UNFINISHED BUSINESS ASK WELLNESS SOCIETY 280/ Ask Wellness Society 2015 Homeless Count; Collector/Deputy Financial Services Manager October 21, 2015 Report File: 1851 THAT Council provide a grant of five hundred ($500.00) dollars to the ASK Wellness Society in support of the 2015 Homeless Count funded through the Grants-in-Aid budget NICOLA VALLEY HERITAGE SOCIETY 281/ Nicola Valley Heritage Society Visitor Information Booth; Chief Administrative Officer October 22, 2015 Report File: THAT Council receives the Nicola Valley Heritage Society s third (3 rd ) quarter report for information and directs the Chief Administrative Officer to negotiate a renewal of the agreement for up to three (3) years 7. 5 Councillor Christopherson declared a perceived conflict of interest in this matter as he is a Director of the Nicola Valley Community Theatre Society and left the meeting at 8:04 p.m. PERMISSIVE TAX EXEMPTION 290/ Permissive Tax Exemption Bylaw 2202, 2015; Collector/Deputy Financial Services Manager October 05, 2015 Report File: THAT City of Merritt Permissive Tax Exemption Bylaw No. 2202, 2015 be read adopted Councillor Christopherson returned to the meeting at 8:07 p.m. 8. NEW BUSINESS DOG TETHERING 8.1 Dog Tethering Animal Control Bylaw; Planning & Development Services Manager October 19, 2015 Report File: Moved, Seconded and DEFEATED THAT amendments to the Animal Control Bylaw do not occur at this time and await Provincial legislation, or other policies or best practices for anti-tethering regulations that have acquired legal precedent Councillor Baker declared a perceived conflict of interest in this matter and left the meeting at 8:13 p.m. CENTRAL PARK ENCROACHMENTS 291/ Central Park Encroachments 2176 Parker Drive; Barbara Puga October 14, 2015 Letter File: 2361 THAT the Planning & Development Services Manager be directed to respond to the October 14, 2015 letter from Ms. Barbara Puga Councillor Baker returned to the meeting at 8:19 p.m. -5-

6 9. NOTICES OF MOTION Councillor Prowal provided the following Notice of Motion: THAT no dog shall be tethered without the ability to move around and access shelter and water 10. REPORTS FROM COUNCIL 10.1 Councillor Goetz provided the latest gas buddy prices; attended the CPR Rail Lands open house on October 15 th, the Nicola Valley Film Society s presentation of the Russian film Leviathan on October 19 th, and the opening of the Nicola Valley Institute of Technology trades building and the start of the Pacific Coast Rally on October 23 rd 10.2 Councillor Christopherson attended the Southern Interior Local Government Association Finance 101 seminar or October 14 th, the Age Friendly Community Plan presentation, the homeless count planning session, the CPR Lands open house and the Theatre Committee meeting on October 21 st the Emergent Waste Systems presentation, and the opening of the trade building at Nicola Valley Institute of Technology on October 23 rd 10.3 Councillor Baker attended the Age Friendly presentation and the CPR Lands Rail open house on October 15 th and extended kudos to Sean O Flaherty for the good work he did on the Age Friendly presentation; attended the Business After Business on October 22 nd, the event at Brambles at which the Premier appeared on October 23 rd and noted it was invigorating to hear the Premier speak so enthusiastically about Merritt 10.4 Councillor Brown attended the Southern Interior Local Government Association Finance 101 seminar or October 14 th ; the CPR Rail Lands presentation on October 21 st, the bio solids presentation regarding pyrolysis and the Business After Business event on October 22 nd ; the Nicola Valley Institute of Technology trade centre opening noting it was a step forward in postsecondary educational opportunities for First Nations students and the Premier s event at Brambles on October 23 rd ; and the Merritt Centennials Ice Breaker event on October 24 th. Councillor Brown also asked that other Council members provide input on the preferences for committees -6-

7 10.5 Councillor Norgaard attended the Pacific Forest Rally opening on October 23 rd and noted that she was told during the weekend Merritt accommodations enjoyed a full house; and the Merritt Centennials Ice Breaker on October 24 th 10.6 Councillor Prowal attended the Southern Interior Local Government Association Finance 101 seminar or October 14 th ; the CPR Lands event and the Nicola Naturalist Society ponds and lakes presentation and noted the next meeting is November 14 th on October 15 th ; the Business Awards on October 17 th ; the 4H horse show on October 18 th ; assisted at the haunted house at the old Middle School and the Business After Business event on October 22 nd ; and the Merritt Centennials Ice Breaker on October 24 th 10.7 Mayor Menard thanked the Fire Chief for the work his department does keeping the City safe, noting the long night fighting the Douglas Street fire on October 26 th ; attended the Southern Interior Local Government Association Finance 101 seminar or October 14 th ; the CPR Rail Lands open house, the Business Excellence Awards; the bio solids event; the Nicola Valley Health Care Endowment Foundation annual general meeting; the Thompson Nicola Regional District meetings on October 22 nd and 23 rd ; the Premier s event at Brambles; the opener of the Pacific Forest Rally; the ASK Wellness event and the Merritt Centennials Ice Breaker 11.
