Guenzel County Administrator Date: February 18, 2004 Subject: Approval of Homeland Security Training Grant Agreement Board Action Requested Authorize the County Administrator to sign the 2003 State Homeland Security Grant Program Part II, Training Grant Agreement and supportive documents with the State of Michigan. Background Washtenaw County has received pass-through funds supporting Emergency Management operations from the state since These funds are currently budgeted by the United States Department of Homeland Security, Emergency Preparedness and Response Directorate, Federal Emergency Management Agency; and are passed through the states to local jurisdictions that have met strict capability requirements in the areas of emergency preparedness, planning, emergency response and disaster recovery. Washtenaw County's Emergency Management program meets or exceeds the requirements in all of the prerequisite categories. With the increased risk of international and domestic acts of terrorism, and numerous homeland security initiatives already underway, this grant was created to provide federal pass-through funds which will reimburse local emergency response organizations for providing Weapons of Mass Destruction training to their personnel.

2 Discussion Since September 11, 2001, Washtenaw County has received (or is expected to receive) the following homeland security grant funding: $277,520 to purchase WMD response equipment $70,027 to enhance emergency planning and coordination $4,500 to improve disaster exercise design and participation Significant additional funding for hospitals and public health This support has helped Washtenaw County and many other local governments across the nation to bolster overall response capabilities. Federal support for much needed WMD response training, however, has been all but non-existent. Numerous emergency services professionals have vigorously expressed this critical need to federal officials over the past 18 months. With the release of this grant, federal support for local WMD training now appears likely through 2006 in light of the federally adopted three-year homeland security planning cycle. Washtenaw County s training allocation is $228,076. The grant period is from March 1, 2004 through February 28, The grant will reimburse 100% of the overtime, backfill staffing, lodging, travel, meals, and tuition related costs for Department of Homeland Security approved courses in Weapons of Mass Destruction response and incident command procedures. Once the Board of Commissioners adopts this grant, Washtenaw County s response organizations (less the City of Ann Arbor, who receives a separate grant) will submit quarterly training reimbursement requests to the Emergency Management Division. Emergency Management will then combine the requests and submit them to the State of Michigan who will reimburse organizations directly. Following adoption, the Washtenaw County Homeland Security Task Force will meet to develop a fair and equitable distribution formula for local agencies, and will continue to receive updates throughout the grant period about training activity and available grant balances. Impact on Human Resources The Emergency Management Director will continue to act as the primary Homeland Security contact under the existing Emergency Management Performance Grant, and the Emergency Planning Assistant will provide project staff support under the existing Solution Area Planning grant. Impact on Budget This is a pass-through reimbursement grant for local response organizations. Agencies such as Sheriff and Public Health may need to slightly amend their budgets in order to reflect their individual allocation for reimbursement, as required. Impact on Indirect Costs Reimbursement of indirect costs is not permitted under this grant.

4 A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO SIGN THE 2003 STATE HOMELAND SECURITY GRANT PROGRAM PART II - TRAINING GRANT AGREEMENT WITH THE MICHIGAN STATE POLICE EMERGENCY MANAGEMENT DIVISION, FOR THE PERIOD MARCH 1, 2004 TO FEBRUARY 28, 2005 IN THE AMOUNT OF $228,076 TO REIMBURSE WASHTENAW COUNTY RESPONSE AGENCIES FOR WEAPONS OF MASS DESTRUCTION TRAINING; AUTHORIZING THE ADMINISTRATOR TO SIGN THE NOTICE OF GRANT AWARD; AMENDING THE BUDGET AND AUTHORIZING THE ADMINISTRATOR TO SIGN THE DELEGATE CONTRACTS WASHTENAW COUNTY BOARD OF COMMISSIONERS FEBRUARY 18, 2004 WHEREAS, Washtenaw County has received pass-through funds supporting Emergency Management operations since 1979; and WHEREAS, Washtenaw County has received homeland security grant funds to purchase Weapons of Mass Destruction response equipment, enhance emergency planning and coordination, improve disaster exercise design and participation, and for local hospitals and public health preparedness activities since 2001; and WHEREAS, much needed Federal support for Weapons of Mass Destruction response training has been essentially non-existent, and numerous emergency services professionals have vigorously expressed this critical need to federal officials; and WHEREAS, the United States Department of Homeland Security has created a pass-through grant which will reimburse local emergency response organizations for providing Weapons of Mass Destruction training to their personnel; and WHEREAS, Washtenaw County response agencies have been allocated $228,076 for training reimbursement between March 1, 2004 and February 28, 2005, including Department of Homeland Security approved courses in Weapons of Mass Destruction; and WHEREAS, the Washtenaw County Homeland Security Task Force will develop a fair and equitable distribution formula for local agencies and receive progress reports throughout the grant period; and WHEREAS, the Washtenaw County Emergency Management Division will coordinate this grant under existing administrative grants; and WHEREAS, this matter has been reviewed by Corporation Counsel, Human Resources, the Finance Department, the County Administrator s office, and the Ways & Means Committee

5 NOW THEREFORE BE IT RESOLVED that the Washtenaw County Board of Commissioners hereby authorizes the County Administrator to sign the 2003 State Homeland Security Grant Program Part II, Training Grant Agreement and supportive documents with the State of Michigan for the period March 1, 2004 through February 28, 2005 in the amount of $228,076 for the Emergency Management Department, as on file with the County Clerk. BE IT FURTHER RESOLVED that the Board of Commissioners takes the following actions contingent upon receipt of the grant award in conformity with the grant application: 1. Authorizing the Administrator to sign the Notice of Grant Award 2. Amending the budget, as attached hereto and made a part hereof 3. Authorizing the Administrator to sign delegate contracts upon review of Corporation Counsel, to be filed with the County Clerk
