Practical Hazmat Safety PRESENTED BY: JOHN T. EMMINIZER, JR. CHIEF, EMERGENCY OPERATIONS DEPARTMENT OF ENERGY & ENVIRONMENT WASHINGTON, DC.
Practical Hazmat Safety Introduction Objective The Disclaimer The Challenges Challenging the Norm New Tools for Old Challenges (Safety Planning Systems) The Scenario
Introduction Introduction of Presenter Introduction to the Practical Concept Question #1 - Does your jurisdiction have Hazmat or Special Ops Battalion / Operations Chiefs? Question #2 What level of hazmat training do your IC s have? Question #3 Is your team staffed from one or more agency?
Objective The program will also discuss successful strategies and tactics for working with the incident commander and operations sections to reduce conflict and improve responder safety. Safety planning systems presented will be used by attendee groups to conduct safety planning for a simulated response.
The Disclaimer This program was developed based on the career experiences of a hazardous materials responder and career environmental health and safety manager. The concepts discussed in this session have been proven successful in some jurisdictions. What works in one place may not work in others, when managed properly change can be very positive and ensure the safety and health of responders. Very few egos where bruised or injured in the development of these concepts.
The Challenges Myths and Misconceptions Everyone hates the Safety Officer We can look out for ourselves, we don t need a Safety Officer. We are the Hazmat Team, we don t need a Safety Officer. We have to memorize every regulation, and comply with all of them. OSHA does not cite emergency responders
The Challenges Perception of OSHA / EPA
Challenging the Norm Understanding Operations Needs Evaluating the Operations Tempo Don t be a Book Thumper Practical Application (Not Preaching)
Challenging the Norm Understanding the intent of regulations Don t loose site of the big picture Remember mission priorities - Our Safety - Public Safety - Environmental Safety - Property Conservation
Challenging the Norm Hierarchy of Protection - Engineering Controls - Work Practice Controls - Personal Protective Equipment
Picture of a Modern Incident Safety Officer Multi-Discipline Trained Pro-Board Certified Leads by Example Maintain Proficiency as Hazmat Technician More Coach / Mentor, Less Disciplinarian
New Tools for Old Challenges Risk vs. Regulation Approach The Five P System Behavior Modification vs. Reg. Memorization Practical Protective Measures Compliance through Compromise Use of Judo and Peer Pressure Techniques Talk, Tactics Changes, Train, Track, Ticket
Risk vs. Regulation Approach Textbook compliance often misses critical risks. (Causing increased threat) Example: Turn outs vs. CPC Regulation Overload = Poor Risk Management Calls for Rapid Risk Identification and Management
The Five P Risk Assessment System People Information from persons involved Place Occupancy / Location involved Product What has potential to or has released Protective Measures For Responders and Public Procedures How we will Contain, Control, and Mitigate the hazards identified.
Behavior vs. Regulation Memorization Personnel memorize regulations to pass a training or exam. Behaviors can be modified and are typically not forgotten. Behavior based safety is simple; - Injuries cause pain, suffering, loss of money. - Death can result from some injury - Everyone wants to go home - Pause, Think, Act will avoid most injuries - Risk vs. Reward
What Drives Behavior Based Safety
Practical Protective Measures Acute Protective Measures - Appropriate for most immediate hazard - Does not arbitrarily increase hazard Chronic Disease Prevention Transfer Prevention Measures
Compliance through Compromise Receiver needs to understand safety is there for them. Safety needs to understand job needs to be done. Compromise through clear communications of expectations
Verbal Judo and Peer Pressure Screaming does not help Use their argument against them When your wrong, own it!!! Use performance of other units to motivate others (Safety Records)
The Five T Situation Management Process Talk Talk to the individual or team about it Tactics Review Tactics / Will it Change Anything Train Trainings and Briefings to Address it Track Track the issue, does it repeat Ticket When all else fails use progressive discipline
