Dr. Craig Scott is a voting member and represents the Iowa Association of School Boards. He is appointed by that group. Dr. Ryan Wise is a representative of the State Department of Education, a non-voting member. The remaining seven members are elected by IHSAA member schools. All five IHSAA Representative Council districts in the state are represented on the Board. The Board of Control has general supervision over all athletic contests of Association schools, and interprets Association rules. A 25-member Representative Council formulates the aims and policies of the Association for the ensuing year and has the power to initiate amendments and new rules for the Executive Director to submit to the electorate. The Council members are also elected by IHSAA member schools and are chosen by districts and according to school classification. Each of the five districts have the five council members and four of the five represent class A schools with one representing class AA schools in that district. 3 Dear Member Schools, The Iowa High School Athletic Association Board of Control determined that the IHSAA should provide member schools with a separate annual report publication. Previously, the annual report was published in an IHSAA Bulletin. During the March 2010 Board of Control and Representative Council meetings it was decided that an online format was the most efficient way to deliver the IHSAA Annual Report. The Board of Control determined an annual report in this form would provide our member schools with a more complete compilation of the IHSAA services and the Association s financial condition. The IHSAA Board of Control and staff pledge more than mere existence. We will work faithfully toward achieving our goals and objectives as we continue to be the type of organization in which our membership can take pride. 4 IHSAA Online Offerings The school year saw the expansion of online information under both the general IHSAA website and the usage of QuikStats. The IHSAA has continued to develop its online tools and fulfillment requirements with regard to rules meetings and membership voting procedures. In addition, the IHSAA began a website development process for its QuikStats portal that should be completed in IHSAA Programs & Services The IHSAA Mission & Education-Based Activities The IHSAA continued its campaign promoting the value of education-based activities titled, More Than a Game, which saw materials distributed online and in traditional print publications. The campaign also appeared on TV and radio during several IHSAA State Tournaments. In addition, for the ninth year, the Unified Iowa High School Activities Federation (Iowa High School Athletic Association, Iowa Girls High School Athletic Union, Iowa High School Music Association, and the Iowa High School Speech Association) collaborated on an initiative to help schools deal with issues relevant to extracurricular activities with the re-issue of the Conduct Counts poster. Sportsmanship Character Posters Since 1995 the IHSAA has printed and distributed posters to the member schools featuring a prominent Iowan, who is an outstanding role model for the values of citizenship and sportsmanship, the founding principles of the IHSAA. The featured Iowan was Doug McDermott of Ames with a theme, All The Way--Academics, Athletics, Attitude. Posters were distributed to member schools (high schools, middle schools, and elementary schools) across Iowa.

5 Governor s Scholar Recognition Program The school year marked the 11th anniversary of the Governor s Scholar Recognition Program. This program is a joint effort between the Athletic Association, its title sponsor Iowa Farm Bureau and the Governor s Office. The students who were recognized were greeted by Governor Branstad and Lt. Governor Kim Reynolds as they crossed the stage. The students were honored for academic achievements during their high school careers. A ceremony and reception was held for the students in April of More than 2400 students and guests attended. IHSAA Programs & Services Officials Registering in Iowa Through IHSAA A function of the Iowa High School Athletic Association is the registration of contest officials for interscholastic competition. In addition, member schools of the Association are required to use only such registered officials. The IHSAA offices registered and oversaw more than 4,709 officials across the state in These officials cover all IHSAA sanctioned sports and are a key component to the success of educational athletics in Iowa. An official s registration fee includes NFOA membership with General Liability and Excess Accident Medical insurance as well. The IHSAA provides a rule book every two years for each sport an official is registered in, annual rules meetings and exams; clinics; online newsletters during each sports season containing points of information, interpretation, policies, and procedures; IHSAA wall calendar; school directory if desired; and the opportunity to attend the Annual Officials Awards & Recognition Banquet for 15, 25, 35 & 50-year officials. IHSAA Publications The IHSAA communicates with its membership, the media and the public in many ways, including varied print pieces throughout the year. We publish the IHSAA Bulletin five times per year, with issues in September, October, December, May and June. In addition, the IHSAA maintains and prints a Directory for member high schools. Other significant publications include the State Tournament Programs, which contain participant information and a listing of the Board of Control. The IHSAA also serves as the print facility for the Iowa High School Music Association, the Iowa Cheerleading Coaches Association and the Iowa Hall of Pride.

6 IHSAA Helps With Statewide Leadership Conference The Iowa High School Athletic Association partnered with the Iowa Association of Student Councils (IASC) for the 33th Annual Iowa Student Leadership Conference at the Iowa Events Center in Des Moines. The conference saw more than 1,300 student leaders and student council advisors attend the event. The conference was planned by the IASC. Along with the IHSAA s organizational assistance, the Hall of Pride provided a breakout session keyed on the Hall s Pride Academy initiative and helping students make good decisions while demonstrating leadership in their schools and communities. The goal of the conference was straightforward - provide tools for students to become stronger leaders. Health, Wellness & Sports Medicine During the school year, the Athletic Association enhanced its online section for sports medicine and wellness information located on the IHSAA website. The section is titled, Sports Medicine/Wellness Information. Topics addressed in this area of the site are: anabolic steroids, communicable conditions, concussions, football safety, heat & hydration, injury prevention & treatment, nutrition, sports medicine organizations, sports medicine/ wellness forms and sports performance. IHSAA Programs & Services Recognitions At its tournament events and special meetings, the IHSAA recognized and honored dozens of school administrators with awards for exemplary school activities programs as well as Bernie Saggau Award winners; hall of fame players, coaches and officials in football, basketball, wrestling and swimming; members of the media; friends of school awards and public address announcers. IHSAA Personnel in National Leadership/Service Members of the IHSAA administrative team and staff play significant roles in national positions relative to interscholastic programs. Those who have served in a national capacity and their role(s) are: Alan Beste, Associate Director chair of the NFHS Wrestling Rules Committee; former chair of the NFHS Swimming Rules Committee; former member of the NFHS Coaches Education Committee. Todd Tharp, Assistant Director serves as vice-chair of the NFHS Football Rules Committee and on the NFHS Soccer Rules Committee. Roger Barr, Director of Officials member of NFHS Officials Advisory Committee and NFHS Baseball Rules Committee; former member of the NFHS Basketball Rules Committee. Executive Director Rick Wulkow has been a member of the NFHS Board of Directors and served as President from He is a past member of the NFHS Football Rules Committee and Chair of the Basketball Rules Committee. Chad Elsberry, Assistant Director serves on the NFHS Annual Meeting Advisory Committee. Bud Legg, Information Director serves as chair on the NFHS Hall of Fame Screening Committee and on NFHS National Records Committee. Jared Chizek, Assistant Director serves on the NFHS Spirit of Sport Committee. Donna McKay chair of NFHS Spirit Rules Committee. D Anne Kroemer member of NFHS Citizenship & Equity Committee. Iowa High School Sports Network Covers Championships The IHSAA in recent years has expanded the state championship experience by using the Iowa High School Sports Network for telecasts of state tournament games in addition to radio, internet broadcasts, and video streaming. This came about when the IHSSN purchased the television and radio/internet rights to state tournament contests.

7 Iowa Hall of Pride & IHSAA Community Outreach The IHSAA created and is currently operating the Iowa Hall of Pride which opened in February The Hall of Pride Foundation, for its part, is an organization created by the Athletic Association to promote, develop and support the Iowa Hall of Pride. Members of the IHSAA Board of Control also serve as Board Members of the Iowa Hall of Pride Foundation. Pride Academy The Pride Academy is an educational initiative that helps students develop goal setting, decision making, and/or human relations skills to become successful in their next step in life. Pride Academy presentations may be carried out at the Iowa Hall of Pride or in Iowa schools. Planning for the Pride Academy began in the spring and summer of During the school year more than 5,000 students were served. The initiative grew out of the Jacobson Education Fund at the Hall of Pride, and it is meant to be a resource for schools and groups to look at issues including: leadership, bullying, making good decisions, sportsmanship/school pride, and citizenship. Pride Academy presentations are tailored to meet the needs of each school and/or student group. IHSAA Items of Interest The Iowa Hall of Pride Challenge In its fourth year, Iowa s high schools responded to the Iowa Pride Challenge as nearly 80 schools across the state participated in the program. The Iowa Hall of Pride launched the statewide community service initiative to provide educational experiences for students and to provide support to the Iowa Hall of Pride and other charitable causes. Participating high schools, for their part, conducted community service project(s) during the first part of the current basketball season. According to Pride Challenge organizers, the scope of projects includes everything from Coaches vs Cancer, to food drives, to basketball camps for younger students, to clean-up days in local communities. Schools who registered their project as part of the Pride Challenge were eligible for statewide recognition, as well as being eligible to participate in a Pride Scrimmage/Exhibition in basketball. Those who received authorization for a Pride Scrimmage were permitted to use one of their three allotted basketball scrimmages to play a regulation game/exhibition under normal game conditions. Pride Scrimmages are NOT games and DO NOT count on a team s record. Both the IHSAA and IGHSAU approved the scrimmage modifications for the Pride Challenge. In turn, proceeds from the Pride Scrimmage were either used to benefit a school s chosen service project or were retained by the host school, after a $250 contribution to the Richard Jacobson Education Fund at the Iowa Hall of Pride. 8 IHSAA Numbers At-A-Glance Participation puts Iowa in Top 20 Nationally For the 13th consecutive year Iowa s participation in educational athletics stayed among the top 20 states in the nation. Iowa s 139,550 participant total 82,951 boys and 56,559 girls remained at 19th nationally and marked the 13th straight year in the top 20. The state ranks 30th nationally total population. The 18 states ahead of Iowa s participation numbers are larger and more densely populated states. Participation in Iowa high school activities continued to parallel national trends for the last school year. The figures come from the National Federation of State High School Associations (NFHS) annual survey of the nation s high schools. The report is for the school year. Upon reviewing the latest figures, Iowa High School Athletic Association Executive Director Rick Wulkow commented, The figures and the survey certainly endorse the value of education-based activities. It also speaks volumes for the pride and commitment Iowa school administrators and communities exhibit in their activities programs. Given the participation figures and factoring in enrollments it is estimated that over 80% of Iowa high school students are engaged in at least one sport and over 70% are in multiple activities. In spite of budget cutbacks in many high schools across the country, participation in high school sports has never been higher - increasing for the 25th consecutive year and establishing records for both girls and boys participants. Based on figures from the 50 state high school athletic/activity associations, plus the District of Columbia, that are members of the National Federation of State High School Associations (NFHS), participation for the school year set an all-time high of 7,628,377, according to the survey. The participation figures reached all-time highs with 3,172,637 girls and 4,455,740 boys taking part in programs.
