The tender in the amount of $ 259, ($ 229, plus 13% HST) for the work associated with Contract T be awarded to Front Construction of Windsor, Ontario. 2. The total project cost of $ 283, is to be funded from the Bridge Lifecycle account. 3. The Mayor and Clerk be authorized to enter into the recommended agreements. Background The subject structure, originally constructed circa 1937 and rehabilitated on several occasions since, is found within the Municipality of Chatham-Kent Bridge and Culvert Inventory. Bi-annual inspections have been conducted by the Municipality of Chatham- Kent (as legislated under the Public Transportation and Highway Improvement Act) to continually monitor the condition of the structure and to ensure public safety. As of the last legislated inspection, the subject structure was documented as illustrating continued overall deterioration and structurally inadequate (warranting the posting of a load restriction at the site). Formerly maintained by Ontario s Ministry of Transportation, this through-truss structure has been rehabilitated on several occasions by the Province and was ultimately transferred to the Municipality of Chatham-Kent shortly after amalgamation. This contract consists of the rehabilitation of the superstructure of the Thamesville Bridge on CK Road 21 (also known as Victoria Road) over the Thames River so as to limit the amount of load

This is by no means a complete rehabilitation of the entire structure as no work will be done as part of this contract on the existing deck or substructure. Figure 1 - Thamesville Bridge on CK-21 - East Elevation of Truss Comments The Municipality of Chatham-Kent responded by commissioning two investigations related to the Thamesville Bridge; one related to the detailed condition of the concrete deck and the other related to the detailed condition of the steel superstructure. These reports identified and quantified immediate work so as to maintain a safe structure for the general public. Given the pending complete rehabilitation of the structure in the near future, Engineering and Transportation Division identified the need for short-term rehabilitation work to be coordinated with long-term rehabilitation of the structure. This will prevent duplicate effort, inefficiencies or expending dollars unnecessarily for work which would be done at the time the entire structure was rehabilitated. The rehabilitation of the Thamesville Bridge has been forecasted for This structure has been moved up from an anticipated rehabilitation date of 2019 due to the increased deterioration of the concrete deck and structural streel condition. In March of 2014, Engineering and Transportation Division received competitive proposals from engineering consultants regarding the completion of a detailed condition survey and development for the Thamesville Bridge. The firm AECOM, of Kitchener, Ontario was selected as the preferred consultant and undertook a detailed inspection of the structure in accordance with the Ontario Structure Inspection Manual. Given the findings of the detailed inspection, AECOM presented a number of rehabilitation needs as well as a number of priority items requiring prompt attention. One such priority item was the establishment of a load restriction at this structure. Other priorities included the reinforcing of select structural members to maintain.

3 Tender Award: Contract T Thamesville Bridge on Chatham-Kent Road 21 Victoria Road Municipality of Chatham-Kent 3 In 2014, AECOM was charged with the task of determining the reinforcement necessary at select structural members to maintain the load restriction. Work associated with this contract specifically addresses this issue (Appendix B). In April of 2015, the Thamesville Bridge was posted with a triple load restriction due to the continued deterioration of structural members. The necessary load posting (20 / 35 / 48 tonnes). A single lane of controlled traffic will be maintained across the structure during the course of the construction. The following members of staff were also consulted regarding the contents of this report: Purchasing Officer, Corporate Services Director, Financial Services/Treasurer Director, Public Works Financial Implications AECOM has reviewed the tenders and notes that they are complete in all respects. Project fees (consultant fees, costs of construction, etc.) associated with this lifecycle contract will be funded through the Bridge Lifecycle Budget (Appendix A). The low bidder was Front Construction Industries of Windsor, Ontario, with a corrected total tender price of $259,357.69, including HST. A review of Front s submission indicates the tender item list is complete and with only two small errors. A review of the submission by all six bidders revealed that the tender amounts shown were calculated correctly based on the Schedule of Quantities with the exception of very small errors plus one ambiguous error by Guardian Bridge. The corrected tender amounts did not change the order of contractors as arranged from lowest bid to highest bid with the results as tabulated below. Manager Infrastructure and Transportation DATE: November 05, 2014 SUBJECT: Consultant Assignments Engineering Services R Victoria Road (CK-21) over Thames River Thamesville Bridge Community of Howard, Municipality of Chatham-Kent RECOMMENDATIONS It is recommended that: 1. The proposal submitted by AECOM of Kitchener, Ontario in response to RFP R Victoria Road (CK-21) over Thames River (Thamesville Bridge), Community of Howard, Municipality of Chatham-Kent be accepted (at a cost of $441,255 + HST) subject to the negotiation of a contract satisfactory to the Chief Legal Officer. 2. The Mayor and Clerk be authorized to enter into the recommended contracts. BACKGROUND As Council is aware, the Thamesville Bridge forms part of the 10-Year Lifecycle Bridge Plan. As of the last inspection completed in 2014, this structure was identified as warranting immediate engineering review of specific areas (and consequently potent immediate rehabilitation of same) to ensure that a restrictive load posting is not imposed on the structure. It should be noted that a restricted load posting on the Thamesville Bridge would impose a lengthy and costly detour for heavy commercial and agricultural traffic via Kent Bridge or Littlejohn Road. COMMENTS The Municipality of Chatham-Kent responded by commissioning two investigations related to the Thamesville Bridge; one related to the detailed condition of the concrete

These reports identified and quantified immediate work so as to maintain a safe structure for the general public, free of any imposed load restrictions in 2014 / Given the pending complete rehabilitation of the structure in the near future, Engineering and Transportation Division identified the need for short-term rehabilitation work to be well coordinated with long-term rehabilitation of the structure so as not to duplicate effort, create inefficiencies or expend dollars unnecessarily for work which would be redone or undone at the time the entire structure was rehabilitated. To ensure this consideration through the process, the Request for Proposals was structured so as to specifically require consideration of same. The rehabilitation of the Thamesville Bridge has been forecasted for The Request for Proposals will seek the consultant s best advice as to the exact timing and extent of both the immediate repairs and long-term rehabilitation of the structure again with the overarching commitment of efficient and diligent expenditure of funds - to achieve the goal of rehabilitating this structure while affording attention to the other priorities within the lifecycle bridge program. An RFP was issued in late summer of 2014 for the provision of engineering services associated with the renewal of the above mentioned bridge site. Proposals were received by the Purchasing Officer, transferred to Engineering and Transportation Division for review and evaluated in accordance with the approved two-envelope process per the following evaluation criteria (matrix): Although four proposals were received, one of the proposals submitted did not fully meet the technical requirements of the terms of reference cited in the Request for

A second proposal, upon opening of the Fee Proposal, was confirmed as lacking technical requirements identified in the RFP and fees for supporting consultants and key activities. As a result, two proposals were not entertained. It should be noted that, in this instance, the recommended Respondent did not submit the lowest price. The determination of the Successful Respondent (and hence the recommendation as presented herein) was completed in accordance with the Council approved two-envelope proposal review methodology and the evaluation matrix identified earlier in this report. The recommendation reflects the ranking of the firm achieving the highest score of result of the evaluation process, considering both technical and fee proposals submitted.
