2 CITY OF DV R KRÁLOVÉ NAD LABEM Dv r Králové nad Labem is located in the central part of the Hradec Králové Region. The city is situated in the basin Královédvorská kotlina on both banks of the upper stream of the River Elb. The Elb flows through the city from the north-west to the south-east. There are about 16,100 inhabitants in the city. Their number tends to decrease slowly in last years. The city is the administrative and cultural center for the subregion with about 28,000 inhabitants. The most important attraction point is the zoo and safari with about half million of visitors each year. In the surroundings of the city there is a baroque chateau Kuks with sculptures of Matyáš Braun, view of the neighboring landscape as well as of the highest Czech mountains, the Krkonoše Mountains, which are located about 40 km from here, from the top of Zvi ín. Several kilometers from Dv r Králové nad Labem you can find one of the most beautiful valley dams in Bohemia Les Království. 2

3 In the past the city represented the traditional center of the textile industry. Its stagnation and influence of the competition especially from Asia however can be seen even here. The most important companies in the town are Juta, a.s. (textile industry) and Carla, a.s. (alimentary industry). There are about 7,400 economically active inhabitants in the city, almost 14,000 of them in the subregion. Unemployment moves in the course of the year around 10,2 %. Unemployment - % (year ) ORP Dv r Králové nad Labem okres Trutnov Source: In the city there are about 4 elementary schools, then there is a grammar school, SŠIS (an industrial school (information technology, applied chemistry), a secondary technical school (hospitality and tourism) and a secondary vocational school (shop assistant, hairdresser, cosmetician, tailoress)), 2 kindergartens and Children and Youth Centre. TRAFFIC AVAILABILITY The industrial park is situated at the second-class road II/299 in the direction of Zboží, Choustníkovo Hradišt. All transportation will be carried out with cars and lorries. We can assume that there will be a certain load increase on some of the existing roads due to the new premises, in particular Hradecká Street, or Dukelská Street. Regarding this, the biggest load will be from the location in question in both directions on the road II/299, in the direction of Dv r Králové nad Labem and further on in Hradecká Street and Dukelská Street, and in the direction of Zboží and Choustníkovo Hradišt. The project of the road diversion of the road II/299, as the so called eastern feeder to the express road R11, affects the area in question, as it is shown in the regional plan of Trutnovsko Náchodsko. 3

4 The complex project has been consulted with the editelství silnic a dálnic, Czech Republic, and the Municipality of Dv r Králové nad Labem the Department of Traffic and Road System. It has resulted in the fact that until the construction of the road diversion it is necessary to reserve a corridor adequate to its right-of-way space, i.e. a 15-meter wide belt on both sides from the highway centre line shown in the current urban general plan. The proposed occupancy category of this east feeder road will be B2, the assumed category MS 9/60 [in accordance with SN as amended]. The other service roads in this zone will be in MO 7/40 category. The project also respects the right-ofway spaces of the existing road II/299 they are 15 meters wide from the highway centre line as well. Other technical arrangements are to be formulated together with refined projects for the industrial zone usage. Nowadays the closest highway D11 is in Pod brady (75 km) and the speed communication R10 in Mladá Boleslav (77 km). The railway station is located in distance of about 0.5 km. 5 CHARACTERISTICS AND LOCATION Industrial zone Zboží (Hrubá louka) is found in Dv r Králové nad Labem, the former county district of Trutnov in the Hradec Králové Region. It is situated between the town centre and the outskirts called Zboží, with a fine accessibility of the centre [1 km], as well as the region, i.e. the road network from Hradec Králové to Trutnov, and Poland. The area is virtually situated at the main road. In future we can expect a connection with a presumed important highway D-11. It is an important development zone, the area of which is 12 ha. These are so called greenfields, i.e. lots on the green field. The lots are in property of the City of Dv r Králové nad Labem. 5

7 Water Supply ENGINEERING COMMUNICATIONS AND SERVICE PIPELINES On the edge of the locality in question of the first project there is an artesian well, K- 1 Lužanka, of Grade One hygienic protection zone at the site boundary. The K-1 source is part of the town water distribution system. The near water treatment plant provides water mains to the water reservoir near the hospital [along the eastern edge of the built-up area of the town], and a water pipeline to the water reservoir in Zboží. This force main DN 80 goes along the northern edge of the suggested area [along the existing road II/299]. The sanitary protection zone is defined with the horizontal distance from the exposed face of the pipeline m to each side. The presumable water-consumption increase balance is difficult to define, as the suggested industrial areas are multi-purpose, yet without a specific determination. In general terms it is possible to start from the demand of 80 l per worker a day. According to a very rough [and most likely not realistic] maximal estimation of the number of 250 new vacancies, the water-consumption increase per day is Qp = 250 x 80 = 20, 000 l/day = 0.23 l/s. Taking the daily production of 4, 500 m 3 /day into consideration, 20 m 3 a day means the amount which can be provided with the existing water system. The pipe connection of this area to the existing water system DN 200 in Hradecká Street should be sufficient. Sewage disposal According to the terrain configuration it will be possible to connect the locality to the existing water system by means of the sewage pumping station situated west of the area [south of Hradecká Street behind the edge of the existing built-up area of the town]. The town s sewage network is constructed as integrated, to drain both, waste water and rain water. To eliminate draining of waste water it is possible to assume that rain water will naturally be seeped in green areas, and stay in the locality, whereas that on hard surface on the premises [access roads, or parking areas] can be drained through an oil products trap. Heat and gas supply Both energy sources are within reach. It will depend on individual investors consideration of particular projects, and subsequent administrative hearings. The locality between the town and Zboží is possible to be attached to the existing medium-pressure gas distribution. Furthermore gas supply of Zboží is being taken into consideration. Gas will be brought over the edge of the industrial area in parallel with the existing second-class road. The connection of the area to the heat distribution is possible from the existing distribution systems in the neighbouring part of the town. The prospective connection is that with the existing steam lines terminating above Schulzovy sady [near the intersection of Zborovská Street and Sadová Street], or near Dukelská Street [by the Hartský Stream behind the Billa supermarket], and near the bus station. 7

8 Electric power supply The electric network connection of the locality in question between the town and Zboží is handled in accordance with the town plan concept in the direction from Zboží as a new distribution HV-overhead line 35 kv passing north of Zboží, with a proposed exterior transformer station [labelled N9 Lužánky u ZD ). According to non-existence of particular documents about the demanded [or at least presumed] supply, the project is handled as multi-purpose, with eventual possible arrangements [e.g. inserting another transformer station]. The size of the transformers in the transformation stations are to be set for every individual case according to actual needs. Together with this project cancellation is assumed of the existing 6 kv wiring from the town to the cable transformation station 124 Lužánky u ZD, which will be taken away as well. Telecommunication A long-distance telecommunication cable runs through the area. There are the following solutions according to prior negotiations with eský Telecom: - the location of the objects in the area without the need of cable reloading [the communication overpass may be carried out with a protector] - cable reloading without cable interruption - cable reloading with cable interruption in the particular area More detailed specifications are to be found in the statement of eský Telecom, a.s., Divize sítí - Vn jší údržba kabelových sítí, sev. echy [Department of Networks Exterior Servicing of Cable Networks, Northern Bohemia), dated February 28, The locality is situated in an area where it is possible to link it with the integrated telephone networks. Particular services will be dealt with individually in terms of demand of a required number of requested lines. 8

9 CONSIDERATION IN TERM OF THE URBAN GENERAL PLAN OF DV R KRÁLOVÉ NAD LABEM. The area of the locality in question was discussed in alteration No. 5 of the urban general plan which was approved by the Municipal Corporation in September The area is of great development importance with a land use pattern PS [area of industrial production and store houses]. Area of industrial production and store houses [PS] Basic function use: It serves to concentrate industrial areas with a possible [minimized] influence to the environs Assigned: - industrial production properties and stock houses - stock industry - agricultural stock houses and constructional and technical maintenance - relevant communications and parking and garage areas - relevant technical equipment [transformation stations, regulation stations, water-treatment plants, traps, etc.] Admissible: - administration offices within the premises, or buildings - protective and isolation plants - local food facilities and specific services - parking areas and road signalling Inadmissible: - residence [apart from service tenancy and reserve apartments]. - health service [in-patient department] and social welfare services 9
