ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN 4. INTRODUCTION 4.1 Definitions TM The TM associated to an ETC on-board is able to perform train movement supervision on national fitted lines, using the national train control infrastructure information. The national train control system shall be called the target system It interfaces with ETC on-board through the TM FFFI interface. The combination of TM and ETC on-board realises a set of functionality that shall fulfil the requirements for the target system The connection of an TM to an ETC onboard shall not require functional extensions of ETC on-board or DMI beyond what is included in UNIIG specifications to support TMs The TM shall be identified by a unique number NID_TM as specified in the UIC list (see /18/ UBET-054 Assignment of values to ETC variables) TM shall use the common Time & Odometer information from ETC onboard distributed through the TM interface Exception: A direct interface of the TM to the odometer sensor shall be allowed only if required due to performance reasons The functionality related to train supervision shall fully comply with the national requirements for the target system TM shall control brakes and other train based functions (TIU) through the Brake or Train Interface of the ETC on-board Exception: A direct interface of the TM to the emergency brake and the traction cut-off shall be allowed only if required due to performance reasons The TM may have a direct interface to functions that are national and not defined on a European level The TM shall monitor its own technical ability to function safely. The safe state shall be reported to the ETC onboard The ETC onboard is responsible for supervision of TM safety integrity and to take safe action in case of failure. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 13/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN TM of European type When an TM of the European type is active, the ETC on-board shall operate in Level TM and the technical mode TM European (E) as described in Ref: /1/ UBET-026; R Version The European TM shall use the supervision functions available in the ETC onboard. This includes braking curve calculation, selection of Most Restrictive peed Profile, and speed supervision. (R see Ref.: /4/ R Version 2.2.2; UBET-026.3; Principles) An TM using the European mode shall transform received infrastructure data into TM Profile data and transmit to the ETC on-board. The ETC on-board shall be responsible for the safe train movement within the TM Profile TM Profile definition The TM Profile Data is the data needed to define safe train movement in space, speed and time The TM Profile is defined as: a) Movement Authority b) tatic peed Profile c) Gradient profile d) TM Reference Location for the beginning of TM Profile Note: The R uses the term Profile only for static aspects of the track, such as tatic peed Profile. In the TM scope the TM Profile also involves the dynamic aspects such as Movement Authority When transmitting an TM Profile, all these four information mentioned above ( ) shall be transmitted together in the same message The TM Reference Location provided shall be used as origin point for Movement Authority, tatic peed Profile and Gradient Profile TM of National type When an TM of the National type is active, the ETC on-board shall operate in Level TM and the technical mode TM National (N) as described in Ref: /1/ UBET-026; R Version An TM using the National mode shall perform and be responsible for the train supervision. The ETC on-board is still active, but shall only be responsible for the interfacing and communication with resources such as DMI, Odometer and Train Interface. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 14/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Target ystem mode The Target ystem modes and definition is depending on the target system The Target ystem modes shall be implemented in the TM and not transmitted to the ETC onboard Note: It is the national correspondence to the ETC Technical Modes Note: Target ystem mode is a purely national matter. But it has a different term for each target system. A harmonised term is helpful for understanding and to make a clear distinction from ETC Technical Modes Note: ome target systems have defined fallback actions for degraded situations. uch fallback modes are defined among the Target ystem modes. They are typically related to trackside failures or transmission disturbances Group of TMs Background: ome infrastructures have implemented more than one target system in parallel for train protection purposes. Typically the target systems complement each other (in functionality or availability) The target systems may operate simultaneously or one at a time, depending on installation and system functionality To avoid complexity and national rules in the ETC onboard, the TM FFFI requires that only one TM can be active (supervising) at a time. Change of active TM shall only take place at Level Transitions For infrastructures with more than one target system the concept of TM Group shall be used. One target system On-board equipment shall take the role of master, having communication with ETC onboard. The other target system Onboard equipment(s) shall communicate with ETC On-board via the master Thus, multiple target systems in a group shall appear as one TM to the ETC on-board. The target system On-board equipments in a group shall internally manage issues such as priority, safety and output conflicts An TM Group can be of European or National type witching between the target systems in a group is controlled within the group. ETC On-board takes no part in this. 4.2 Other technical requirements 4. The ETC On-board if not in the ETC technical modes No Power, Isolation or ystem Failure Mode shall accept TMs entering the bus at any time, except if there was a final disconnection with the entering TM. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 15/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN 4..1 Note: This allows to restart an TM without restarting the ETC onboard Note: To recover from failure modes considered as severe, it may also be necessary to restart the ETC onboard equipment The ETC on-board is in all technical modes responsible for monitoring safety integrity of connected TMs and take safe action in case of lost safety integrity If a passive TM (an TM which is not in tate Data Available) fails or loses safety integrity, the ETC onboard shall not brake due to the TM failure Justification: The failure of a passive TM is not critical to train safety. Restart can be planned at next trainstop location, ee Ref.: TM Isolation It shall be possible to isolate an TM from the rest of the ETC On-board equipment on the interface. The isolation shall ensure that the function of the bus is not disturbed by the isolated TM Note: All possible direct interfaces with the train and the driver are out of the scope of the FFFI pecification. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 16/177

The following paragraphs describe the ERTM/ETC functions that are available for TM and the data that shall be transmitted over the interface both for National and European configurations The data is transmitted over the TM bus using Multicast or Point-to-Point Connections, see chapter Reference time ETC onboard is responsible for providing common reference time to all TMs. This is defined in /10/ UBET-056 TM FFFI afe Time Layer Odometry via ETC and optional direct sensor access from TM ETC odometry shall include distance, speed, confidence interval for distance and speed, and time stamp for odometer data. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 19/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Odometry data shall be sent by the ERTM/ETC On-board to all TMs Exception: A direct interface of the TM to the odometer sensor shall be allowed only if required due to performance reasons Note: Due to project dependant implementations of the direct odometer interface according to different train / locomotive equipments, it is not possible to specify one solution for the direct interface which has to be used by all TMs An TM needing a direct interface to an odometer sensor shall not impose modifications on the ETC On-board due to the need of the direct interface The TM supplier may seek for a solution with either ETC supplier or the train manufacturer on a case-by-case decision, as it is not mandatory for the ETC On-board to provide a direct interface to an odometer sensor Train Interface A subset of the train interface signals specified in the TIU FI (see /16/ UBET- 034 FI for the Train Interface), tatus / Availability and Command are transmitted via the FFFI TM. These train interface signals transmitted via the FFFI TM are called Train Interface FFFI TM signals The TIU function is described as the exchange of information between the train interface and the TM, in this case: tatus: is a functional information coming from the train interface to the TM. Command: is a functional information coming from the TM to the train interface Train Interface FFFI TM command signals shall be: Name of function Regenerative Brake Magnetic hoes Eddy Current Brake Inhibit Passenger Emergency Brake Pantograph Air Tightness Main witch / Circuit Breaker Traction Cut Off Comments This is considered as only one command Note: ervice and Emergency Brake command are handled in the BIU interface see chapter ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 20/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Train Interface FFFI TM status signals shall be: Name of function leeping Traction Cut Off Direction Controller Position Cab tatus (Desk tatus) Comments This information is part of the ETC Onboard technical mode Note: ervice and Emergency Brake status are handled in the BIU interface see chapter The TM shall have the possibility to have a direct interface to train interface signals that are not specified in the FFFI TM The TM shall have the possibility to open a communication session to a specific ETC On-board function by using a spare AP in order to transmit train interface signals not included in the FFFI TM Brake Interface (BIU) via ETC and optional direct access from TM The Brake Interface via ETC is formally a part of the Train Interface. It shall include the brake interface parameters, command and status / availability of the Emergency Brake access and the ervice Brake access The Brake Interface is separated to allow physical separation between Train Interface and Brake Interface Justification: The safety and performance requirements on brake versus other train interface signals are different. The command of the Emergency Brake is required to be fail-safe The ETC onboard shall accept a brake command from an TM only when the following conditions are fulfilled: The TM is in state Data Available. The ETC onboard is in mode TM European (E) or TM National (N) A direct interface of the TM to the emergency brake and the traction cut-off (both optional) shall be allowed only if required due to performance reasons Note: The direct interface to the traction cut-off may have to be included in this direct interface because of the technical requirements of some trains / locomotives which do not allow an emergency brake application while the traction is not cut-off, because this may lead to problems / failures of the train /locomotive equipment. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 21/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Note: Due to project dependant implementations of the direct brake interface according to different train / locomotive equipments, it is not possible to specify one solution for the direct interface which has to be used by all TMs The TM shall be allowed to apply the emergency brake using the direct interface only when the TM is active (in state Data Available ) and the ETC technical mode is N or E The TM shall release the emergency brake using the direct interface when the TM is no more active (Transition from DA to any other state) The TM shall be allowed to apply the traction cut-off using the direct interface only when the emergency brake application is allowed over the direct interface (see chapter ) In case of some (hardware) failures within the TM the above requirements may not be fulfilled. To cover this situation the TM isolation shall also isolate the TM from the brakes and traction cut-off in addition to the current requirements to the isolation of the TM see chapter Justification: This requirement is to release a brake application and traction cutoff of an TM in case of a failed TM Juridical Recorder (JRU) The TM shall be allowed to transmit through the FFFI the national data to be recorded in the ETC JRU An optional separate national juridical recorder is allowed. It is directly connected to the TM. This is out of the scope of this specification Justification: The National Authority may require the national juridical recorder for existing recording media and routines for a period until the European JRU is accepted For more details see chapter Diagnostic Recorder (DRU) The TM shall be allowed to transmit through the FFFI the national data to be recorded in an ETC DRU Note: The ETC DRU is optional for the ERTM/ETC On-Board equipment An optional separate national diagnostic recorder is allowed. It is directly connected to the TM. This is out of the scope of this specification For more details see chapter 12. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 22/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN TM control function The TM control function shall control the TM state, the TM safety integrity and the compatibility of the ETC On-board and TM version The TM control function shall handle the transmission of the ETC data for TM and the specific Data Entry for TM see chapter , and The TM control function shall handle the test procedure for TMs see chapter The TM control function shall handle the override procedure for TMs see chapter DMI The TM shall be allowed to use the ETC DMI function as interface to the driver. TECHNICAL MODE OF ETC This chapter intends to highlight some already existing requirements from /1/ UBET-026; R Version that are important for the understanding of the interaction between the TMs and the ETC onboard leeping and Non-leading modes The ETC onboard can be in leeping under Level TM The ETC onboard can be in Non-leading under Level TM ETC onboard allows access to train interface functions in leeping and/or Nonleading mode. This is requested by some target systems The ETC onboard is in mode leeping or Non-Leading because it is in a slave engine. This is independent from the ETC Level o when ETC onboard in mode leeping or Non-Leading enters into a level TM area, the ETC onboard remains in its current technical mode, but it activates the corresponding TM. This allows the TM to perform national functions in these ETC technical modes tand By mode The ETC onboard can be in tand By under Level TM The ETC onboard while in the technical mode tand By performs standstill supervision An TM may be active while the ETC onboard is in the technical mode tand By and under the corresponding TM Level, but according to the standstill supervision of the ETC onboard it is not possible to move the train. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 28/177

TM MANAGER YTEM (M) 7.1 cope The scope of this chapter is to define how the TM (the "state machine" internal to the TM) handles its state and how the ETC On-board (the TM control function) handles the states of the connected TM(s). 7.2 General principles 7. The scope of the "General Principles" chapter is to give an overview of the relations between TMs and ETC On-board. This chapter contains no requirements The number and identification of the TMs (and TM Groups) connected to the ETC On-board is known by ETC On-board when TMs connect themselves to the "TM control function" The TM reports every change of its state to the TM control function, except if the connection with "TM control function" is closed due to a connection failure TM can either be from European or National type, the TM type is announced by the TM itself at the initialisation phase as identification Following the TM type the responsibilities of the TM and of the ERTM/ETC on-board are different and only have effect in the Data Available state (see /4/ R Version 2.2.2; UBET-026.3; Principles) 7.3 Requirements on TM TM states definition No Power (NP) The NP state means that the TM is unpowered Note: This is not a "software" state since no TM software is running when the TM is unpowered Power On (PO) This state is the default state immediately entered by the TM after the TM is switched on Once in PO state, the TM shall perform its self-tests and synchronisation of the afe Time Layer. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 29/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Once in PO state, the TM shall establish a communication session with the ETC on-board TM Control function as soon as possible Note: The term "as soon as possible" is used in the above requirement to take into account the fact that some TMs may have to wait for their self-test result before being able to start the communication session with ETC, while other TMs may immediately start the communication session The TM shall send its type (European or National) when the TM has established the connection to the TM Control Function When the TM has established the connection to the TM Control Function, the TM shall send a pecific TM Data Need information to the TM Control Function (see ) The TM shall send its product identity (vendor id, specific supplier software and hardware version) once the connection from the TM to the TM Control Function is established It is not mandatory for the ETC to process the TM product identity. The ETC may use this TM product identity for diagnostics or recording purposes or for filtering some TMs versions Once the TM knows the bus addresses and safety levels of all available ETC On-board functions (see ), the TM shall establish a connection with all required ETC On-board functions Once all connections are established, the TM shall request CO state to the TM control function Configuration (CO) The TM state Configuration is used for the exchange of configuration data between TM and ETC On-board. "Configuration data" means data that is necessary for the national operation. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 30/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN List of exchanged data Data from ETC On-board to TMs ETC data (see chapter ) Odometer parameters (ee Chapter 8.7) tatus / availability of the train interface FFFI TM signals (TIU) Brake interface (BIU) tatus / Availability of the ervice Brake command tatus / Availability of the Emergency and ervice Brake tates Parameter(s): Maximum time delay for the ETC to process the TM Emergency and the TM ervice Brake commands. This is the time from receiving the brake command from the TM until the ETC commands the brake Once the exchange of configuration data is finished, and if the TM has received enough configuration information thanks to this process, then the TM shall request C state to the TM control function If an TM in Configuration tate detects that the ETC On-board is in the technical mode Non-Leading or leeping, the TM shall request to go to C state Justification: This allows TM operation on Non-Leading or leeping cab without data entry Once the exchange of configuration data is finished, and if the TM needs more information than what it has received thanks to this process, then the TM shall request DE state to the TM control function When an TM exits CO state, this TM shall have the possibility to close the connection with the JRU (up to the TM to decide it or not). shall have the possibility to close the connection with the DRU (up to the TM to decide it or not). shall have the possibility to close the connection with the TIU (up to the TM to decide it or not). shall have the possibility to close the connection with the BIU (up to the TM to decide it or not). shall maintain the connection with the TM Control Function. shall close the connections with all other ETC On-board functions ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 31/177

ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER * INVENY RAIL * IEMEN Data Entry (DE) The state DE is required for any TM that needs pecific TM Data entry information in order to have all the required national information for operating the train with the TM Note: This state is only entered once at the start up process. If the ETC data entry is requested during the mission, the pecific TM Data Entry will be requested by the TM at any possible state without any transition to Data Entry tate In the state DE the pecific TM Data Entry procedure (see chapter ) shall be performed Once specific TM data entry is completed, the TM shall request C state to the TM control function Cold tandby (C) Being in the state C, the TM was initialised, tested, configured and is in possession of all required information for operating, but not able to receive a message from the trackside, because the reception is turned off In the case the TM receives the ETC Train Data, the TM shall perform the relevant exchange of data with the ETC TM Control Function (see chapter13.1.1) Hot tandby (H) Being in the state H, the TM shall be able to process the information from or to the national trackside Note: In H state, when receiving national trackside information, the TM shall treat this information to be prepared to take in charge the train movement supervision once its state will switch to DA state The TM in H shall have the possibility to send a "TM max speed" to the TM control function Note: This "TM max speed" is to allow the TM, for national reasons unknown to the ETC On-board or ERTM Trackside, to request a given train speed at the level transition border in order to have a smooth transition The TM in H shall have the possibility to send an "TM system speed" together with an "TM system distance" to the TM control function Note: This "TM system speed" together with the "TM system distance" is to allow the TM, to request a given train speed at a given position ("TM system distance") before the level transition border in order to be able to detect its national trackside. ubset 035 ALCATEL * ALTOM * ANALDO IGNAL* BOMBARDIER* INVENY RAIL * IEMEN pecific Transmission Module FFFI Page 32/177
