1 item 14 CITY COINCIl REPORT Meeting : General Plan Element: General Plan Goal: September 10,2013 Public Services & Facilities Provide a safe environment for all citizens, visitors and private interests. ACTION Adopt Resolution No. 9515, authorizing the City ofscottsdale to accept FFY 2013 and FFY 2011 Reallocation Arizona Department of Homeland Security (AZDHS), Urban Area Security Initiative (UASI) grant funds, and approve associated budget transfers. Authorize the Public Safety Executive Director to execute and submit all documents and other necessary or desirable instruments in connection with the AZDHS grants on behalf of the City for the sustainment and enhancement of the Police and Fire Department's CBRNE (Chemical, Biological, Radiological, Nuclear and Explosive) response programs and the TLO (Terrorism Liaison Officer) program. These grants have been tentatively awarded by the UASI region and formal award letters will be received in early October. The AZDHS grants are as follows: o Accept Police CBRNE grants in the amount of $74,000 for the purchase of a breaching door training system, detection and maintenance equipment and an entry robot for the SWAT team, o Accept Fire CBRNE grant in the amount of $54,000 for the purchase of a lap top computer, gas detection equipment and hazardous materials certification training. o Accept TLO grant in the amount of $35,850 for the purchase of a telephoto camera lens, radiation detection equipment and for registration and travel expenses for program personnel to attend a TLO conference. Authorize a budget transfer of $163,850 from the adopted FY 2013/14 Future Grants Budget and/or Grant Contingency Budget and authorize the creation of new cost center(s) to record the related grant activity. BACKGROUND The City ofscottsdale has sought to enhance its emergency-management and homelandsecurity capabilities through the attainment of a number of critical federal grants. Action Taksn
2 City Council Report EMERGENCY MANAGEMErrr AND HOMELAND SECURITY GRANTS The UASI program addresses the unique planning, organizational, equipment, training, and exercise needs of high-threat, high-density, urban areas, and assists these areas in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. Scottsdale has been a recipient of this type of grant since FY 2007 related to the City's response to CBRNE incidents and terrorism prevention efforts. Vulnerability to terrorism and other disasters in the urban area is concentrated in the Phoenix metropolitan area with an impact to surrounding cities. Thus, to be effective, the ability to prevent and detect, as well as manage, both crisis (threats and prevention] and consequences (event impacts) should be highly prioritized in Scottsdale. CBRNE response personnel are trained in the use of specialized personal protective equipment in order to safely enter hazardous environments. ANALYSIS & ASSESSMENT The purchase of additional equipment and training for CBRNE response personnel will enhance and help sustain response capabilities for the northeastern part of the Phoenix metropolitan area. This equipment will also enhance and sustain CBRNE-response as well as hazardous materials responses to the citizens ofthe City ofscottsdale. The purchase ofthe telephoto camera lens, radiation detector and the conference attendance will enhance and help sustain the capabilities of our Police and Fire TLO's. Significant Issues to be Addressed None RESOURCE IMPACTS Available funding There are no matching fund requirements associated with this grant Staffing, Workload Impact No additional staffing required. Cost Recovery Options There are no additional cost recovery opportunities. 5 RESOLUTION NO A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, MARICOPA COUNTY, ARIZONA. AUTHORIZING THE ACCEPTANCE OF ARIZONA DEPARTMENT OF HOMELAND SECURITY GRANTS IN THE AMOUNT OF $163,850 WHEREAS, the Arizona Department of Homeland Security intends to award the City grants in the amount of $163,850 for the purchase of Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) equipment and in support of the Terrorism Liaison Officer Program; and WHEREAS, acceptance of these grants will increase the safety and emergency preparedness of Scottsdale and surrounding communities; and WHEREAS, the Future Grants Budget and/or Grant Contingency Budget for FY2013/14 provides the budget authority necessary to accept grants throughout the fiscal year. NOW, THEREFORE. BE IT RESOLVED by the Council ofthe City of Scottsdale. Maricopa County, Arizona, as follows: Section 1. Alan Rodbell, Executive Public Safety Director, or his designees, are authorized to conduct all negotiations and to execute and submit all documents and other necessary or desirable instruments in connection the ADHS grants in the amount of $163,850, if awarded. Section 2. The City Council hereby authorizes a budget transfer of $163,850 from the FY2013/14 Future Grants Budget and/or Grant Contingency Budget and authorizes the creation of new cost center(s) to record the related grant activities.
