Cassie Morton requested that her title be corrected by replacing Counseling with Cosmetology. Mary Benard stated that in section 6b the name for Biotech/Biomed should be Berta Cuaron not Berta Carson. Eileen Kraskouskas moved to accept with changes. Wilma Owens seconded. The December 13th minutes were approved. 4:20 p.m. Program Endorsements Wilma Owens 1. PAL Master Teacher Certificate: Child Development (1st, 2nd, New Option) 2. PAL Site Supervisor Certificate: Child Development (1st, 2nd, New Option) Wilma Owens stated that these were new options for approval. Cassie Morton motioned to approve these new options and Eileen Kraskouskas seconded. The entire committee approved. Mary Benard signed the documents. 4:30 p.m. Workforce Alliance Reports Visitors/Hospitality Industry Cluster Eileen Kraskouskas Eileen Kraskouskas stated that the first meeting was a couple of days ago and she has not heard if there have been any other meetings. 1
2 Bio Tech/Bio Medical Industry Cluster Ric Matthews Ric Matthews has not been contacted; neither has Berta Cuaron regarding meetings for this cluster. Computer and Electronic Manufacturing Cluster Wilma Owens Wilma Owens stated that the Computer and Electronic Manufacturing Cluster met but she was unable to attend instead Mollie Smith went in her place. Telecommunications Industry Cluster Kay Hartig/Cassie Morton Kay mentioned that this industry cluster has had two meetings. This cluster plans to create a grid with industry needs and skills or job title and post it on the website. Medical Services Fred Allen Fred Allen stated that Medical Services is trying to meet based on information from industry rep. 5:00 p.m. CCCAOE Report Wilma Owens Wilma Owens provided a summary handout for Region X. Wilma mentioned the following new programs discussed during the January 30 & 31 meeting: Library Technician at Imperial Valley College; Fitness Technician and Network Administration at Southwestern College; Public Works Management at Palomar College; and Water/Wastewater Technician at Cuyamaca College. She also mentioned the upcoming CCCAOE conference in March and that Sharon Vokkel is the new liaison for Academic Senate. According to Wilma, each month the CCCAOE website would feature a region and Region X would be later in the year. 5:15 p.m. Room Check-In Meeting adjourned at 5:25PM for dinner. 5:30 p.m. DINNER IN RESTAURANT Mary Benard called the meeting to order at 7:25PM. 7:30 p.m. Status Reports for Regional Consortium Mini-Grants Special Populations Mini-Grants San Diego City College One Stop Student Planner Elena Adams Cuyamaca College Customer Service Training Program Kay Hartig Cuyamaca College Adaptive Computer Basic for Disabled Kay Hartig Grossmont College Changing Perceptions Fred Allen Miramar College 2003 Career Expo Mary Benard Palomar College Impact of ADA on Post-Secondary Institutions Wilma Owens Palomar College Emergency Response Class Wilma Owens SDCCD High School Voc Student Campus Visits Denise Whisenhut Southwestern College Center for Tech Ed & Career Success Diana Avila Elena Adams requested to make a one-step academic planner that was affordable for students. She mentioned that the layout of the planner was from information gathered from the needs assessment given to those we serve. The planner will have a 16-month calendar that would never go out of date and sections for vocational classes, campus directory, non-traditional websites, time management, money management, parenting tips and study skills. Elena Adams stated she would distribute the planner to students after Break. Cassie Morton proposed to the file to Michelle Turner upon completion for distribution. Elena stated that the budget cost for printing was $2,834 for 1,000 copies. 2
3 Kay Hartig mentioned that the Customer Service Center is the only Call Center in the county. The only problem is that it does not attract sufficient students, therefore we have to use other resources to market this program such as the Reader and Job Giant. According to Kay, these marketing efforts increased enrollment by 40% this year. Kay Hartig mentioned that a computer use online class for disabled students is in the development process at Cuyamaca College. This program works in the DSPS Department. She stated that she will advise once this project has been completed. Wilma Owens stated that a speaker came to Palomar to talk about the impact of ADA on Post-Secondary institutions and completed two workshops. Wilma stated that she gave preference for registration to those in occupational education. The responses on the survey were favorable. Those in attendance were familiar with the speaker's work. She mentioned that they completed the project. Wilma Owens stated that Palomar was trying to recruit diverse students into the fire/paramedic academy. She stated that they created an emergency response course at the high school and took students to the fire department. The City of Oceanside donated 94 personnel hours even with budget cuts because the minigrant could not cover the costs. This program will be completed on March 6 th. Denise Whisenhut provided a handout regarding the high school to career bus trips mini-grant. According to Denise, 700 students came to the colleges to visit and interact last year. Now this program has more than 1100 students participating this year. The target group is those living south of Highway 8. Denise stated that they follow-up by a contact card and subsequent s. The interest choices will be forwarded to that particular area of education for possible follow-up. Cassie Morton suggested adding cosmetology. Mary Wylie stated that "Train the Trainer" will be conducted on March 28 th and provided flyers to each college dean for distribution. The cost for this workshop is free. She requested that Southwestern be notified immediately if a college will have little to no participation in order for others to attend. VTEA and Economic Development Mini-Grants Mesa College Regional Multimedia Competition Otto Lee MiraCosta College Speech Recognition Instructor Training Eileen Kraskouskas MiraCosta College Promotion of Biotechnology Programs Ric Matthews SDCCD Ctrs for Ed & ESL for Construction Trades Curriculum Randy Barnes Tech Development Southwestern College Summer Health Academy Anita Holt Southwestern College Recruit/Retain Women in High Skills Careers Diana Avila Otto Lee stated that Mesa College will be conducting a regional multimedia competition. Industry representatives are the judges. He worked with Macromedia, and they have agreed to donate high end products for prizes. Otto s faculty will be creating posters and a website to promote this event. Otto will forward the URL for the website to Michelle Turner who will distribute to the deans. Eileen Kraskouskas stated that the speech recognition workshop was conducted on January 13 & 14. Speaking Solutions provided the training and each participant received software and classroom materials. The course showed how to use the software to speak into your computer instead of typing. Eileen stated that MiraCosta would be conducting a follow-up meeting to see how faculty is incorporating this software into their curriculum. Ric Matthews clarified accuracy of software with his example that he performed a typing test with 45 WPM accuracy prior to completing the same test using the software where his accuracy improved to 175 WPM verbally with comparable results. Eileen stated that the cost for the software is $150. 3
4 Ric Matthews stated that he sent an invitation to those in the Bio Med/Bio Tech to attend the event at MiraCosta College to promote Biotechnology Programs on March 3. Randy Barnes discussed the mini-grant for the San Diego Community College District regarding curriculum development in ESL for the Construction Trades. The class is specifically for those in the Apprenticeship program. Many individuals in the construction field do not speak English. Randy stated that a needs assessment was conducted. The project is moving forward, looking for a possible professor, and currently creating the course outline. They have approximately $1,200 for specific classroom materials. Anita Holt discussed the Summer Health Academy. This event promoted the nursing program at Southwestern College which is unknown in the South Bay. The Summer Health Academy attendance was predominately Latino high school students. According to the evaluation given, these students need more skill training in reading, writing and computer technology. Anita stated that the time was just too short, and the event needed more parental support. 8:30 p.m. Working Session: Occupational Deans Job Description Kay Hartig Mary Benard mentioned that this was discussed at one of the previous Dean s meetings. Kay Hartig mentioned that the handout was a draft. Mary Benard suggested having a little more time to review and continuing this discussion tomorrow at 2:30PM. 9:00 p.m. Announcements/Other/Adjournment Mary Benard moved to adjourn the meeting and Eileen Kraskouskas seconded. 5 9:15 a.m. Regional Consortium Activities a. Planning Regional IT Advisory Committee Kay Hartig Kay Hartig discussed the upcoming Regional IT Advisory Committee breakfast on April 3 rd from 7:30AM 10AM. She stated this meeting was more a SD4C project versus a Region X project. Kay verified the list of IT representatives at each college in order to send them information about the IT meeting. Margie Fritch requested that her name be added to the point of contact list. Michelle Turner will sort the SD4C list and distribute it to the IT representatives and Deans by college. Kay stated that we would have round table discussions, a keynote speaker, questions and a written survey. Michelle Turner will send a copy of the minutes regarding last years meeting and the evaluation tally to Margie Fritch, Fred Allen and Otto Lee. b. Economic Development IDRC & JDIF Grants Bidder's Conference Kay Hartig February 26th, 1 to 3p.m. - Cuyamaca College Kay Hartig stated that Cuyamaca College will be hosting the bidder s conference next week. Michelle Turner will forward a list of those sites participating to Eileen Kraskouskas. Margie Fritch wanted to confirm if there was money available for the IDRC and JDIF grants. Kay stated that she was unsure if they had money or not. c. Tri-Regional Meeting of Co-op Work Experience Educators Michelle Turner March 7th, 10 to 2p.m. - Southwestern College Michelle Turner provided a handout and details regarding the upcoming Tri-Regional Meeting of Co-op Work Experience Educators. The meeting will be held at Southwestern College on Friday, March 7 th from 10AM to 2PM. d. Metro Career Center: Career Fair in May Michelle Turner 5,000 copies of "Looking for a Career" Brochures Michelle stated that the Metro Career Center requested 5,000 copies for their upcoming Career Fair in May. Margie Fritch and Cassie Morton stated that they might have staff to participate as representatives from our region. Kay wanted to know if each college had brochures to distribute as well. She mentioned that the Regional Consortium had a table to use for displaying information. Eileen Kraskouskas wanted details regarding past participation from North County at this event. 9:40 p.m. Chancellor s Office Report - Conference Call Lisa Fassett Jackie Escajeda Jackie Escajeda mentioned the Tech Prep meeting held on Thursday, February 20 th from 2:30 to 5. According to Lisa, Governor Davis did not sign the budget. Lisa stated that there are no updates regarding the Equipment Grants until passed by Davis which could be delayed until December. She stated that the CCCCO s website has links to areas such as WIA and Perkins Reauthorization to get contact information in order to share thoughts, ideas, and discuss reshaping the reauthorization process. According to Lisa, the Honor Roll was still seeking nominations as well as mentioned the upcoming CCCAOE meeting. Kay suggested that we conduct teleconferences with the chancellor's office instead of having them travel due to the budget cuts and requested confirmation from Margie Fritch about having a speaker phone set up for the next meeting. 10:00 a.m. Tech Prep and Program Articulation - Margie Fritch Discussion re: Regional Activities Margie Fritch mentioned that there has been a request to standardize our curriculum and regional articulation. The following districts have standardized credit awarding on high school transcripts: SDCCD region, MiraCosta, Palomar and GCCCD. Gonzalo Huerta will check Imperial Valley College. 5
6 Margie Fritch provided a handout regarding the policy and procedures for high school to community college articulation and credit by exam process. Margie Fritch suggested including the credit by exam information on the transcript even if the college did not award the credit. Margie Fritch requested placing this item on the agenda for next meeting in April. 10:30 a.m. BREAK 10:45 a.m. WEDCO Report Dana Quittner Wilma Owens provided the WEDCO Report since Dana Quittner was unable to attend. According to Wilma, Dana wanted to create a modified brochure to include "Looking for a Career" and Career Ladders". According to the Under Secretary, the information regarding community colleges involvement with vocational education is very low. Mary Benard stated that we should have our industry representatives speak on our behalf. Margie Fritch stated that we should forward the VEST links to our industry representatives. 11:00a.m. Federal Administrative Proposals Dana Quittner Perkins WIA TANF Dana Quittner unavailable to give this information and nothing was forwarded for distribution. 11:30a.m. Sharing - Budget Crisis Wilma Owens Wilma Owens asked how other colleges were handling the budget crisis. The most common answers were hiring freeze, cut travel and reduction of sections. 12:00 p.m. 1:00 p.m. LUNCH BREAK 1:00 p.m. Statewide Advisory Committee Regional Members Business Ed Karen Schneiter Kathy Striebel Theresa Savarese Career Development Cassie Morton Peggy Shepard Contract Ed Robin Carvajal Special Populations Mollie Smith Statewide Technology Gonzalo Huerta Sr. Armando Abina Gary Nugent Workbased Learning Bruce McDonough Kay Hartig provided an introduction about the Statewide Advisory Committee Regional Members. Theresa Savarese sent information to Kay that a VTEA Business/CIS Statewide Advisory Committee in conjunction with Coastline Community College received a VTEA Industry Collaborative Grant for Business Education. The grant will focus on developing leading edge curriculum, staff development and training strategies for community college programs in 44 TOP codes related to the Business/CIS discipline and will conduct focus group meetings. Cassie Morton mentioned that Maria Miller is now on the Career Development Committee from Palomar. Kay Hartig suggested adding the topic of Statewide Advisory Committee Members on the agenda for the 6
7 next regional consortia chairs to discuss who they chose, the process of how these members get on the committee and what we are doing statewide. Mollie Smith provided a handout of the executive summary and outcomes for special populations. She went to the conference in Sacramento for the Statewide Committee for Special Populations and discussed the importance and performance of special populations as well as state requirements. Kay Hartig suggested that Mollie research how many colleges actually are reporting their special populations students and how is the Chancellor s office getting the numbers. 2:30 p.m. Open/Other Items Mary Benard discussed the handout provided by Kay Hartig regarding the Occupational Dean s Role/Responsibility. Mary stated that this list will be inclusive to all but may not be specific to each occupational dean. Kay requested to change the name officially to Regional Occupational Consortium. Kay will bring back final version for approval at the April meeting. Cassie Morton, Fred Allen, Mollie Smith and Kay Hartig are attending the CCAOE and will meet on Thursday.
