2 Back Dear Prospective Dual Credit/Early College Student: Welcome to Blinn College Dual Credit/Early College. My name is Georgann Smith and I hope that I can answer all questions that you may have. I am providing you with the most important information that you need to know about participating in the Blinn College Dual Credit/Early College Program. Some of the things on this web site may be redundant but they are very important. I hope to make your first college experience as painless and as easy as possible. There are several things that you need to know before getting started. First you must be approved for dual credit/early college by your high school counselor or administrator. You must apply for Blinn College Dual Credit/Early College by filling out the Common Texas Application online ( You will receive your confirmation and Blinn ID# via . Please make sure to provide us with an adequate address. All important correspondence will come to you via this address. Please make sure to add to your safe contact list so s do not get sent to your junk mail and check your often for updates or important reminders. Instructions on how to register are listed under link #2. Once you have received your confirmation from your online application, here is the required information that I need in order for you to apply to the Blinn College Dual Credit/Early College Program: o High School Transcript showing at least a B+ average for academic work o Letter of Recommendation from your High School Principal o College Readiness/Exemption Scores (TAKS, ACCUPLACER, ACT, SAT, COMPASS, or THEA) ACCUPLACER and THEA are going away as of the start of the fall 2013 (08/25/2013) semester. They will be replaced with another test. This test is still unknown. COMPASS is going away as of the fall of 2013 (08/25/2013). o Signed Student and Parent Agreement form (included under link #4) o Bacterial Meningitis Shot Record (needed if attending a College Campus). This documentation is required by state law. o For Home-Schooled students only: Home-School Agreement
3 Once I have received all of this information from you and your high school, then I can register you for the classes that you and your high school counselor/administrator have agreed for you to take. Dual Credit/Early College students can only register for 1 or 2 classes per semester. You can send all forms to me via mail, , fax, or you can hand deliver. My information is listed below. All Blinn College students, including Dual Credit/Early College students, receive a Blinn College account once enrolled into classes. If something is going on at Blinn, s will be sent to the student s Blinn account, as this is the official communication between students, Blinn College faculty and staff, and me. This account, once activated, can be forwarded to an account that the student checks daily (like gmail, yahoo, etc.). To set up your account, see instructions under myblinn and Student Links. Please take advantage of Blinn s website ( o There is a link at the top of the page named Blinn A-Z. Click on that to find out all sorts of important information. o There is also a Directory link at the top of the page that will help you find your professor s address and phone number. o If you have any questions you can go to the Prospective Students tab and click on the Ask Blinn tab. 6 Back Blinn College Academic Dual Credit Program/Early Admission Student and Parent/Guardian Agreement Form By signing and returning the Signature Form of this document, the student and parent/guardian agree to the following: Dual Credit Students/Early Admissions Students will follow Blinn College protocol as outlined in the Blinn College Student Handbook. These guidelines include, but are not limited to, the following: Attendance; Excused and Unexcused Absences; Student Conduct; Scholastic Integrity Policy; Incivility Protocol; Expulsion of Students from Class; Course Grade Complaints; Student Complaints; Student Expressions; Discipline Code; Discipline Hearings Procedures; Alcohol and Drug Use; and Services for Students with Disabilities. Dual Credit/Early Admissions students will be bound by the requirements set forth by the College instructor in the College course syllabus document. These requirements may include, but are not limited to, advance notice and assignment/exam deadlines related to excused absences for high school students representing the School at an official function. All high school students enrolled in a College dual credit class/early admissions class will follow the official College calendar regardless of dual credit/early admissions class location, course instruction modality, or ISD calendar. Blinn College may release the student s Blinn College academic record to the student s high school until said student is no longer enrolled at the high school. Notice of College-Level Content Students who enroll in the Blinn College Early Admission or Academic Dual Credit programs are enrolling in college-level courses with content and assignments intended for adults. Discussion topics and reading assignments in Blinn College courses, and materials shown or displayed in classrooms are intended for college-level adult students. Early Admission and Academic Dual Credit students are expected to participate as required in these activities.
7 Assignments may require use of the Blinn College Library, which is an academic library primarily intended for use and access by adults. The books, videos, and journals in the library may contain materials not intended for minors. The Internet workstations located in the Blinn College Library, classrooms, and other resource centers are not filtered for use by minors. 9 Back Privacy Rights of Students *Please note that this is not mandatory. It will need to be updated every semester, if you elect to return the release form. Annual Notice to Students Annually, Blinn College informs students of the Family Educational Rights and Privacy Act of This act was designed to protect the privacy of educational records, to establish the rights of students to inspect and review their educational records, and to provide guidelines for the correction of inaccurate or misleading data through informal and formal hearings. Students also have the right to file complaints concerning the Family Educational Rights and Privacy Act (FERPA) with the U. S. Office of Education concerning alleged failures by the institution to comply with the Act. Complaints should be filed with the Vice President Student Services. Questions concerning the Family Educational Rights and Privacy Act may be referred to the Office of Admissions and Records. Disclosure of Student Records In general, no personal information from a student's educational records will be disclosed without written consent from the student. Two exceptions may, however, be made: (1) Directory information will be released unless the student requests that it not be released, as explained in the paragraph below (2) Records may be disclosed to parents of students who are dependents as defined by Internal Revenue code 1954, Section 152 with the proper release form filled out and notarized. (Form is attached) Public Notice Designating Directory Information Blinn College hereby designates the following categories of student information as public or "Directory Information". Such information may be disclosed by the institution: Category I: Name, classification, major field of study, home address, and College District address. Category II: Previous institutions attended, attendance status, awards, honors (including Distinguished and President s lists), degree(s) conferred (including dates), past and present
10 participation in officially recognized sports and activities, and physical factors (height, weight of athletes). Currently enrolled students may withhold disclosure of either or both categories of information under the Family Educational Rights and Privacy Act of To withhold disclosures, written notification must be received in the Office of Admission and Records on the Brenham Campus or Bryan Campus within twelve (12) calendar days from the first day of registration for each long term or four (4) days for summer terms. Forms requesting the withholding of Directory Information are available in the offices listed above. Blinn College assumes that failure on the part of any student to specifically request withholding of "Directory Information" indicates individual approval for disclosure.
11 BLINN COLLEGE CERTIFICATION OF DEPENDENCY FORM Date: Semester Required: Please note the following guidelines: 1. Print or type the student s full legal name as it appears on his/her birth certificate 2. Grades will not be mailed to parents a. Parents or legal guardians may be granted access to their student s grade reports which are maintained by the Blinn College Admissions and Records Office. The student must provide instructions and the necessary student ID and password to parents/guardians. Passwords are established by the student and are not available from the Admissions and Records Office. b. Upon completion of this form and documentation, parents may discuss the student s current attendance and academic standing with the student s instructors. The instructor reserves the right not to disclose this information to the parents. 3. Parents and students must sign and submit proper documentation each semester to have access to students records. 4. This document will not be accepted without signature(s) of the parent(s) or guardian(s). The document will also not be accepted without proper federal income tax documents as defined by the Internal/Revenue Code 1954, Section 152. PARENTS: Under federal legislation, the Family Educational Rights and Privacy Act of 1974 (FERPA), I understand that if my son/daughter is carried as a dependent for federal income purposes, (as defined by the Internal/Revenue Code 1954, Section 152); I may be entitled to access their educational records. Access does not permit a parent or legal guardian to make changes to a student s educational record. 12 Back Blinn College ID s Blinn College ID s, Textbooks, Parking Permits It is important that you get a Blinn College ID card. This card will allow you to use Blinn College Facilities such as the library and the computer labs and sports events. It is important that you have your ID with you when you are on any of the Blinn campuses. Your Blinn ID will be mailed to your high school after the twelfth day of class provided that we took your picture when we came to your high school. I will send stickers to your high school during the spring semester to update the term provided that you are currently enrolled. It is to be placed over the current sticker. If we did not take your picture, you can me a head and shoulder photograph (JPEG) and I can make your ID from that. I will then mail your ID to your mailing address that you provided. Blinn College Textbooks You are required to purchase textbooks for your Blinn courses. These may be purchased at the Blinn College Bookstore-Barnes & Noble Brenham Campus Bryan Campus Schulenburg Campus Sealy Campus Blinn College Parking Permits ( You are required to have a Blinn College parking permit while attending classes on any of the Blinn campuses. If your Blinn College campus requires you to purchase your permit, you may purchase and pick up your parking permit at the Enrollment Services Counter of the campus that you are attending. Please let them know that you are a Dual Credit Student. You must bring your license plate number and year of your vehicle with you to get a parking permit.
13 Back myblinn All Blinn College students, including Dual Credit/Early College students, need to take advantage of their myblinn account. If you are not already using your myblinn account, it will be in your best interest to start using the account as soon as possible. This account will allow you to view your schedules, make payments, look up classes, set up your account, etc. Here is how all Blinn College students, including Dual Credit/Early College students, access their myblinn account: Log on to Click on to myblinn o Username: first name.last name last 2 digits of your Blinn ID# (john.doe02) o Password: DOB (MMDDYY) Navigating Through myblinn My Records Tab Payment Box o You can pay your balance in full or sign up for the payment plan option if it is available. o At this time you cannot pay with a VISA unless it is a VISA bank card. I have included a credit card form to fill out if you need it. o o There will be no late payments allowed. NO EXCEPTIONS! All payments must be made in full before the first day of class or the student will be dropped. Registration Tools o You can check your registration status o Look up classes. This will also allow you to view how many available seats are left for a particular class. o You CANNOT add or drop a class yourself. That has to be done through the dual credit office. o You can view your course schedule. This will show you which class you are in, what time it meets, the instructor, and what building that it is in or if it is online. Personal Information o Please use this to update all information. o address is the most important form of communication. All communication will be done through s. 16 Back Attendance Policy for Dual Credit Students The College District believes that class attendance is essential for student success; therefore, students are required to promptly and regularly attend all their classes. A record of attendance will be maintained from the first day of classes and/or the first day the student s name appears on the roster through final examinations. ***If a student has one week s worth of unexcused absences during the semester, he or she will be sent an by the College District requiring the student to contact his or her instructor and schedule a conference immediately to discuss his/her attendance issues. Should the student accumulate two weeks worth of unexcused absences, he or she will be administratively withdrawn from class. There are four forms of excused absences recognized by the institution: 1. Observance of religious holy days - The student should notify his or her instructor(s) not later than the 15th day of the semester concerning the specific date(s) that the student will be absent for any religious holy day(s); 2. Representing the College District at an official institutional function; 3. High school dual credit students representing the independent school district at an official institutional function; and 4. Military service. Other absences (such as for illness or injury) MAY be considered excused at the discretion of the faculty member with appropriate documentation. ***A different procedure will be followed for dual credit students. If a dual credit student misses 2 or more days of class and the professor calls to let us know or the professor reports the student in an excessive absence report, as soon as I am notified I will contact the high school counselor to let them know the student is in danger of being dropped for excessive absences. The student is responsible for contacting each professor when they are absent and arranging for make-up work. Notice of an excused absence (see #3 above) must be made before the official function in writing, so that there is proof of the authenticity of the absence. After the fourth (4 th ) unexcused absence the student will be dropped. It is up to the student and/or the high school counselor to inform Blinn College if the student feels that he/she needs to be dropped sooner. Please see the chart on the next page. Note: The only difference is that Blinn will not send out an notification for dual credit students. Notice will come from Georgann Smith at Blinn College to the high school.

18 Back Dual Credit/Early College Drop Course Policy If a dual credit student wants or needs to drop a class at any point in the semester, I need to be notified by the counselor or principal, not just the student. The reason for this is so I know that the proper school officials are aware of the student s decision to drop, and they then can make appropriate arrangements for that student and his/her high school course work. If an early college student needs to drop, I need to be notified by the student. I must receive the notification in the form of an so that there is record of it.
19 Back Credit by Exam Policies Blinn College will accept hours for credit by examination. Blinn College Admissions and Records Office evaluate AP, CLEP, and IB credit as transfer credit. Credit by examination may be earned through the College Board Advanced Placement Program (AP), the College Level Examination Program (CLEP) Subject Examination, and International Baccalaureate Program (IB). Credit by examination may not be used to satisfy the minimum residence requirements for the degrees or certificates awarded at graduation. Credit by examination assumes the student has had no formal classroom instruction, as an enrolled student or as an auditor. College Level Examination Program (CLEP) College Board Advanced Placement Program (AP) International Baccalaureate Program (IB) Students may be awarded up to 12 semester hours based on credit-by-examination test results. Students must take the College Level Examination Programs test (subject matter tests only) or the Advanced Placement examination. To receive credit for English 1301, English 2322 and English 2328 using the CLEP test, the student must qualify on both the objective and essay parts of the exam. A grade of CR will be posted to the transcript when the student has successfully completed 6 semester hours at Blinn College and also earned a cumulative grade point average of 2.0 at Blinn College. The application for credit by examination, on page 21, may be made at any time while the student attends Blinn College as long as he or she has not attempted the course for which credit is being sought. There is no charge for this service.
20 Conditions for CLEP Subject Examinations 1. Credit will be granted only if the student completes 6 semester credit hours at Blinn College and earns a cumulative grade point average of at least Credit earned by examination while enrolled at Blinn College may not be used to meet the minimum residence requirement for that degree or certificate awarded at graduation. 3. Credit will not be granted if the student has already attempted the course for which credit is being sought. 4. Credit by CLEP examination assumes the student has had no formal classroom instruction, as an enrolled student or as an auditor. 5.
