4 PD&E Commitments Cultural Resources The FDOT shall design the project to avoid permanent construction impacts to historic properties as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT shall ensure that the design of the project is compatible with the historical and architectural qualities of the National Register-listed South River Drive Historic District as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT shall create a working group known as the Bridge Aesthetics Review Committee consisting of property owners, residents, the City of Miami, FHWA, FDOT, and SHPO to advise the FHWA and FDOT regarding appropriate design elements for the replacement bridge as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The historic catwalks associated with the three Miami River Inn buildings, 104 South River Drive (8DA195), 428 SW 1st Street (8DA3042), and 438 SW 1st Street (8DA3043), located within the South River Drive Historic District shall remain and be incorporated into the design of the new bridge. This design shall maintain the historic, physical connection between the buildings in the historic district and the bridge as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT shall perform recordation measures prior to demolition of the bridge as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT will be responsible for the implementation of Florida Historical Markers through the Florida Division of Historical Resources Marker Program, as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT shall prepare a brief multimedia DVD to provide an educational tool for interested local schools, History Miami, Florida Room of the Miami-Dade County Main Library, and appropriate and interested agencies and parties as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. The FDOT shall perform archaeological monitoring during ground disturbing activities associated with the bridge replacement and for any ground disturbing activities incident to road reconstruction as specified in the Memorandum of Agreement between FDOT, SHPO and FHWA. 4

6 PD&E Aesthetics The bridge represents a gateway into downtown Miami and as such, its appearance should enhance this gateway. The bridge control house will reflect the architectural style of the adjacent neighborhood and will define the overall bridge architecture.
