1 RFI-N 3: PHASE ONE (1) SOLUTION 3.1 Networking of Radio Monitoring System The proposed Radio Monitoring Network System consists of the following site configurations: Remote or Slave Fixed DFMON Site (RMS-F) Remote or Slave Mobile DFMON Site (RMS-M) Monitoring and Control Center (MCC) The configuration of the system will be consisted of one (1) MCC and the number of controlled slave sites. The slave sites can be configured with all fixed sites, or can be combined between fixed and mobile slave sites. So, each configuration will be delivered with multiple sites that become a complete Radio Frequency DF and Monitoring system. The decision of whether to choose the system with all fixed slaves or combination between fixed and mobile slaves depend on the customer s operational or budget requirements. The important thing to be considered that, the system will need at least three line of bearing (LOB) signals from three different slave positions in the area in order to allow triangulation calculation for determining the transmitter location. Typically, the Fixed slave site is used to localize the transmitter signal bearing of interest, whereas the Mobile slave site, beside to have the same function as the fixed site, it is also used to pinpoint the exact location of the transmitter. The slave sites will be controlled by a MCC which are connected by TCPIP data link. The link could be achieved with one of the following: Microwave data link (2 mbps) Modem and telephone lines, each line can handle 56kbps Leased lines Fiber optics VSAT Mobile Sites can be controlled using GPRS modems and VPN links On this proposal, the most efficient system configurations for Phase-I will be proposed as follows: File: DGPT-RFIN3-Ph1Solution-Aug08 Page 1/15

2 3.1.1 Coverage in Jakarta Area The area of Jakarta will be consisted of one (1) MCC, four (4) Fixed Slave Sites and one (1) Mobile Slave Site. One fixed slave site collocated with MCC which will cover the area around the MCC and the three (3) Fixed Slave Sites will cover the Jakarta area and its surrounding. The data link that will used to connect between the MCC and the three fixed slave sites will be microwave link 2Mbps. The GSM modem or VPN network will be used to connect the mobile site. 3 Figure 2: Jakarta Coverage Area Coverage in East Java Area The area of east Java consists of four (4) sub-areas that are consisted of one (1) sub-area covering the city of Surabaya and its surrounding, and the three (3) other sub-areas covering outside of Surabaya city. On this proposal, all the area will be consisted of one (1) MCC that will be located in Surabaya city and will control all of slave sites around this area. The slave sites can be configured as follows: a. For sub-area 1 (Surabaya city), the configuration will be as same as Jakarta area that consisted of one (1) Fixed site collocating with the MCC and three (3) Fixed sites are located outside of Surabaya city. b. For the three (3) other sub-areas, the configuration are as follows: 1) One (1) fixed site for each sub-area. 2) Two (2) mobile sites for all areas that will be used to help the three sub-areas for triangulation calculation purpose. So, the total site for East Java area for the Phase-I will be consisted of one (1) MCC, seven (7) Fixed Slave Sites and two (2) Mobile Slave Sites. 4 Figure 3: Configuration System of East Java Area The data link that will be used to connect between the MCC and the slave sites are as follows: a. Three fixed sites around Surabaya will be connected by microwave links. b. Three fixed sites outside Surabaya (around the three sub-areas) will be connected by VSAT links, because the distance from each slave to the MCC is very long. c. The two mobile sites will be connected by GSM modem or VPN network. In the future, the number of fixed sites in the three sub-areas can be expanded into two or three fixed sites for each sub-area and all those slaves can be controlled by the MCC from Surabaya. 5 Figure 4: East Java Coverage Area 3.2 System Description From the National Configuration System shows that the Phase-I project will be consisted of five (5) project parts such as: 1. National Monitoring Center (NMC) and Spectrum Management System (SMS) in Headquarter Office in Jakarta 2. Monitoring Control Center (MCC) in Regional Offices Jakarta and Surabaya. 3. VHF/UHF Fixed Slave Radio Monitoring System (RMS-F) in Jakarta area and East Java area. 4. HF/VHF/UHF Mobile Slave Radio Monitoring System (RMS-M) in Jakarta area and East Java area. 6 Figure 5: Configuration System of Phase-1 Project The main component of the proposed system is consisted of the following: DF & Monitoring equipment based on DDF195 using ESMB Receiver from R&S (Rohde & Schwarz), Germany. Automated Radio Monitoring System operation based on ISOC (Integrated Surveilance Observation Center) software from Aero (Aerosystem International, Inc), Canada. Spectrum Management System based on MonitorPlus software and Incremental TA-Wizard software from LS Telcom AG, Germany. File: DGPT-RFIN3-Ph1Solution-Aug08 Page 6/15

7 3.2.1 System Operation The TA-Wizard is needed to upgrade the existing FMIS tables allowing the automation between the ISOC and MonitorPlus. The measurement tasks such as frequency, bandwidth, level, modulation and direction finding are direct measurements that the DDF195 and ESMB receiver can perform under the control of the ISOC software. The NMC, using MonitoPlus and applications allow the operators to create Monitoring Task Orders (MTO) from the existing licensing database using the TA-Wizard to conduct any combination of the above measurements. The MTO can be sent to any MCC by s, FTP, Windows Explorer or any other standard mean allowing file transfer between computers. The MCC which receive the MTO will load it and program the Slave Monitoring sites with the parameters of the MTO and execute the MTO using ISOC system. The MCC with its ISOC controls the Slave Monitoring Sites in real-time basis. Once the monitoring task results are ready, MCC will send back the results for NMC to be decoded and archived by MonitorPlus. This results can be compared to the associated licensing information for correlation and validation purposes. In this proposal, each MCC can have its own copy of MonitorPlus to generate their own MTO. The Occupancy measurement is a driver that controls the ESMB receiver for fast scanning sessions collecting level information on predefined frequencies for occupancy studies and compares the results to the licensing database through MonitorPlus. The Occupancy measurement can also be used to find illegal activities and hour of operation of each scanned frequency Monitoring & Control Center (MCC) The MCC is configured as a computer. Using the ISOC software, the MCC will be able to control any fixed or mobile slave sites in its area to conduct monitoring, measurement and direction finding tasks. Information from each controlled site is sent in real-time basis to the MCC site where the information will be stored and displayed for further analysis. For the direction finding function, the MCC will need at least three line of bearing (LOB) data from three different slave sites for triangulation calculation purpose to determine the location of target transmitter. This target location can be displayed over the area digital map. Especially for sub-areas that provide only one (1) fixed slave for each sub-area, the MCC will be able to control them for monitoring and measurement tasks and it be able to get only one (1) line of bearing (LOB) signal from each slave for direction finding. In case the triangulation calculation is needed for the certain sub-area, then two (2) mobile sites can be used to get two other bearing signals from two different locations in this related sub-area. 8 The MCC system software contains three functions: Control: Provides remote control of the sites and electronic equipment. Mapping: Displays the real time bearing data from the sites on an electronic map of the area. Analysis: Displays the selected information from a database archive, replay of previous data VHF/UHF Fixed Slave Site (RMS-F) The fixed and also the mobile slave sites can work independently using their own equipment and operation software. They can also be controlled remotely by the Monitoring & Control Center (MCC). The site is configured as a DF and Monitoring (DFMON) subsystem based on DDF195 with ESMB receiver which contains the DF Antennas, VHF/UHF Receiver and DF Processor. These components perform the radio intercept and direction finding functions. The system software based on ISOC provides for remote control of the RF subsystem equipment via a microwave or VSAT communications links and displays the DF line of bearing (LOB) information on a computer based map of the area. The computer subsystem is used for remote control of the MONDF subsystem equipment in a stand alone mode when not controlled by the MCC. The fixed slave site is located in an area clear of any obstructions with the DF Antennas mounted on the top of a mast or tower, the higher the antenna elevation the greater the coverage area of that particular site HF/VHF/UHF Mobile Slave Site (RMS-M) The mobile and also the fixed slave sites can work independently using their own equipment and operation software. The mobile slave site is configured as a DF and Monitoring (DFMON) subsystem based on DDF195 with ESMB receiver which contains a DF Antenna array, a Monitoring Receiver and DF Processor in a single vehicle mounted unit. These components perform the radio intercept and direction finding functions. A GPS receiver is also included on the mobile DFMON system to allow the bearing information from the DF to be displayed on a map of the area with the correct location and orientation. Those mobile DFMON equipments mounted in a vehicle with all the mobile antennas mounted on the vehicle roof. File: DGPT-RFIN3-Ph1Solution-Aug08 Page 8/15

9 The Mobile DF is designed to be operated in two separate modes, a transportable DF site or a mobile hunting vehicle. In the transportable site configuration the vehicle is driven to a specified location where it is parked and the equipment is set up for operation. At the completion of the mission, the vehicle can be driven to another location. The system can also be used while moving in hunting operations, in this mode the target can be located by following the relative bearing information. The equipment can be remotely controlled by the MCC via a RF modem communication link (GSM modem or VPN network). This link is constantly on to facilitate real time remote control and collection of signal data. The computer subsystem is used for remote control of the MONDF subsystem equipment in a stand alone mode when not controlled by the MCC and displays the DF line of bearing (LOB) information on a computer based map of the area. 3.3 Dimensioning of the System NMC and FMS in Headquarter Office The main component for the NMC and FMS will be computer and software. This is Automation of standard processes within SPECTRAemc and MONITORplus based on fully-automated or semi-automated execution of a set of single commands with preset parameters in predefined sequences. 1 set This software is for Automation and an interface software that will be installed in the NMC computer in order to allow interoperability between the NMC and the existing database FMIS in cooperation with the upgraded TA-Wizard. The function of MonitorPlus software are importing, visualization and evaluation of monitoring result files. Crosscheck of monitoring data against license data. Definition of monitoring missions from FMIS complaints or frequency assignment processes and provision of appropriate feedback from such missions. 1 lot These components will be used for installation and phisical connection among NMC, FMIS system and IP data link. 10 3.3.2 MCC in Regional Office The main component for each MCC will be computer and software. This Remote Automated Monitoring System Client includes also Digital Audio Recording/ Listening Capabilities. 1 set This software is for ISOC-DF, Occupancy Software and Mapinfo. It will provide with local digital maps for mapping and triangulation calculation over the map. 1 set This software is for Automation and an interface software that will be installed in the MCC computer in order to allow interoperability between NMC and MCC in cooperation with ISOC softaware. The incremental TA-Wizard at FMIS existing upgrades the tables allowing the automation between MonitorPlus and ISOC. 1 lot These components will be used for system installation and phisical connection among MCC, Regional Office and IP data link. The exact components will be determined after conducting the location survey VHF/UHF Fixed Slave Site (RMS-F) The main components for each RMS-F are consisted of DF equipment and antennas (20 to 3000 MHz), Monitoring Antena (20 to 3000 MHz), Monitoring and Measurement Receiver, Computer and Software. 13 3.3.4 HF/VHF/UHF Mobile Slave Site (RMS-M) The main components for each RMS-M are consisted of DF equipment and antennas (0.5 to 30MHz and 20 to 3000MHz), Monitoring and Measurement Receiver, Computer and Software. The DF equipment and antennas will be based on the R&S DDF195. Figure 7 shows the block diagram of HF/VHF/UHF Mobile Monitoring System (RMS-M). This battery will be charged automatically by vehicle engine. 4 Control Panel 5 Charger & Inverter 1 set Control Panel for power distribution. 1 set Charger is for charging the battery using external power source. Inverter is for inverting the DC power to AC power for computer power source. 6 Printer 1 unit Color Printer, for printing the monitoring & measurement results. 7 Installation Materials 1 set Materials for installation of the equipments and antennas, etc. 9 Digital Map 1 set For mapping and triangulation over the map. 15 3.4 System Capacity in Phase-I and Future Expansion As far as the ISOC system used in Phase-I, there will no additional preparation have to worry about for expansion purposes in the future. ISOC will be easy to handle the expansion for the next phases. The ISOC can control a large variety of instruments, including receivers, spectrum analyzers, signal generators, tone decoders, DF processors, and many other devices. This is accomplished through what is called Client-Server architecture. The operator s workstation, the client, is located where convenient; for instance, it may be a computer situated at an office location. The client connects to a remote computer, the server, which is collocated with the test instruments that it controls. The server may be placed at a remote site, for instance at an antenna location. These kinds of equipments below can be controlled by ISOC and can be added into the the existing system any time for expansion: Spectrum analyzers (FSP, HP8590 series, Advantest) Digital Audio Capabilities (about 2 Mbytes/hour of recording) the total digital audio recording capacity depends on the hard drive size of the ISOC server. The digital Audio Recording / Playback capability is provided in the ISOC base package. Operators can listen / record two different signals using the laptop sound card left and right channels. The audio streams are compressed using the latest technologies in audio streaming. Frequency meters Direction finders (Cubic OAR4400, Cubic OAR4006/ICOM-R8500, Doppler 6000 /ICOM R8500, R&S DDF190 series, etc). Communication monitors Receivers (ICOM-R7100, ICOM-R8500, ICOM-R9000, R&S EB200, R&S ESMB, R&S ESN, AOR AR-5000, ICOM PCR1000, etc). Antenna Matrix Tone Decoders (Optoelectronics DC440, CD100). ISOC can be equipped with: 1- RS232 bus (up 256 ports) 2- GPIB bus (each GPIB bus can handle up to 31 GPIB instruments) 3- Ethernet bus (unlimited number of instruments) 4- CIV bus (for ICOM equipment) Each instrument will occupy one communication port of the ISOC communication busses. The proposed system will be equipped with 8 ports of RS232 (more ports can be added at any time) and one Ethernet bus of 8 ports (more ports can be added at any time). The DDF195 and the GPS will consume 2 RS232 ports leaving 6 ports unused for future expansion; the ESMB receiver will use one port of the Ethernet bus leaving 7 ports for future expansion.
