1 Natura 2000 and Constanta harbour The implications of the economic activities in Constanta harbour on biodiversity conservation in the ROSPA Black Sea
2 Scope of Natura 2000 network To ensure the long term survival of Europe's most valuable and threatened species and habitats of community interest The European Birds Directive requires Member States to designate SPAs where an area supports significant numbers of wild birds and their habitats
3 The relation between ROSPA0076 Black Sea and Constanta Harbour Site of community importance (ROSCI0197 Eforie Nord - Eforie Sud Submerged beach designated in accordance with Habitats Directive 92/43/CEE) Special Protection Area (ROSPA0076 Black Sea - designated in accordance with Birds Directive 79/409/CEE) Constanta Harbour is included in ROSPA0076 Black Sea In accordance with the Birds and Habitats Directives, the custodian will develop the protected area regulation and management plan, consulting also the port authority so it can conduct economic activities in compliance with the conservation measures contained in the above documents

5 Conservation objectives of the ROSPA0076 Black Sea 18 species of birds (eg. Dalmatian pelican, Swan, Red-breasted Goose) 2 types of habitats of community interest (Sandbanks which are slightly covered by seawater at all times and Mudflats and sandflats not covered by seawater at low)
6 Reaching the favourable conservation status First step: identification of favourable conservation status of the 18 species of birds and 2 types of habitats Second step: maintain and restore the conservation status in accordance with activities undertaken in the SPA through elaboration and implementation of conservation measures Third step: the elaboration and implementation of the SPA management plan
7 General activities of Constanta Harbour in accordance with SPA requirements in order to avoid the deterioration of the species habitat or significant disturbance to habitats or species for which the site has been selected The following are not allowed: physical disturbance noise disturbance toxic contamination (e.g. pesticides, TBT, heavy metals) toxic contamination caused by changes in nutrient loading toxic contamination caused by changes in organic loading toxic contamination caused by changes in salinity toxic contamination caused by changes in turbidity biological disturbance resulting from the selective extraction of species
8 Activities which can be implemented by the Constanta harbour and the custodian of ROSPA0076 Black Sea Ensuring appropriate controls in order to prevent illegal egg collection Improving the communication between the harbour and the custodian to avoid potential impacts on birds species Monitoring the habitats in Constanta harbour and implementing the management initiatives to ensure the protection of birds species and habitats Promoting more research into the impact of human activity and climate change on the bird populations and habitats of the Black Sea SPA, especially in the Constanta harbour
9 CONCLUSION As a representative of the custodian and the Black Sea SPA NGO, I want to express our availability to collaborate with the Constanta Harbour Authority in order to implement joint activities aimed at a better conservation of the natural species and habitats in this Special Protected Area which is unique in Romania and Europe for its beauty and rich diversity of wild life.
