17 R&D and Innovation procurement in Horizon 2020 Pre-commercial Procurement (PCP) is an approach for procuring R&D services which enables public procurers to: share the risks and benefits of designing, prototyping and testing a limited volume of new products and services with the suppliers, without involving State aid; create the optimum conditions for wide commercialization and take-up of R&D results through standardization and/or publication pool the efforts of several procurers; First-commercial Procurement or Public Procurement of Innovative Solutions (PPI) refers to procurement where contracting authorities act as a launching customer (early adopter) to purchase/deploy innovative goods or services that are newly arriving on the market and which are not yet available on a large-scale commercial basis. Consider all information available on the Participant Portal call page, e.g. Work Programme (introduction to call, topic text, topic conditions), Guide for Applicants (GfA), on-line manuals Make sure that your proposal is eligible! Electronic submission? Get familiar with the web-based system before the deadline; complete administrative forms (part A) in advance, including budgetary aspects. Evaluation criteria? Follow the guidance provided in the GfAs. All criteria are relevant and have similar importance and scores. Be concise and precise: proposals will be assessed by peers; respect the given layout and page limits. Cross-cutting issues: read WP text carefully for issues related to interdisciplinarity, innovation, SSH, gender, SME participation and make them real in your proposal Get support!
