1 FTI Workshop Presenter Request for Proposals LULAC is pleased to announce a Request for Proposal for the Federal Training Institute leadership workshops. We cordially invite you to submit a proposal to present at the FTI to be held during the 85 th LULAC National Convention and Exposition in NYC, NY at the New York Hilton Midtown on July 9 th through July 11 th, We request that presenters agree to contribute their time and expertise pro-bono. Your collaboration, experience, and knowledge will help nurture the development, growth, and motivation of current and future government employees to maximize their talents and encourage them to pursue leadership positions within the Federal government. Purpose: Taking Control of the Current Environment LULAC understands that the government-wide spending cuts have caused many Federal agencies to suspend all or most training, educational and public outreach programs. However, we believe that the Federal government workforce needs to represent the population it serves and thereore, it is critical that we continue to address the Hispanic under-representation and the challenges that many Federal agencies may have in retaining and developing Hispanics within their agencies. In an effort to show our support and assist Federal agencies in addressing the aforementioned issues we continue in our efforts to provide leadership training and development workshops for federal employees through our FTI. The training will be held during the 85 th LULAC National Convention and Exposition at the New York Hilton Midtown on July 9 th through July 11 th, The purpose of this Request for Proposal (RFP) is to solicit proposals for FTI workshop speakers. Workshop presenters will provide all attendees with the opportunity to participate in leadership trainings and other exercises that will develop their leadership skills. We request that all presenters agree to contribute their time and expertise probono. Your collaboration, experience and knowledge will help nurture the development, growth, and motivation of attendees to maximize their talents and encourage them to pursue leadership positions within the Federal government and other entities. II. DATES AND LOCATION The event will be held during the 85 th LULAC National Convention and Exposition at the New York Hilton Midtown on July 9 through July 11, AUDIENCE Professionals who serve in the Federal and State government and/or individuals interested in government employment. III. BACKGROUND Founded in 1929, LULAC is a non-profit organization that has the honor of being recognized as the oldest and most widely respected Hispanic civil rights organization Page 2

4 in the United States of America. The founders of LULAC created the LULAC Convention which hosts the LULAC Federal Training Institute (FTI). The FTI is a recognized leader in developing the values and competencies that are the foundation of public service, transcending individual professions and missions. It provides an intensive and structured career-development program for government employees. The FTI offers plenary sessions, workshops and executive coaching designed to enable government employees to enhance their leadership skills and develop the Executive Core Qualifications required for leadership positions and entry to the Senior Executive Service. FTI provides low cost/high benefit quality individual career development planning that meets federal agency requirements as reflected in the newly designed programs inside and outside government. Attendees benefit from the recommended career path, designed to establish them as competitive candidates for selection to upper level managerial and senior executive candidate positions. The instruction and mentoring offered prepares FTI participants to meet the challenges of a changing workplace and to recognize, appreciate, and embrace a leadership role consistent with the essential elements required to become part of the nation s 21st century workforce. FTI workshops and forums closely follow the U.S. Office of Personnel Management Development Centers (OPMDC) and other Federal agencies. The FTI faculty includes experts who provide perspectives on key issues affecting the workplace. These perspectives include strategic integration of human capital management, effective leadership, budget and performance integration, career development, planning for Individual Development Plans, emerging technologies, leveraging diversity and equal employment opportunities. 5 IV. FEDERAL TRAINING INSTITUTE ACTIVITIES A. Workshops The FTI workshops need to address one of the Executive Core Qualifications (ECQ s) and/ or one of the Fundamental Competencies listed below to insure this year s FTI is endorsed and approved by OPM as official Federal training in compliance with 5 U.S.C. Chapter 41. See below for detailed information on the ECQ s and the Fundamental Competencies of the same. OPM's Guide to the Senior Executive Service Qualifications provides detailed information on the Executive Core Qualifications and may be found at Executive Core Qualifications (ECQs) The Executive Core Qualifications (ECQs) define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQ s are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. All qualified persons are encouraged to submit proposals. 4. The FTI workshops need to address one of the Executive Core Qualifications (ECQ s) and/or one of the Fundamental Competencies listed in the attachment to be considered. Page 4

6 5. You may submit workshop proposals addressing any of the ECQ s as a package or separately. 6. FTI workshop presenters must provide an electronic copy of the materials being presented no later than June 6, Please note that all presentations will be shared and posted on the LULAC website prior or immediately after the event. 7. The FTI coordinators (LULAC Director of Federal Affairs and FTI Committee members) reserve the right to select proposals that meet the planned events as well as the criteria provided within this RFP. 8. When submitting your proposal via please include 2014 LULAC FTI Workshop Proposal in the subject line. VI. GENERAL INSTRUCTIONS The Director of Federal Affairs/FTI Coordinator and Co-chairs will evaluate the proposals received and select the workshop speakers that meet the criteria supplied to participate in the FTI. The Director of Federal Affairs will hold discussion(s) with the potential speakers as needed and will contact the speakers who best address the ECQ s and/or the Fundamental Competencies in their proposed workshop(s). The proposals will be evaluated based on the following elements: 1. The proposed workshop topic must identify and address one of the ECQ s and/or one of the Fundamental Competencies of the same. 2. Quality of performance at previous conferences as well as experience of the potential workshop presenter. 3. Capability of the potential workshop speaker to provide FTI workshops on July 8-10, If not available on all the aforementioned dates, please advise what dates you are available. 4. Provide the information requested on the attached LULAC FTI Workshop Presenter Proposal Forms (RFP) supplied in the package. A. Workshop Speaker Photograph All workshop presenters are asked to submit a photo (.jpg" files with 300 DPI resolution) when submitting a proposal. The photo may appear in promotional materials, the LULUC website, the FTI Conference program and/or other related conference literature. D. Workshop Information: (i) Workshop Title (ii) Workshop Description Describe the proposed topic for your presentation. This description will appear in the FTI program book, other promotional materials and will be submitted to OPM for review to ensure that it meets all requirements and secure approval as an official Federal training in compliance with 5 U.S.C. Chapter 41. Please note, LULAC may revise the description for consistency and applicability. E. Presentation Track Indicate the ECQ and/or Fundamental Competency your workshop will address. Your workshop may cover multiple ECQ s.
