2 Framework / Basis Józsefváros is one of the oldest parts of the capital. It was founded in 1797 as an independent village. In the 19th century when Budapest was united, Józsefváros became a district. The name comes from an Austro-Hungarian Habsurg Emperor, Joseph II.

4 Changes/ Rév8 / 1999 Staff Tasks Approach In 1999 we started to employ colleagues from the field of economy as well as humanities (geographer, sociologists, social workers, economists, engineers) urban and social engineering, responsible for the regeneration of Józsefváros instead of the technical-urbanist approach we started preferring integration by working out our new programs

5 Changes / 2004 Integrated Urban Development Plan of Józsefváros The plan used 11 identification quarters neighbourhoods, so that the programs developed would always keep the special conditions in mind.

7 Our Programs / Corvin Promenade Program investor cooperation, integrated, urban renewal program 22 ha, 2500 flat total budget: 470 mgbp/600 meur public budget: 56 mgbp / 71 meur 10 year partnership agreement among Investor, LG, Rév8 tasks of LG: rehousing, infrastructure, public spaces, managing the cooperation procces, PR tasks of Investor: project development, cooperation with the public side, make new building and sell it, marketing&promotion

9 Our Programs Magdolna Quarter Program I-II. 1st regeneration program in Eastern Europe, integrated, social urban rehabilitation program main goal is to improve the standard of living by involving the current residents, by strengthening the local community cohesion and by retaining the social diversity TPB: 9,8 mgbp / 12,5 meur BP support: 2,3 mgbp / 2,9 meur EU support: 6,5 mgbp / 8,3 meur

10 Our Program / 2004 Background The Magdolna Quarter (more then people) is the worst area of Budapest, the ratio of all disadvantaged residents is the highest here; significant unemployment; a bad rate of employment; the income of residents is worst in BP; high rate 20% of Romany (gipsy) population; high rate 43% of local governmentally owned real estate; most of the flats being substandard; public security challenges.

14 Magdolna Quarter Program I.-II Budapest City Council and Local Government of Józsefváros decided about the integrated experiment urban regeneration program in Rév8 plc developed the Magdolna Quarter Program, as a medium term regeneration initiative for a 15 year period, The pilot project will take place as a co-operation between 2005 and 2008.

17 Magdolna Program I.-II Results obtained: appropriate living conditions, involving residents, strengthening the local community cohesion, reducing long-term unemployment, supporting local enterpreneurship (especially gypsies), to increase the self-sustainability of the area, affordable and sustainable housing, bigger and better urban green.

19 Magdolna Program I.-II Experiences In our days there is no confidence between people & the system, the attitude of the LGs & Mayor s Offices in Hungary too bureaucratic and too thematic. Problems have been appeared on different thematics, but in concentrated area. The thematic & bureaucratic system couldn t find the efficient and sensitiv solutions. Rév8 is a problem orientated project based company, with all of required skills. Rév8 developed a strategy for involving people into the process, and has been starting to share the responsibility of the decision. The added value of our program are reconnecting social fabric, rebuilding the confidence between people & the system and dissolving anxiety.

20 Magdolna Program I.-II Experiences Developing trust in locals step by step (2 levels: neighbourneighbour, local-company relations). Long-term, simple and transparent institutional framework for ensuring integration (Rév8), and ensuring long-term, constant financial background Ensuring the residents to have a direct role in planning their environment and implementing these plans (not only through our political representative-system), and ensuring an active participation on the tenants side in all non-professional works Making decision makers realize certain results only occur after a long time has passed and harmonizing short-term and long-term interests.
