8 Our policy baseline? As biggest science funder, the EU needs to actively support Access (publications and data) and data intensive science as well as the faster processing of scientific information. Our policy approach needs to be consistent throughout the different components (OA, OD, DIS, TDM) and coherent Focusing on steering and facilitating a bottom-up policy (self-governance by the community) and intervene only when needed (e.g. see the internet governance models) RTD actions: (i) ensure the EC s legal approach does support the specific demands of the research stakeholders (ii)foster appropriate data management plans (including curation and preservation) and address the skills needs in these areas (iii) address standardisation and interoperability issues (iv) promote our policies and approaches in international fora, amongst MS (ERA) and in our own funding programme

10 4. Potential policy implications All science will be global Will Nature et al remain as important given that new gatekeepers, aggregators (intermediaries) will emerge. New ways to determine reputation, CV s? More Creative Commons (already 400 million CC licenses)? More citizen (as scientist) science? Faster science (Google scholar ), beta science a valid status? New metrics needed? New ways to fund research? Evaluate projects? The "Scientific Powers That Be", disappear or adapt? Perez.

11 5. DG RTD s position and plans Europe can lead EU scientific publishers lead on experimentation with open and data-intensive services (txt and data mining). Eg. Nature EU hosts world class science 2.0 startups Mendeley and ResearchGate are global players in social networking for scientists, Digital Science recently acquired FigShare, EU hosts some top citizen science initiatives GalaxyZoo was launched in Oxford, etc. EU funding agencies are active in new mandates on openness e.g. Wellcome Trust, DFG, H2020 No reason not to become a global leader. 11

12 Consultation process Assess the degree of awareness amongst the stakeholders of the changing modus operandi Assess the perception of the opportunities and challenges Identify possible policy implications and actions to strengthen the competitiveness of the European science and research system by enabling it to take full advantage of the opportunities offered by Science 2.0

15 What do we understand by Access? OA = online access at no charge to the user to peer-reviewed scientific publications to research data For OA to publications there are two main OA publishing models: Green OA: Self-archiving by the author into any chosen repository (immediate/delayed) Gold OA: immediate OA provided by the publisher on the journals website (costs covered) Most journals allow one and/or the other route, thus preserving academic freedom to publish where appropriate What OA is NOT Not an obligation to produce a publication, not at odds with patenting, not of worse quality: OA publications are also peer reviewed!

16 FP7 From FP7 to H2020: OA to publications from pilot to underlying principle Green open access pilot in 7 areas of FP7 with 'best effort' stipulation Allowed embargoes: 6/12 months Gold open access costs eligible for reimbursement as part of the project budget while the project runs Horizon 2020 Obligation to provide OA, either through the Green or Gold way in all areas Allowed embargoes: 6/12 months Gold open access costs eligible for reimbursement as part of the project budget while the project runs & postgrant support being piloted Authors encouraged to retain copyright and grant licences instead

17 From FP7 to H2020: OA to research data FP7 No action (ERC guidelines) Horizon 2020 A limited pilot, covering selected areas of Horizon 2020 Targeted primarily towards data underlying publications (other data as specified in DMP) Opt outs are possible for IPR, confidentiality/privacy and security reason as well as if OA runs against the main objective of the project Voluntary opt ins (in areas not covered by the pilot) are possible on an individual project basis. A Data Management Plan is obligatory for projects participating in the pilot (optional for others)
