1 INDIAN ARMY REQUEST FOR INFORMATION FOR PROCUREMENT OF CHEMICAL, BIOLOGICAL, RADIOLOGICAL AND NUCLEAR (CBRN) BAG EVACUATION CASUALTY (HALF) 1. Indian Army is procuring CBRN equipment for its personnel. It invites Request for Information (RFI) from Original Equipment Manufacturers (OEM) or their authorized dealers for supply of CBRN Bag Evacuation Casualty (Half). 2. Procurement would be carried out under Buy Indian category thereby meaning that only Indian Vendors would qualify for the proposal. The equipment must have minimum 30% indigenous content if the systems are being integrated by an Indian vendor. 3. Essential performance parameters for the said item are attached as Appendix. 4. The following documents will be submitted at the address mentioned in Para 5 below:- (a) Literature, specifications of the product including test protocols and claimed values for all parameters. (b) Production/Supply capacity of the Firm. (c) Intellectual Property Rights (IPR)/Proprietary Article detail for any item/part of item. 5. 3 Appendix PERFORMANCE PARAMETERS FOR BAG EVACUATION CASUALTY (HALF) 1. Introduction. Bag evacuation casualty (half) is required for those walking wounded cases who are not able to wear the Respiratory mask. Such eventuality may arise in case of facial wounds or in case the person is vomiting or has breathing difficulties. PART I - OPERATIONAL CHARACTERISTICS 2. Operational Characteristics. Bag Evacuation Casualty (Half) should meet the following specifications:- (a) The bag should be capable of protecting the casualty for at least 24 hours against all known CBRN toxic agents including radio-active fallout, chemical warfare agents, both in vapour (gas) and liquid (aerosol) states and biological agents. (b) The Casualty Evacuation Bag (half) should work on the principle of positive pressure of the bag with air drawn from outside and filtered, to prevent toxic agents from entering the bag from the external environment. (c) The bag should have an air outlet for natural flow of air to the outside through outlet valve and zipper allowing fresh air renewal by the blower and preventing CO2 accumulation in the bag. The valve should open at a given level of positive pressure in the bag. (d) The components of the bag should comprise CBRN resistant bag and blower, with hose for connecting blower to the bag. Provision for an adapter for attaching a battery powered ventilator providing CBRN filtered air to casualty, with a sealing cap for use when the ventilator is not required to be used. (e) The bag should allow continuity of medical treatment. There should be provision to introduce tubes from outside into the bag for transfusion and medication purposes without compromising the protection. (f) There should be an observation window to watch the casualty and for the casualty to see when he is walking. The window should be mist proof. The provision of window must not degrade the protection afforded by the casualty bag in any way. (g) The bag should be fabricated from CBRN special barrier film which should preferably be assembled by high frequency welding which provides high mechanical resistance and superior air tightness than by sewing or gluing.
4 (h) The opening and closing of the bag should be by means of a rear entry zipper. A flap (with Velcro fastener to fix it) should cover the zipper to protect it from the toxic agents. (j) bag. A personal identification and status card pocket should be fitted on the (k) The colour of the bag should be OG, sage green or natural butyl colour on the non-transparent parts. (l) The gloss should be as low as possible when the material is either wet or dry. (m) (n) The outer layer should be water and oil repellent. The outer layer should be flame retardant i.e. self extinguishing type. (o) The material should be decontaminable and re-usable. It should withstand decontamination and reuse minimum 10 times and after overhaul further 10 times decontamination and reuse. (p) Bag Evacuation Casualty (Half) should have elastic waist closure and also cord string waist closure facility. (q) The blower with hose and filters should have following components: - (i) Housing and electronic box having welded plastic construction to create perfectly airtight housing. (ii) Lithium battery (6 AA cells) or rechargeable battery with operating time of not less than 5 hours and 8 hours respectively. Low battery status should be signaled by a red pulsing light and also an audible alarm. (iii) Three CBRN filters. (iv) Motor fan to ensure air flow at the rate of litres per minute. (v) Belt to carry blower at waist, shoulder straps to carry blower over shoulders and blower support kit to install the blower between the two arms of the stretcher. (vi) Chemical resistant material hose of approximately 3 feet length. (r) It should be possible to operate the blower while wearing CBRN protective gloves. (s) The blower should be fit to use on board military aircraft, meeting the corresponding shock and fire requirements. (t) In normal field shelter, the shelf-life, in its original packing should be 15 years with verification after 5 years. (u) Bag Evacuation Casualty (Half) should be effective between - 15 to + 50 degrees Celsius and 10 to 100% humidity.
5 PART II PHYSICAL CHARACTERISTICS 3. Physical Characteristics. The Bag Evacuation Casualty (Half) should have the following characteristics:- (a) Size and weight of bag - Weight not to exceed 2 kgs. (b) Size and weight of blower - 125x90x125 mm. Weight not to exceed 2 kgs. (c) Storage temperature - 15 to +50 degrees Celsius. (d) Storage Humidity %. PART III - OPERATION AND MAINTENANCE 4. Operation and Maintenance. Bag Evacuation Casualty (Half) will be stored in the unit. Since the bag is decontaminable, it should be reused till it retains protective capabilities. Once it loses that protective property or outlives its shelf life, it will not be reused for operational purposes and will be downgraded for training purposes. The feasibility of carrying out minor repairs of tears without sacrificing protecting properties would be an added advantage.
