1 HACG Moving to Work Housing Initiative Update for Homeless Coalition Meeting September 18, 2014

2 Moving To Work Housing Initiative O The Housing Authority received the Moving to Work Designation from the U.S. Department of Housing and Urban Development (HUD) in October O Only four public agencies received this designation from HUD in 2012 O To date, there are only 39 Moving to Work designees out of 3,000+ public housing authorities in the United States. O In a nutshell, Moving to Work allows the Housing Authority flexibility in the way housing services are delivered.

3 Implications for Housing the Homeless O The project includes a mix of housing options O Housing Vouchers O Permanent supportive housing (via sticks & bricks construction) O Stand Alone Housing similar to the Willow Glen model O Integrated Housing through Community Redevelopments (such as BTW and Chase Homes) O Opportunity to leverage partnerships: O Georgia Department of Behavioral Health and Developmental Disability (DBHDD) O Georgia Department of Community Affairs (DCA) O HUD/ VA

4 What does this mean for our community? $1.7 million dollars in housing assistance for our community each year! Housing Units Annual Value of Housing Assistance HACG Current Rapid Re-Housing Vouchers 30 $216,000 HACG Additional Rapid Re-Housing Vouchers 50 $360,000 Development of Willow Glen II 28 $201,600 DBHDD Vouchers for Chronically Homeless 100 $720,000 DCA Section 811 Vouchers 30 $216,000 Total 238 $1,713, Note: This does not include the potential 17 VA VASH Vouchers. (17 units x $600/month x 12 months = $122,400 annually.)

O 50 HACG Housing Vouchers: O Original projected availability beginning July 2014 O Awaiting approval from HUD for Year Two Project Plans O Focus on 100 DBHDD Housing Vouchers O Chronically Homeless with SPMI (Serious & Persistent Mental Illness) O SPMI examples: Major depression, bipolar disorder, schizophrenia, etc.

9 Where are we in the process? O Focus on 100 DBHDD Housing Vouchers O Using VI-SPDAT results from 2014 PIT O PSH: 23 O RRH: 105 O Cross-referencing for SPMI of those identified with mental health issues O Begin housing referral

10 Where are we in the process? O VASH (Veterans Affairs Supportive Housing) O Housing Authority has submitted application to HUD & awaiting approval O VA will have HUD/VASH team assigned to Columbus/Phenix City area O Willow Glen II O Breaking ground this year. O Location: Pharr Road

11 Going Forward O For every housing referral, each client will need VI-SPDAT prescreening assessment O VI-SPDAT Training O Concentrated Outreach O CRH Mobile Health Unit O Agencies serving high volume of unsheltered homeless O Outreach to encampments O Working with agencies on making referrals and developing mechanism for reporting back on housing placements
