1 Review of the Local Leadership - Working with the New Acts Program SURVEY The aim of the Local Leadership Working with the New Acts Program (funded by the Local Government Research & Development Scheme) has been to provide a structured approach to assist Council Members, Chief Executive Officers and staff to quickly become familiar with the new Local Government legislation in a way that promotes best practice solutions rather than minimum legal compliance. As there was a general Election in May 2000, an integral part of the program has been to assist in providing information and giving support to both candidates and Council Members. The LGA is currently reviewing and evaluating the Program and is seeking Councils to complete the following survey. Information gained will be used to address specific issues now faced by Councils in implementing the new Acts and to further identify training needs. NB: The survey is not addressing those training courses provided jointly by the LGA/IMM as stated in the LGA Course Program (June - December 2000). These courses were not conducted as part of the Local Leadership Program. As part of the Program a number of documents have been produced including: legislation overview documents discussion papers addressing key provisions model guidelines, codes, procedures, policy frameworks etc. In general terms, has this documentation been useful in assisting your Council to understand the new legislative framework? It provides information about the system of Local Government, roles and responsibilities of Council Members and a range of other relevant matters. Committee Members' Guide The Guide is a reference tool for Committee Members. It provides information about the roles and responsibilities of Committee Members. Nominating for Council Elections This document, primarily available and used by Councils electronically via LGA.net, is a training kit designed to assist Councils to conduct seminars for members of the community interested in nominating at the Local Government elections. 5
6 Orientation Guide This document assists Chief Executive Officers to plan and implement an orientation program for new Council Members and newly elected Councils following the May 2000 Elections. It contains information on preparing an information package, planning the program, what to include, and offers suggestions for on-going assistance. 7.
