3 CHAPTER 3.1 GENERAL Scope general The Dangerous Goods List in this Chapter lists the dangerous goods most commonly carried but is not exhaustive. It is intended that the list cover, as far as practicable, all dangerous substances of commercial imptance Where a substance article is specifically listed by name in the Dangerous Goods List, it shall be transpted in accdance with the in the List which are appropriate f that substance article. A generic not otherwise specified entry may be used to permit the transpt of substances articles which do not appear specifically by name in the Dangerous Goods List. Such a substance article may be transpted only after its dangerous properties have been determined. The substance article shall then be classified accding to the class definitions test criteria the name in the Dangerous Goods List which most appropriately describes the substance article shall be used. The classification shall be made by the appropriate competent authity when so required may otherwise be made by the consign. Once the class of the substance article has been so established, all conditions f dispatch transpt, as provided in these Regulations shall be met. Any substance article having suspected of having explosive characteristics shall first be considered f inclusion in 1. Some collective entries may be of the generic not otherwise specified type provided that the regulations contain ensuring safety, both by excluding extremely dangerous goods from nmal transpt by covering all subsidiary s inherent in some goods The Dangerous Goods List does not include goods which are so dangerous that their transpt, except with special authization, is prohibited. Such goods are not listed because the transpt of some goods may be prohibited f some modes of transpt allowed in others, in addition, because it would be impossible to draw up an exhaustive list. Meover, any such list would soon cease to be exhaustive because of the frequent introduction of new substances; the absence of a substance from such a list might give the mistaken impression that that substance could be carried without special restrictions. Inherent instability in goods may take different dangerous fms, f example, explosion, polymerization, with intense evolution of heat, emission of toxic gases. In respect of most substances, such tendencies can be controlled by crect, dilution, stabilization, addition of an inhibit, refrigeration other precautions Where precautionary measures are laid down in the Dangerous Goods List in respect of a given substance article (e.g. that it shall be stabilized with x% water phlegmatizer ) such substance article may not nmally be carried when these measures have not been taken, unless the item in question is listed elsewhere (e.g. 1) without any indication of, with different, precautionary measures Proper shipping name NOTE: F proper shipping names to be used f the transpt of samples, see The proper shipping name is that ption of the entry most accurately describing the goods in the Dangerous Goods List, which is shown in upper case characters (plus any numbers, Greek letters, sec, tert, the letters m, n, o, p, which fm an integral part of the name). An alternative proper shipping name may be shown in brackets following the main proper shipping name [e.g., ETHANOL (ETHYL ALCOHOL)]. Ptions of an entry appearing in lower case need not be considered as part of the proper shipping name but may be used

4 When conjunctions such as are in lower case when segments of the name are punctuated by commas, the entire name of the entry need not necessarily be shown in the transpt document package markings. This is the case particularly when a combination of several distinct entries are listed under a single Number. Examples illustrating the selection of the proper shipping name f such entries are: (a) 1057 LIGHTERS LIGHTER REFILLS - The proper shipping name is the most appropriate of the following possible combinations: LIGHTERS LIGHTER REFILLS; (b) 2793 FERROUS METAL BORINGS, SHAVINGS, TURNINGS CUTTINGS in a fm liable to self-heating. The proper shipping name is the most appropriate of the following combinations: FERROUS METAL BORINGS FERROUS METAL SHAVINGS FERROUS METAL TURNINGS FERROUS METAL CUTTINGS Proper shipping names may be used in the singular plural as appropriate. In addition, when qualifying wds are used as part of the proper shipping name, their sequence on documentation package markings is optional. F instance, DIMETHYLAMINE AQUEOUS SOLUTION may alternatively be shown AQUEOUS SOLUTION OF DIMETHYLAMINE. Commercial military names f goods of 1 which contain the proper shipping name supplemented by additional descriptive text may be used Many substances have an entry f both the liquid solid state (see definitions f liquid solid in 1.2.1), f the solid solution. These are allocated separate numbers which are not necessarily adjacent to each other. Details are provided in the alphabetical index, e.g.: NITROXYLENES, LIQUID NITROXYLENES, SOLID Unless it is already included in capital letters in the name indicated in the Dangerous Goods List, the qualifying wd MOLTEN shall be added as part of the proper shipping name when a substance, which is a solid in accdance with the definition in 1.2.1, is offered f transpt in the molten state (e.g. ALKYLPHENOL, SOLID,, MOLTEN) Except f self-reactive substances ganic peroxides unless it is already included in capital letters in the name indicated in the Dangerous Goods List, the wd STABILIZED shall be added as part of the proper shipping name of a substance which, without stabilization, would be fbidden from transpt in accdance with due to it being liable to dangerously react under conditions nmally encountered in transpt (e.g.: TOXIC LIQUID, ORGANIC,, STABILIZED ). When temperature control is used to stabilize such substances to prevent the development of any dangerous excess pressure, then: (a) F liquids: where the SADT is less than equal to 50 C, the of shall apply; (b) F gases: the conditions of transpt shall be approved by the competent authity Hydrates may be transpted under the proper shipping name f the anhydrous substance

5 Generic not otherwise specified () names Generic not otherwise specified proper shipping names that are assigned to special provision 318 in Column 6 of the Dangerous Goods List shall be supplemented with the technical chemical names unless a national law international convention prohibits its disclosure if it is a controlled substance. F explosives of 1, the dangerous goods description may be supplemented by additional descriptive text to indicate commercial military names. Technical chemical names shall be entered in brackets immediately following the proper shipping name. An appropriate modifier, such as contains containing other qualifying wds such as mixture, solution, etc. the percentage of the technical constituent may also be used. F example: 1993 Flammable liquid, n.o.s. (contains xylene benzene), 3, PG II The technical name shall be a recognized chemical biological name, other name currently used in scientific technical hbooks, journals texts. Trade names shall not be used f this purpose. In the case of pesticides, only ISO common name(s), other name(s) in the Wld Health Organisation (WHO) Recommended ification of Pesticides by Hazard Guidelines to ification, the name(s) of the active substance(s) may be used When a mixture of dangerous goods is described by one of the generic entries to which special provision has been allocated in the Dangerous Goods List, not me than the two constituents which most predominantly contribute to the hazard hazards of a mixture need to be shown, excluding controlled substances when their disclosure is prohibited by national law international convention. If a package containing a mixture is labelled with any subsidiary label, one of the two technical names shown in brackets shall be the name of the constituent which compels the use of the subsidiary label Examples illustrating the selection of the proper shipping name supplemented with the technical name of goods f such entries are: PESTICIDE, LIQUID, TOXIC, (drazoxolon). ORGANOMETALLIC SUBSTANCE, LIQUID, PYROPHORIC, WATER- REACTIVE (trimethylgallium) Mixtures solutions NOTE: Where a substance is specifically listed by name in the Dangerous Goods List, it shall be identified in transpt by the proper shipping name in the Dangerous Goods List. Such substances may contain technical impurities (f example those deriving from the production process) additives f stability other purposes that do not affect its classification. However, a substance listed by name containing technical impurities additives f stability other purposes affecting its classification shall be considered a mixture solution (see ) A mixture solution is not subject to these Regulations if the characteristics, properties, fm physical state of the mixture solution are such that it does not meet the criteria, including human experience criteria, f inclusion in any class A mixture solution composed of a single predominant substance identified by name in the Dangerous Goods List one me substances not subject to these Regulations / traces of one me substances identified by name in the Dangerous Goods List, shall be assigned the number proper shipping name of the predominant substance named in the Dangerous Goods List unless: (a) (b) The mixture solution is identified by name in the Dangerous Goods List; The name description of the substance named in the Dangerous Goods List specifically indicate that they apply only to the pure substance;

6 (c) (d) The hazard class, subsidiary (s),, physical state of the mixture solution is different from that of the substance named in the Dangerous Goods List; The hazard characteristics properties of the mixture solution necessitate emergency response measures that are different from those required f the substance identified by name in the Dangerous Goods List Qualifying wds such as MIXTURE SOLUTION, as appropriate, shall be added as part of the proper shipping name, f example, ACETONE SOLUTION. In addition, the concentration of the mixture solution may also be indicated after the basic description of the mixture solution, f example, ACETONE 75% SOLUTION A mixture solution that is not identified by name in the Dangerous Goods List that is composed of two me dangerous goods shall be assigned to an entry that has the proper shipping name, description, hazard class, subsidiary (s) that most precisely describe the mixture solution

7 CHAPTER 3.2 DANGEROUS GOODS LIST Structure of the dangerous goods list The Dangerous Goods List is divided into 11 columns as follows: Column 1 Column 2 - this column contains the serial number assigned to the article substance under the United Nations system. - this column contains the proper shipping names in uppercase characters, which may be followed by additional descriptive text presented in lowercase characters (see 3.1.2). An explanation of some of the terms used appears in Appendix B. Proper shipping names may be shown in the plural where isomers of similar classification exist. Hydrates may be included under the proper shipping name f the anhydrous substance, as appropriate. Unless otherwise indicated f an entry in the dangerous goods list, the wd solution in a proper shipping name means one me named dangerous goods dissolved in a liquid that is not otherwise subject to these Regulations. Column 3 Column 4 Column 5 Column 6 Column 7a Column 7b Column 8 - this column contains the class in the case of 1, the compatibility assigned to the article substance accding to the classification system described in Chapter this column contains the class number of any imptant subsidiary s which have been identified by applying the classification system described in Part 2. - this column contains the number (i.e. I, II III) assigned to the article substance. If me than one is indicated f the entry, the of the substance fmulation to be transpted shall be determined, based on its properties, through application of the hazard ing criteria as provided in Part 2. - this column contains a number referring to any special provision(s) indicated in that are relevant to the article substance. apply to all the s permitted f a particular substance article unless the wding makes it otherwise apparent. Quantities - this column provides the maximum quantity per inner packaging article f transpting dangerous goods as limited in accdance with Chapter 3.4. Excepted Quantities - this column provides an alpha numeric code described in subsection which indicates the maximum quantity per inner outer packaging f transpting dangerous goods as in accdance with Chapter This column contains alpha numeric codes which refer to the relevant s specified in section The s indicate the packaging (including IBCs large packagings), which may be used f the transpt of substances articles. A code including the letter P refers to s f the use of packagings described in Chapters 6.1,

8 A code including the letters IBC refers to s f the use of IBCs described in Chapter 6.5. A code including the letters LP refers to s f the use of large packagings described in Chapter 6.6. When a particular code is not provided, it means the substance is not authized in the type of packaging that may be used accding to the s bearing that code. When N/A is included in the column it means that the substance article need not be packaged. The s are listed in numerical der in section as follows: Sub-section : Sub-section : Sub-section : s concerning the use of packagings (except IBCs large packagings) (P); s concerning the use of IBCs (IBC); s concerning the use of large packagings (LP).
