (maximum duration of funding three consecutive years with an annual application round)

10 it should provide something new in terms of learning opportunities, skills development, access to information, etc. workload of participating students is recognised, preferably in terms of ECTS. the ratio of staff to students should guarantee active classroom participation

11 Criteria of an IP: IP involves at least 3 participating institutions from 3 different EU countries the number of students coming from other countries (except hosting country) in IP must be minimum 10

12 The activity plan should include at least 10 continuous (without interruption) working days of subject-related work IP with the same or a very similar partnership and the same or a very similar topic can receive funding for 3 consecutive years

13 IPs should indicate a link to one or more of the following aspects: presenting a strong multidisciplinary approach, fostering the interaction of students from different academic disciplines focusing on subject areas which are currently under-represented in Erasmus student mobility at overall European level

15 Course outlines (main topics) Land administration institutional systems The results of land reform, different implementation and ways of land restitution and privatization Different real property registration systems, their weak and strong points Land information systems and geodatabases in Baltic countries

16 Different systems of real property appraisal and property taxation systems from the point of their economical efficiency, justice and fairness Comparison of different land administration systems Perspectives and changes in land administration Creation of theoretical model of efficient land administration system, based on the best experience from different countries

17 Pedagogical approach (teaching forms and methods) Distance learning part Meeting in person: - theoretical lessons - practical seminars (team work) - field trips Study material Real Property Cadastre in Baltic Countries

18 Scientific content Analysis of different land administration systems The modelling of perfect land administration system as a final work for the student groups SWOT (strengths, weaknesses, opportunities, and threats) analysis for each Baltic country

19 Learning outcomes (knowledge and abilities) specialised knowledge and critical awareness on government institutions making decisions in land administration field, different real property registration systems, land information systems, outcomes and process of land reforms in different countries, strengths and weaknesses of different land administration system

20 skills to accommodate obtained knowledge in order to analyze and understand basic criteria of different land administration systems and tools for land policy implementation, apply SWOT analysis for other researches competences without assistance to use obtained knowledge and skills in practical work for finding better and most efficient solutions
