4 Present situation on nature conservation in the Netherlands National government is still responsible for overall policy (Natura 2000 and the Nature Network the Netherlands, formerly known as EHS, Dutch hfor ecological lmain structure) Provinces become first-line responsible for execution of nature conservation Budgets are not longer without discussion, so find new sources (valuation of ecosystem services) Involve local stake-holders in conservation issues

7 Where the two meet: Virtually on all aspects! Involvement of local stakeholders Nature education of the larger public maybe combined with conservation-oriented research and restoration projects Wise use of natural resources (ecosystem services)
8 Where is it already operational? Waddensea, since 1986 the first (and until now the only) Man and Biosphere reserve Protection is already guaranteed (Natura 2000 site) Still use of natural resources (fishery, shellfish nursery, gas mining) Research and education through the Wadden academy and Wadden fund

11 Will the Veluwe be the second one? Protection already guaranteed (Natura 2000 site and most prominent site in Nature Network the Netherlands) Use of natural resources (ecosystems services): Production services as timber and game, increase of production of sheep possible Recreation site number one Preferred habitation site (scenery, tranquillity) Pure drinking water
12 Common and private goods and services Common good and services: Goods and services that are shared and are beneficial for all (or most) members of a community As the profits are for the whole community, it is likely that the whole community also pay the costs Pi Private goods and services: Goods and service for private use, costs are covered by the private party
13 Common and private goods and services (2) Which of the ecosystem services are common (C) and which private (P)? Supporting services (primary production of meat) P Provisioning services (biomass for energy, game) mostly P Regulating services (clean drinking water) both P and C Cultural services (Recreation and leisure a.o. biking and wandering) partly P, mostly C The majority seems to be private and thus easy to pass on
14 Common goods and services Recreational income: Additional jobs in the area, profits for entrepreneurs (saving income support, tax-income on labour and enterprises) Wildfire protection: Saving biomass and timber and saving fire control costs New commons: Selling the rights a.o. to keep bees or to hunt
15 Grazing (primary production of meat) Costs of grazing in guided flocks: 300.ha-1 (assumption 20 kg meat/lamb; price: kg-1) leaves 200.ha-1 additional costs A price of kg-1 makes break-even For a branded product (regional, high quality, biological, etc.) its seems achievable. Additional role of food production in heathlands in Europe can cover 10% of nowadays meat consumption
16 Cultural services Real estate taxes: Brokers results show a 10-30% higher real estate value close to nature Over this higher value also the real estate tax is paid annually to the communities The extra value amounts 13 M for the Veluwe area ( ha ~ 145.ha -1 ) (private good!)
17 Regulating services: drinking water A m 3 drinking water costs 1.24 in Amsterdam (Rhinewater, first purified and then filtered in the sand dunes, owned dby the company Natura 2000 site!) A m 3 drinking water costs 0.77 in the major heathland area, the Veluwe (extraction of groundwater, no further purification necessary, area is not owned by the company Natura 2000) Using only 0.08.m -3 of the difference of 0.47 all management costs are covered (i.e million) (private good)
18 Conclusion The Veluwe meets just as the Wadden sea all criteria for admittance Income from ecosystem services justifies the present conservation status and makes it possible to cover all management costs and probably restoration and education costs Or we decide to nominate a national landscape in every province for the MAB-status A status paying back in additional recreation value.
